Abstract

This study analyzes how government support applications are in the context of smart government at the Guntung Lurah Office. The method used in this research is a qualitative research method with data collection techniques using observation, interviews and supporting documents the results of research on the implementation of smart government in Bontang City which was carried out at the Guntung Lurah Office was that there were 7 forms of smart government implemented. The implementation of smart government can be seen from the elements of successful e-government development, namely support, capacity to produce competent human resources, and value to produce benefits for society. The implementation of smart government has a positive impact on the community and employees, namely that the service process is not carried out manually, the community can access the information or documents needed, people who fall into the poor category can receive cash and non-cash assistance and the construction of facilities and infrastructure is carried out according to needs. However, the obstacles found in this research are the lack of outreach to the public and an internet network that does not support it, which has an impact on the use of applications and the service processes provided to the public. Abstract

This study aims to analyze and describe the forms of e-government utilization at the Guntung Lurah Office, analyze and describe the use of e-government in facilitating the work of employees at the Guntung Lurah Office and identify the driving factors and inhibiting factors for the use of e-government at the Guntung Lurah Office. The type of research used is descriptive qualitative. The data collection technique used was library research and field research using observation, interviews and documents. In this study using data analysis developed by Miles and Huberman. The results of the study show that the use of e-government in the Guntung Lurah Office has various forms of use in various fields, namely there are seven forms of e-government, the use of e-government in facilitating the work of employees seen from indicators of efficiency, effectiveness and transparency has been fulfilled. For the driving factors seen from the successful elements of e-government development, namely support/support, capacity/ability, value/benefits, and local culture/local culture to produce supporting elements so that e-government can be implemented. However, in the implementation, there are still obstacles that hinder the use of e-government, such as the internet network which plays an important role, in fact it is still experiencing problems, the lack of socialization carried out to the public in the field of services and application development has not been carried out optimally.

Abstract

Quality public services are related to continuous innovation. For public sector organizations, innovation is a demand amidst changes in people's lives. In fact, local governments need to innovate to improve the quality of their public services. In Indonesia, the city of Bandung has one of the innovations in overcoming the number of unemployed in the form of the New Bandung Integrated Manpower Management Application or New Bimma. This study aims to examine and analyze the strategies carried out by the Bandung City Manpower Office in implementing New Bimma in increasing employment opportunities. This study applies a descriptive qualitative approach with data collected through observation, interviews, and document studies. The analysis focuses on Mulgan's (2009) strategy theory which contains the stages of purpose, environment, direction, action, and learning. The results of the study show that in general the existing stages show an increase or development even though there are some shortcomings and obstacles.
