Abstract

Transformation is a transtition process from a certain period to the next phase, which happens due to the presence of innovation or alteration, wheter in structural or prosedural aspects, planned or unplanned. “ Basically, transformation is a continous process. It includes reframing, resructuring, revitalization and renewal. Bandung regency had held regional general elections (Pilkada) in 2015, and already transformed its goverment management, Eventough the Regent himself, as incumbent usually faces difficulties to implement transformation inside his burreucracy system. By using qualitative and descriptive method, the researcers had interviewed the Regent of Bandung, Chief of Bappeda (Regional Development Planning Agency), Chief of Department of Education and Non Govermental Organizations in Education sector. The result of this research described that in reframing aspects, the education system have been altering from the current progress, not only depended on Startegic Planning , but also acomodated new ideas to encourage the success of educational programs. Meanwhile, for recruiting aspects, the goverments found difficulties since the regulations  from the National Goverment was not suitable within the needs in Bandung Regency. The revitalization aspects cannot be implemented yet, eventhough the Chief of Educations has already figure up the problem, such as the importance in buid Vocational School in Agriculture and Animal Husbandry. For renewal aspects, the goverment established “Edu Share” to socialize , facilitate and distribute scholarsips , and Doctorates Forum in Bandung Regency. Eventough the institutions is build outside the autority of Department of Education. The researchers concluded that , the shape of transformation in goverment management, especially in educational aspect has been dominated by the rules, whom did not able to adapt into the surrounding area, especially in Bandung Regency. Based on this condition, it is highly recommended, for the Chief of Education to be able to create activites which is consistent with the current rules, but also be able to satisfy the needs of society.Keywords: Reframing, Restructuring, Revitalizations, Renewal

Abstract

The present study discusses the communication process conducted by the Provincial Government of West Java with the citizens of Ciletuh, Palabuhanratu in supporting the development undergone in the Geopark tourism area. The study uses qualitative method with descriptive approach. The theory consulted for the purpose of the study is that of Public Relation in six steps, namely: identifying the problem, determining the target, determining the public, planning the program, executing the program and evaluating the results. The findings indicate that the communication between the government and the its people is less effective due to the presence of disbelief between the communicators and interlocutors (people), the less-distributed information, and the non-cooperativeattitude of the village government when conducting advanced socialization. Therefore, the occuring communication has not well improved the informative and motivative target of the public.Keywords: Governmental communication, public relation, tourism area development

Abstract

The purpose of this study (1) is to find out the process of Public Service in Making E-KTP at the Department of Population and Civil Registration of Nabire Regency in 2021-2022. The result is that public services in making E-KTP at the Nabire Regency Population and Civil Registration Office in 2021-2022 have not been maximized in the tangible dimension, because technical implementation has experienced several problems such as: slow application response, unavailability of blanks, takes a long time, damaged equipment. recorders, officers have not carried out their work thoroughly and on time, slow service, lack of employees, and dependence on server networks. In the dimension of reliability, Disdukcapil officers serve as well as expertise in operating and overcoming problems with assistive devices, which are very good and supported by clear service standards. In the responsiveness dimension, the Disdukcapil of Nabire Regency provides the response that the community needs quickly and responsively. In the assurance dimension, the Disdukcapil of Nabire Regency provides a guarantee of service time with certainty of service time and certainty of getting good service. While on the empathy dimension, the Disdukcapil officer of Nabire Regency puts the interests of the applicant first, being friendly and polite and not discriminatory by applying the 5S culture, namely Smile, Greeting, Greet, Polite and Courteous in the e-KTP service process.

Abstract

This study aims to evaluate the effectiveness of monitoring the management of School Operational Assistance (Bantuan Operasional Sekolah/BOS Funds in Indonesian) funds in Singkawang City. The main focus of this research is to measure the success of supervision based on three indicators proposed by Arifin Abdul Rachman: increasing discipline and achieving task implementation targets, reducing abuse of authority, and minimizing errors in task implementation. This study employs a qualitative approach with a case study method, involving in-depth interviews with various informants, including school principals, treasurers, auditors, and the community. The findings reveal that the monitoring of BOS fund management in Singkawang City has been relatively effective, with several significant insights. The first indicator indicates that most schools have prepared their School Activity and Budget Plan in compliance with regulations, although challenges remain in budget implementation and reporting delays. For the second indicator, no significant abuse of authority was identified, but there are still weaknesses in technical understanding, particularly regarding taxation. The third indicator highlights that administrative errors, such as asset recording and tax reporting, remain key challenges. Initiatives like the BOS Fund Clinic organized by the Inspectorate are seen as positive steps to address these issues. This study recommends enhancing technical training for school principals and treasurers, strengthening monitoring capacity through system digitization, and increasing community participation in supervision to foster better transparency and accountability. These measures are expected to optimize the management of BOS funds in supporting improvements in education quality.

Abstract

The implementation of e-government has become a global trend to enhance the efficiency, transparency, and accessibility of public services. In Indonesia, e-government is governed by the Sistem Pemerintahan Berbasis Elektronik (SPBE), emphasizing the digital transformation of public services, including population administration and licensing. This study aims to evaluate the success and challenges of e-government implementation in remote areas, focusing on the infrastructure, human resource capacity, and public adoption. The research utilizes a systematic literature review (SLR) methodology to synthesize findings from relevant studies over the past decade. The results indicate that while e-government has improved efficiency and transparency in many regions, significant challenges persist, such as limited infrastructure, low digital literacy, and insufficient training for public officials. These findings emphasize the need for comprehensive strategies to address these challenges, including strengthening digital literacy, equitable infrastructure development, and increasing public awareness of e-government benefits. This study provides a framework for improving the effectiveness and inclusivity of e-government in remote areas of Indonesia.

Abstract

This study aims to analyze how decentralization and public-private partnerships in the management of Kiara Artha Park in Bandung have led to new forms of commodification of public space, using a Marxist perspective. This research employs a qualitative approach through library research methods. Data were obtained from academic documents, government policies, media articles, and critical theoretical literature. The analysis was conducted thematically using deductive-inductive reasoning, grounded in Marxist theories of capital, space, and power. The findings reveal that Kiara Artha Park has transformed from a democratic public space into a semi- private area governed by capitalist rationality. Commodification manifests through entrance fees, commercialized facilities, and the dominance of local capital in its management structure. The project illustrates how local governments function more as facilitators of capital than protectors of public interest, while local capitalists become dominant actors in the reproduction of spatial value. The study concludes that decentralization without ideological control strengthens spatial inequality and erodes citizens rights to the city. The study recommends anti-commodification regulations and enhanced citizen participation in urban spatial governance.

Abstract

Penelitian ini berjudul ”Kualitas Pelayanan Publik Dinas Arsip Dan Perpustakaan Daerah Kota Bekasi Melalui Layanan Arsip Keluarga ’Larsiga’ Tahun 2024 -2025”. Penelitian ini dilatarbelakangi oleh adanya permasalahan dalam pelayanan Layanan Arsip Keluarga yang merupakan program layanan enkapsulasi dokumen dengan tujuan menjaga keaslian dan keamanan arsip masyarakat Kota Bekasi. Dalam penelitian ini menggunakan Teori Kualitas Pelayanan yang mencakup lima dimensi, yaitu tangible, reliability, responsiveness, assurance, dan empathy. Metode penelitian yang digunakan adalah deskriptif kualitatif dengan teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi. Hasil penelitian menunjukkan bahwa pada dimensi tangible, fasilitas fisik sudah cukup baik, namun masih terdapat kekurangan dalam penggunaan teknologi administrasi. Pada dimensi reliability, pegawai sudah kompeten, namun ketepatan waktu pelayanan belum optimal karena keterbatasan jumlah pegawai. Dimensi responsiveness menunjukkan bahwa sosialisasi layanan masih terbatas pada media sosial Instagram. Dimensi assurance, peningkatan kompetensi pegawai telah dilakukan melalui pelatihan arsiparis, namun pemanfaatan teknologi informasi masih perlu ditingkatkan. Dimensi empathy, pegawai menunjukkan kepedulian dan bimbingan kepada masyarakat. Faktor pendukung pelayanan meliputi fasilitas memadai dan SDM yang kompeten, sedangkan faktor penghambat meliputi keterbatasan jangkauan layanan, kurangnya pemanfaatan teknologi, dan rendahnya kesadaran masyarakat terhadap pentingnya arsip. Penelitian menunjukkan kualitas pelayanan Dinas Arsip dan Perpustakaan Daerah Kota Bekasi belum sepenuhnya optimal.

Abstract

Jalan Trans-Kalimantan merupakan salah satu infrastruktur strategis nasional yang memiliki peran vital sebagai barang publik, khususnya dalam mendukung konektivitas dan mobilitas masyarakat di wilayah Kalimantan Barat. Jalan ini tidak hanya berfungsi sebagai jalur utama transportasi antarwilayah, tetapi juga menjadi tulang punggung bagi aktivitas ekonomi, distribusi logistik, serta aksesibilitas masyarakat terhadap layanan publik dan sosial. Keberadaannya sangat penting dalam memperkuat integrasi wilayah dan mendorong pembangunan ekonomi yang merata, terutama di daerah-daerah perbatasan dan terpencil. Dalam konteks manajemen sektor publik, Jalan Trans-Kalimantan menjadi contoh nyata bagaimana infrastruktur publik harus dikelola dengan pendekatan tata kelola yang baik (good governance), mencakup transparansi, akuntabilitas, efisiensi, serta partisipasi masyarakat. Artikel ini bertujuan untuk mengkaji secara mendalam peran strategis Jalan Trans-Kalimantan dari sudut pandang pelayanan publik dan pembangunan wilayah, serta mengidentifikasi berbagai tantangan dalam pengelolaannya. Kajian penelitian ini menggunakan jenis deskriptif kualitatif. Melalui pendekatan deskriptif kualitatif dan analisis dokumen sekunder, ditemukan sejumlah permasalahan utama, seperti tingginya tingkat kerusakan jalan akibat kendaraan over dimension and over load (ODOL), keterbatasan anggaran pemeliharaan, serta lemahnya koordinasi antar instansi dan level pemerintahan. Hasil kajian menunjukkan bahwa upaya perbaikan tata kelola yang berbasis prinsip good governance sangat diperlukan untuk mengoptimalkan fungsi jalan ini sebagai infrastruktur publik yang mendukung pembangunan berkelanjutan dan pemerataan wilayah.

Abstract

Kemacetan lalu lintas merupakan salah satu tantangan krusial dalam tata kelola kota, khususnya di kawasan urban seperti Cimahi. Studi ini mengkaji implementasi pendekatan New Public Management (NPM) dalam kebijakan pembongkaran median jalan di kawasan Alun-Alun Cimahi sebagai respons terhadap permasalahan kemacetan dan disintegrasi estetika kota. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan metode studi kasus, yang berfokus pada proses kebijakan, partisipasi aktor, serta dampak kebijakan terhadap efektivitas lalu lintas dan kualitas ruang kota. Temuan menunjukkan bahwa kebijakan ini mencerminkan prinsip-prinsip inti NPM, seperti efisiensi pelayanan publik, orientasi pada hasil, dan kepemimpinan publik yang proaktif. Pembongkaran median jalan terbukti mampu memperlancar arus lalu lintas, meningkatkan aksesibilitas antar sisi jalan, serta memperkuat konektivitas ekonomi mikro. Selain itu, kebijakan ini juga menunjukkan perhatian terhadap aspek estetika dan kenyamanan pengguna ruang kota. Meski demikian, efektivitas kebijakan ini memerlukan dukungan sistemik seperti penataan parkir, pengamanan pejalan kaki, dan pemantauan berkelanjutan. Studi ini menyimpulkan bahwa pendekatan NPM dapat diadaptasi dalam konteks tata kelola lokal, asalkan didukung oleh kepemimpinan yang solutif, koordinasi lintas sektor, dan kebijakan yang responsif terhadap kebutuhan warga.
