Abstract

The review of this research is motivated by education financing in the financing management of the Sidoklumpuk State Elementary School cooperative which can benefit the continuity of educational activities at the school. The purpose of this research is to find out the shape of the system for managing finance in the cooperative that can be benefited by the school community such as purchasing books, learning equipment, or repairing facilities and providing loans with low interest to students and staff for those who have financial difficulties. The method used is a qualitative method that focuses on the management of student cooperative-based education financing in public elementary schools. The research data used observation, interviews and documentation studies. The results of the study show that the benefits and implementation of financing in school cooperatives can be used well by school community.  If in the system there is a lack of understanding and managerial skills among students and school staff. Then training is needed for staff or teachers who are responsible so that it can be used with a good managerial system

Abstract

This study describes the results of innovations from the Android-based Hospital Santri Application (Hospital Queue SMS) at the Outpatient Installation of the Specialist Polyclinic and the Executive Polyclinic of Sidoarjo Hospital, which is an innovation that is very helpful in managing patient queues. Initially, Sidoarjo Hospital used the SMS Queue program to manage patient queues online. However, since September 2019, this program has changed to the Santri RS (Hospital Queue SMS) application which can be downloaded through the Google Play Store. This application aims to facilitate patient needs related to outpatient queues at Sidoarjo Hospital. Patients can register through the Santri RS application or manually with the same queue number. The Santri RS application is supported by a legal umbrella and SOP (Standard Operating Procedure). This ensures that the implementation of innovation runs well. This research highlights the factors that affect the innovation process, including innovation governance, sources of ideas, innovation culture, capabilities and tools, goals, outcomes, and barriers.

Abstract

Bureaucratic reform is an urgent need to improve the quality of the state civil apparatus and realize good governance in Indonesia. Bureaucracy is often considered complicated, slow and unprofessional. To address this, the government is committed to various reform initiatives, including the application of information technology in public services. This research aims to explore the contribution of information technology in improving public services as part of bureaucratic reform. By adopting information and communication technology (ICT) in e-government systems, it is hoped that administrative processes can be accelerated, efficiency increases, and the reach of public services expands. However, ICT implementation faces challenges such as limited human resources, cyber threats, privacy issues, inadequate infrastructure, and resistance to change. This research will analyze the factors that influence the successful implementation of information technology in public services and identify strategies to overcome these obstacles. It is hoped that the research results will provide policy recommendations that support bureaucratic reform, so that public services become more efficient, transparent and responsive to community needs.

Abstract

This research aims to analyze the impact of increasing Value Added Tax (VAT) rates on people's purchasing power in Sidoarjo Regency. This research uses qualitative methods with a focus on understanding social phenomena from the participant's perspective, combining a case study approach and interview techniques with informants. Research identifies that the increase in VAT rates from 10% to 11% in April 2022, has affected the prices of goods and services. This has had a negative impact on people's purchasing power, especially low and middle income groups who have seen the prices of their basic necessities increase. Not only the public as consumers, business actors also face challenges in adapting to the additional costs that must be paid to the government. Interview results show that people respond to rising prices by reducing purchases of goods and services, and looking for cheaper alternatives. This reflects the social impact of fiscal policies such as increases in VAT rates, which can slow economic growth and exacerbate social inequality if not managed wisely. This research contributes to a deeper understanding of the impact of tax policy on communities and businesses at the local level, with the hope of providing guidance for more inclusive and sustainable policies in the future.

Abstract

Program bantuan Kurma merupakan program yang digagas pemerintah Kabupaten Sidoarjo sebagai upaya mengembangkan kelompok usaha perempuan di Sidoarjo. Beberapa kelompok usaha mikro menerima dana bantuan kurma yang kamudian dialokasikan untuk kebutuhan produksi usaha tersebut. Pemanfaatan dana bantuan kurma sebagian besar dialokasikan untuk kebutuhan dan modal awal produksi. Sehubungan dengan diketahuinya efektivitas pelaksanaan program bantuan Kurma, digunakan pendekatan 5 indikator efektivitas program yakni pemahaman program, tepat sasaran, tepat waktu, tercapainya tujuan, dan perubahan nyata. Penelitian ini dilakukan dengan metode analisis kualitatif deskriptif dengan tujuan untuk menjelaskan secara rinci terkait efektivitas implementasi program bantuan Kurma bagi masyarakat di Desa Durungbedug. Pengumpulan data dilakukan dengan wawancara kepada informan. Data dikumpulkan melalui observasi dan dokumentasi. Dalam penelitian ini menunjukkan bahwa program bantuan Kurma telah berjalan dengan efektif bagi kelompok usaha mikro. Namun, masih dibutuhkan kesadaran masyarakat penerima bantuan untuk melakukan pengembangan usaha dengan lebih baik dan maksimal.

Abstract

Penelitian ini bertujuan untuk mengidentifikasi strategi yang diterapkan Pemerintah Desa dalam menanggulangi banjir di Desa Kedungbanteng serta memahami faktor- faktor yang mendorong dan menghambat Pemerintah Desa dalam implementasi strategi tersebut. Penelitian ini menggunakan metode studi kasus dengan pendekatan kualitatif. Pengumpulan data dilakukan melalui wawancara, observasi, dan dokumentasi. Data yang diperoleh dianalisis secara kualitatif menggunakan teori manajemen strategi yang digagas oleh Fred. R. David (2017) yakni mencakup tiga tahapan yaitu perumusan strategi, penerapan strategi, dan evaluasi strategi. Penelitian ini juga berfokus pada faktor pendukung dan penghambat dalam pelaksanaan strategi tersebut. Hasil penelitian menunjukkan bahwa Pemerintah Desa telah merumuskan serangkaian program strategis melalui musyawarah dengan warga dan koordinasi dengan Pemerintah Kabupaten Sidoarjo serta BPBD. Program-program yang diimplementasikan meliputi kerjasama dengan BPBD, pemasangan pompa air, pengajuan pembangunan rumah pompa, kerja bakti masyarakat, pembangunan saluran irigasi afur, pembangunan plengsengan serta peninggian jalan. Evaluasi strategi dilakukan dengan melibatkan perwakilan RT untuk mendapatkan umpan balik. Faktor pendukung meliputi bantuan dari Pemerintah Kabupaten Sidoarjo dan kolaborasi dengan berbagai pihak, sementara faktor penghambat mencakup keterbatasan dana dan akses ke lokasi terdampak. Meskipun strategi yang diterapkan telah dilakukan dengan baik, namun program-program yang telah diimplementasikan belum memberikah hasil yang maksimal. Untuk itu, diperlukan penyempurnaan dan inovasi lebih lanjut untuk meningkatkan efektivitas penanggulangan banjir di Desa Kedungbanteng secara menyeluruh.

Abstract

Penelitian ini bertujuan untuk menganalisis efektivitas Program Keluarga Harapan (PKH) dalam mengurangi kemiskinan di Kecamatan Sidoarjo Kabupaten Sidoarjo. Metode penelitian yang digunakan adalah studi literatur dengan mengkaji berbagai sumber, seperti jurnal ilmiah, buku dan laporan penelitian. Hasil penelitian menunjukkan bahwa PKH secara umum mempunyai efektivitas yang positif dalam mengurangi kemiskinan di Kecamatan Sidoarjo Kabupaten Sidoarjo. Hal ini terlihat dari beberapa indikator seperti penurunan angka kemiskinan, peningkatan akses terhadap pendidikan dan kesehatan, serta peningkatan kesejahteraan ekonomi dan sosial. Beberapa penelitian menunjukkan bahwa PKH mampu menurunkan angka kemiskinan di berbagai wilayah di Indonesia, seperti di Kecamatan Krian dan Kecamatan Buduran. PKH juga membantu meningkatkan partisipasi dan kualitas angka penyelesaian pendidikan anak-anak dari keluarga miskin, meningkatkan akses terhadap layanan kesehatan bagi keluarga miskin, dan membantu mengurangi beban pengeluaran keluarga miskin serta meningkatkan stabilitas keuangan mereka. Meskipun PKH menunjukkan efektivitas yang positif, namun masih terdapat beberapa tantangan dan hambatan yang perlu diatasi, seperti penyaluran bantuan yang tidak tepat sasaran, kurangnya bantuan, dan keterbatasan dana. Penelitian ini merekomendasikan beberapa upaya untuk meningkatkan efektivitas PKH, seperti: 1. Memperluas jangkauan PKH, 2. Meningkatkan pendanaan PKH, 3. Memperkuat bantuan kepada keluarga penerima PKH, 4. Mengembangkan program pemberdayaan untuk kemandirian keluarga, 5. Melaksanakan evaluasi program PKH secara berkala. Dengan upaya tersebut, PKH berpotensi memberikan dampak yang lebih besar dalam meningkatkan kualitas kesejahteraan masyarakat di Kecamatan Sidoarjo, Kabupaten Sidoarjo.

Abstract

Pelayanan publik haruslah dilaksanakan dengan baik dan dapat memuaskan masyarakat. Terutama dalam bidang kesehatan haruslah masyarakat dalam hal ini dilayani dengan baik karena menyangkut kesehatan manusi. Dengan adanya hal tersebut maka peneliti memutuskan untuk meneliti responsivitas pelayananan kesehatan di Puskesmas Krian Kabupaten Sidoarjo. Metode Penelitian deskriptif digunakan dalam penelitian ini. Peneliti memutuskan untuk menerapkan metodologi kualitatif dengan pendekatan deskriptif karena ingin menggambarkan situasi yang diteliti dalam bentuk fakta yang diperoleh melalui observasi, wawancara, dan dokumentasi. Data primer dan data sekunder menjadi sumber data peneliti. Penelitian tentang responsivitas pelayanan kesehatan di Puskesmas Krian Kabupaten Sidoarjo menunjukkan bahwa pelayanan sudah baik, namun masih ada beberapa kekurangan. Berdasarkan indikator Ziethaml et al. (dalam Hardiyansyah, 2011:46), sikap petugas umumnya ramah, tetapi ada yang dinilai acuh. Kesigapan petugas dalam melayani pasien cukup baik, meskipun ada keluhan tentang ketidakcekatan dalam menangani pasien darurat dan sikap kurang ramah pada saat pengurusan surat rujukan. Pelayanan dianggap tepat, tetapi kebersihan area puskesmas perlu ditingkatkan. Ketelitian petugas kurang baik, dengan enam dari sepuluh pasien merasa obat yang diberikan tidak sesuai dengan diagnosa. Ketepatan waktu pelayanan juga dinilai kurang baik karena sering terjadi keterlambatan dalam jam buka pelayanan dan lamanya waktu tunggu di beberapa poli seperti poli gigi, poli konsultasi gizi, dan laboratorium.

Abstract

Public service is crucial for fulfilling community basic needs, particularly in healthcare. Puskesmas Porong, a healthcare institution in Sidoarjo District, serves as the primary focus of this study. With a vision to provide quality and professional healthcare services to the community, Puskesmas Porong plays a pivotal role as the primary healthcare center in Porong Subdistrict. Despite adequate facilities including 46 inpatient beds and coverage of 10 surrounding villages, challenges persist. High patient influx poses significant issues such as long waiting times for services, attributed to insufficient staff and resources. Moreover, limited community participation in providing feedback is a concern, hindering the identification of issues and optimal solutions for healthcare service improvement.This qualitative research aims to analyze healthcare service quality at Puskesmas Porong, employing interviews with key stakeholders including the head of the health center, medical staff, administrative personnel, and patients. Additionally, observation and documentation methods were utilized to gather comprehensive data on service provision, patient satisfaction, and facility conditions. Results reveal that while operational procedures are generally adhered to, discrepancies exist between management perceptions and patient experiences. Patients highlight shortcomings in BPJS utilization, medical equipment adequacy, and diagnostic accuracy, underscoring the need for targeted improvements to enhance service quality and community trust.

Abstract

Implementation of E-Government can improve the quality of public services through the use of information and communication technology in the government administration process. The Sidoarjo Regency Tax Services Agency also takes advantage of technological developments by issuing the Sidoarjo Regional PDS-Tax Application. The PDS Application System has been implemented at BPPD to improve services in tax activities. The success of implementation can be seen from the positive response given by Taxpayers. Although there are still obstacles faced in implementing the PDS application, such as not everyone being technologically literate. These obstacles are not a serious problem, because BPPD Sidoarjo Regency carries out outreach at all times, both directly and indirectly. The theory used is the theory of policy implementation put forward by Merilee S. Grindle. The method used is a descriptive research method with a qualitative approach. The data collection technique is through field studies consisting of observation, interviews and documentation. The results of the research show that the implementation of the PDS Application Policy is going well, this is made clear by the implementation being right on target, the socialization carried out is going well as seen from Taxpayers who already know and use the PDS Application in carrying out tax activities.
