Abstract

This article examines the sub-district institution in Pandeglang Regency's ability to implement its capacity as an autonomous region feature as well as the administrative region feature of universal government administration, as well as the fulfillment of the necessary condition element. It also offers a recommendation model for the delegation of Regent authority to the sub-district head based on the empirical situation. Attempts at the research were made utilizing a qualitative methodology. The study's findings demonstrate that in the Pandeglang Regency, the legal authority granted by the Regent is still not directly correlated with the fulfillment of necessary condition elements of sub-district institutions like human resources and budget. Then, in terms of the camat's or district's legal authority, some aspects—such as the alteration of laws and regulations, regional characteristics, the spirit of institutional strengthening in public services, and the requirements of coordinating national development programs—remain to require some adjusting. In order to achieve the efficacy of the sub-district institution in the administration of regional government, the Pandeglang district government is expected to implement a number of arrangements and restructuring of the sub-district institution under the suggested model. Abstract

Digital society is a reality of life in the 21st century where humans in various sectors of their lives are linked to digital technology. The era of digitalization refers to a description of the situation of changes in the lifestyle and behavior of individuals and organizations today. This is evidenced by the increase in internet users in Indonesia. During the Covid 19 pandemic, the use of the internet was used for online learning systems in elementary schools, middle schools, high schools and universities. Internet users are increasing rapidly. 2017 has reached 143.26 million people or equivalent to 54.68 percent of the total population of Indonesia. This number shows an increase of 10.56 million people from the survey results in 2016. 143.7 million people today and 202.6 million in 2021. The digital transaction value of IDR 203 t in 2019 Rp256t, 2020. IDR 403t in 2021 and IDR 530 t in 2022 (projection). The implications of using the internet and other social media in the learning process, shopping, and so on require rearrangement of the business service system; public services are increasingly facilitated on the one hand, and on the other hand, institutional arrangements and a new work culture need to be refined so that positive excesses can be increased and negative excesses can be reduced. The negative excesses of the transformation process resulted in cyberporn and cybercrime. The transformation process toward digital requires structuring talent and culture. The changes in the mindset and culture of the bureaucracy provide evidence of the increasing need for an agile paradigm in reforming the bureaucracy. However, it is realized that the challenges of implementing an agile paradigm are not easy. The bureaucracy is required to be able to create public services that are not one-size-fits-all but rather personalized. The way the public bureaucracy has been working has proven to be unable to produce innovative policies.

Abstract

Subsidized fertilizer is one of the government programs in the agricultural sector to facilitate farmers in meeting fertilizer needs. The problems in this study regarding the distribution of subsidized fertilizers include: (1). The flow of fertilizer distribution is convoluted (2). The occurrence of delays in the delivery of fertilizer atthe time of planting harvest (3). The amount of subsidized fertilizer supply is small, only based on data on food crops. (4). Fertilizer prices that pass the Highest Retail Price (HET).The purpose of this research is to find out the implementation of Ministerial Regulation Number 49 of 2020 concerning Allocation and Determination of the Highest Retail Price in Pandeglang Regency (Study in Mandalawangi District). The method used in this research is purposive sampling. Based on the results of the study, it was found that the distribution of subsidized fertilizers has not been running as it should.The method used in this research is purposive sampling. The size and objectives of this policy have not been achieved due to the lack of socialization regarding the subsidized fertilizer program which has led to blind knowledge of farmers regarding the amount of allocation and determination of HET that will apply in 2021It is seen that the social, economic and political conditions in the Mandalawangi District are supportive, but the social conditions of farmers who are still conservative are a little difficult to achieve the goals of thesubsidized fertilizer program.Suggestionss: there needs to be more supervision on distribution in order to avoid trade monopoly and provide understanding to farmer groups regarding the applicable regulations.
