Abstract

Tulisan ini mendeskripsikan tentang kesiapan dan strategi Dinas Perpustakaan dan Kearsipan Kabupaten Kutai Timur dalam mengembangkan Perpustakaan Daerah di Sangatta Utara. Dilatarbelakangi dengan era revolusi industry 4.0 dimana pengembangan pelayanan berbasis digital perlu dilakukan untuk memenuhi kebutuhan masyarakat dengan mengikuti zaman, melihat kondisi perpustakaan daerah Sangatta Utara hingga saat ini pelayanannya masih bersifat konvensional. Hal ini tidak sesuai dengan ketentuan pada UU No.43 tahun 2007 tentang perpustakaan. Dimana pada Bab V pasal 14 ayat 3 disebutkan bahwa setiap perpustakaan mengembangkan layanan perpustakaan sesuai dengan kemajuan tekonologi informasi dan komunikasi. Tulisan ini diharapkan bermanfaat bagi Pemerintah Kabupaten Kutai Timur, serta bagi masyarakat Kabupaten Kutai Timur khususnya Sangatta Utara. Informan Penelitian : Kepala Dinas, Sekretaris Dinas, Pustakawan, Kepala Seksi Layanan Perpustakaan, Staf Pelayanan Perpustakaan dan Masyarakat Pengguna Peprustakaan. Penelitian ini menggunakan metode kualitatif dengan jenis metode deskriptif. Fokus penelitian adalah pengembangan Perpustakaan Daerah berbasis digital. Data penelitian diperoleh melalui hasil observasi, wawancara dan telaah dokumen. Berdasarkan Penelitian diperoleh hasil bahwa kesiapan pengembangan perpustakaan berbasis digital terkait kesiapan masih ada  tugas dan fungsi yang tumpang tindih dikarenakan adanya keterbatasan sumberdaya yang dimiliki dan dalam situasi pandemi covid 19 mengharuskan segala program terkait pengembangan perpustakaan ini harus dilakukan bertahap. Terkait strategi, tujuannya mengarah kepada pengembangan perpustakaan daerah berbasis digital dan canggih sehingga dapat mengikuti perkembangan zaman khususnya di era revolusi industri 4.0 ini. Pelaksanaan pengembanga perpustakaan ini mengikut kepada kebijakan UUD No. 43 tahun 2007 tentang perpustakaan. Dinas Perpustakaan dan Kearsipan Kabupaten Kutai Timur juga merencanakan Program pelatihan kepada beberapa pegawai untuk proses pengembangan perpustakaan digital dan pelaksanaannya. This paper describes the readiness and strategy of the East Kutai Regency Library and Archives Service in developing the Regional Library in North Sangatta. Against the backdrop of the industrial revolution 4.0 era where the development of digital-based services needs to be carried out to meet the needs of the community by following the times, seeing the condition of the North Sangatta regional library until now the service is still conventional. This is not in accordance with the provisions of Law No. 43 of 2007 on libraries. Where in Chapter V article 14 paragraph 3 it is stated that every library develops library services in accordance with advances in information and communication technology. This paper is expected to be useful for the Government of East Kutai Regency, as well as for the people of East Kutai Regency, especially North Sangatta. Research Informants: Head of Service, Secretary of Service, Librarian, Head of Library Services Section, Library Service Staff and Library User Society. This research uses qualitative method with descriptive method. The focus of the research is the development of digital-based Regional Libraries. Research data obtained through observations, interviews and document review. Based on the research, it was found that the readiness of digital-based library development related to the readiness there are still overlapping tasks and functions due to the limited resources they have and in the COVID-19 pandemic situation, all programs related to the development of this library must be carried out in stages. Regarding strategy, the goal is to develop digital-based and sophisticated regional libraries so that they can keep up with the times, especially in this era of the industrial revolution 4.0. The implementation of this library development follows the policy of the Constitution no. 43 of 2007 on libraries. The Office of the Library and Archives of East Kutai Regency is also planning a training program for several employees for the digital library development process and its implementation

Abstract

Pembelajaran daring merupakan salah satu bentuk upaya pemerintah dalam memberikan solusi terhadap dunia pendidikan di Indonesia akibat dampak dari adanya pandemi Covid-19. Penelitian ini bertujuan untuk memberikan gambaran terkait penerapan kebijakan pembelajaran daring di lingkup Sekolah Dasar Kabupaten Luwu Utara sebagai upaya dalam memutus mata rantai penyebaran Covid-19. Data dikumpulkan dengan melakukan observasi, wawancara serta analisis dokumen melalui penelitian di Sekolah Dasar Kabupaten Luwu Utara. Model analisis yang digunakan yaitu teknik analisis terdiri dari tiga alur kegiatan yang terjadi secara bersamaan, antara lain reduksi data, penyajian data, serta penarikan kesimpulan dan verifikasi. Hasil penelitian menunjukkan bahwa dalam melaksanakan pembelajaran daring, peserta didik dan tenaga pendidik belum sepenuhnya siap disebabkan oleh keterbatasan-keterbatasan yang timbul dalam pelaksanaan, juga menyangkut dengan infrastruktur dan dukungan manajemen. Adaptasi pembelajaran daring dilakukan guru dengan merubah metode belajar dan memberikan waktu yang fleksibel dalam belajar, sedangkan siswa melakukan adaptasi dengan bantuan orang tua sebagai pendamping belajar dari rumah. Kurangnya perangkat yang dimiliki siswa, kurangnya pemahaman orang tua terhadap sistem pembelajaran, keterbatasan kemampuan digital guru, lemahnya akses jaringan di daerah pelosok, dan kurangnya program pengembangan literasi digital dan teknologi. Online learning is one of the government's efforts to provide solutions to the world of education in Indonesia due to the impact of the Covid-19 pandemic. The purpose of the study was to provide an overview of the implementation of online learning policies in the North Luwu Regency Elementary School as an effort to break the chain of the spread of Covid-19. Data were collected by conducting observations, interviews and document analysis through research at the North Luwu District Elementary School. The analytical model used is the analytical technique which consists of three streams of activities that occur simultaneously, including data reduction, data presentation, as well as drawing conclusions and verification. The results of the study show that in implementing online learning, students and educators are not fully prepared due to limitations that arise in implementation, also related to infrastructure and management support. Adaptation of online learning is carried out by teachers by changing learning methods and providing flexible time in learning, while students adapt with the help of parents as companions for learning from home. The lack of devices owned by students, lack of parental understanding of the learning system, limited digital capabilities of teachers, weak network access in remote areas, and the lack of digital literacy and technology development programs.
