Abstract

Klitih is a form of youth street crime that remains a public order concern in the Special Region of Yogyakarta (DIY). This study aims to analyze barriers to collaborative governance in addressing klitih. A descriptive-exploratory qualitative approach was employed through in-depth interviews with officials from the Civil Service Police Unit (Satpol PP) and the Office of Women’s Empowerment, Child Protection, and Population Control (DP3AP2) of DIY, supported by regional regulations. Data were analyzed using the Ansell and Gash collaborative governance framework with NVivo 15. The findings identify four main barriers: structural-regulatory, cultural-institutional, operational-relational, and sociocultural barriers. These include limited authority, differing institutional orientations, weak coordination, inadequate rehabilitation capacity, limited parental involvement, and the risk of vigilantism. These barriers create a hollowed collaborative governance arrangement, resulting in fragmented and suboptimal coordination across institutions and levels of government in addressing klitih.
