Abstract

Improving the quality of public services is carried out by the government, one of which is by creating public service innovations. SIMKAH (Nikah Management Information System) is present as a public service innovation related to marriage registration services at the website-based District KUA. The research method carried out at the Office of Religious Affairs (KUA) of Tanjung Morawa District, Deli Serdang Regency using a qualitative descriptive approach with 5 variables including Relative Advantage, Compatibility, Complexity, Triability and Observability. The results showed that the SIMKAH is an update of the marriage registration service which was originally manual to online so that the service delivery becomes effective and efficient. This can be seen from the five indicators in the theory of innovation attributes, only in the complexity indicator that there are still obstacles, namely technical problems such as system error network problems and lack of human resources who specifically manage this application, as well as the complexity that can be seen from the understanding and ability of the community to access online services that cannot be generalized. So that improvements are needed from the central system of the Ministry of Religion and socialization to the community regarding the use of SIMKAH innovations in marriage registration services. Data uniformity and integrated data backup in marriage registration services is very necessary to provide solutions to existing problems with the previous service system.

Abstract

there are still many BUMDes that do not operate, do not submit reports, their establishment is not supported by feasibility studies and they have not been orderly in their administration and reports The method used in this research is a qualitative method with a descriptive approach. To obtain data and information, researchers conducted interviews with managers of Village-Owned Enterprises and the Pulo Jantan Village community. In addition, researchers also conducted observations and documentation to answer research problems. The data that has been obtained is analyzed using Kristianten's Transparency theory, namely Availability and Accessibility of Documents, Clarity and Completeness of Information, Process Openness and Regulatory Frameworks that Guarantee Transparency. Based on the research conducted, it can be seen that the Transparency of Management of Village-Owned Enterprises cannot be said to be Transparent. This is shown in the Document Availability and Accessibility indicator, namely the absence of publication media as a form of easy access provided to the public. The second indicator is Clarity and Completeness of Information, namely information related to the annual village meeting is still not clearly provided to the community. The third indicator is Process Openness, namely information related to the BUMDes program management process is still not optimally provided to the community.

Abstract

Kota Binjai telah mencanangkan Pembangunan Zona Integritas menuju Wilayah Bebas dari Korupsi (WBK) dan Wilayah Birokrasi Bersih Melayani (WBBM) di Kantor BNN Kota Binjai sejak Tahun 2020, penandatanganan pakta integritas oleh wali Kota Binjai menjadi bukti komitmen para pimpinan dan pejabat pemerintahan seagai implementor dari reformasi birokrasi dalam rangka penyelenggaraan pemerintahan berorientasi untuk melayani masyarakat secara cepat, tepat, dan professional, namun Pungli di Lapas Binjai masih terus berlanjut serta pelayanan yang tidak maksimal. Penelitian ini menggunakan metode penelitian deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data dilakukan dengan cara wawancara, observasi dan dokumentasi yang dilakukan di Lembaga Pemyarakatan Kelas IIA Binjai. Data yang diperoleh kemudian di analisis secara kualitatif dengan meninjau semua data yang dikumpulkan, yang didukung oleh hasil wawancara. Tujuan dalam tulisan ini melihat bagaimana Implementasi Program Zona Integritas Menuju Wilayah Bebas Korupsi dan Wilayah Birokrasi Bersih Melayani di Lembaga Pemasyarakatan Kelas IIA Binjai, dengan pendekatan teori yang dikemukakan oleh Van Matar dan Van Horn bahwa implementasi program dapat diukur melalui enam indikator. Melalui penelitian ini dapat diketahui bahwah implementasi Program Zona Integritas Menuju Wilayah Bebas Korupsi dan Wilayah Birokrasi Bersih Melayani di Lembaga Pemasyarakatan Kelas IIA Binjai sudah dilaksanakan dengan baik,  namun masih dalam tahap penyesuaian sehingga terdapat berbagai kesulitan dalam mengimplementasikan program yang sudah ditetapkan dalam Peraturan MenPAN-RB No.52 Tahun 2014. Pelatihan kepada tim kerja zona integritas masih kurang sehingga menimbulkan penafsiran yang berbeda dalam melaksanakan dan mengisi lembar dokumen pembangunan zona integritas, masih terdapatnya faktor yang diluar kendali implementor seperti adanya gratifikasi dari masyarakat.
