Abstract

Pemanfaatan anggaran untuk belanja pemerintah harus dilakukan berdasarkan prinsip value for money untuk merealisasikan semua rencana strategis pembangunannya. Namun, pada kondisi tertentu yang mendesak seperti terjadi bencana atau krisis mengharuskan pemerintah untuk melakukan perubahan anggaran. Adanya pandemi Covid-19 kemudian memerlukan realocating dan refocusing sebagai stimulus fiskal dan penanganganan pandemi. Penelitian ini bertujuan untuk melihat apakah pemerintah telah memanfaatkan anggarannya dengan baik dan berhasil melakukan realokasi dan refocusing anggaran sebagai upaya mitigasi. Dengan menggunakan analisis kuantitatif deskriptif untuk menganalisis terkait dampak belanja tidak terduga (BTT) terhadap capaian indikator kinerja utama dan analisis SWOT untuk mengidentifikasi permasalahan dari implementadi kebijakan realokasi dan refocusing anggaran serta menyusun rekomendasi kebijakan untuk mempercepat pemulihan ekonomi pasca pandemi Covid-19. Hasil dari penelitian ini adalah penggunaan anggaran BTT telah diarahkan untuk tetap menjaga target capaian IKU dan pada tahun 2021 diperkirakan pertumbuhannya akan meningkat (skenario moderat/optimis). Selain itu, permasalahan yang muncul atas implementasi kebijakan alokasi anggaran penanganan pandemi Covid-19 adalah penurunan APBD dan refocusing anggaran dalam rangka penanganan masalah kesehatan, pemulihan ekonomi, dan penyediaan jaring pengaman sosial. Penelitian ini telah memberikan berbagai rekomendasi kebijakan bagi pemerintah daerah baik dari sisi anggaran, kesehatan, ekonomi, dan sosial dalam rangka percepatan pemulihan ekonomi pasca pandemi.

Abstract

The character of a generation also shapes risk avoidance behavior. Socio-cultural and economic background influencing each generation's character formation results in differences in the investment preferences and the risk-taking tendencies in each generation group. This research aims to observe the influence of risk avoidance behavior of intergenerational investors on their investment decisions. The sample consisted of 240 respondents, who were obtained through the distribution of research questionnaires. The primary data used in this research is data from behavioral experimental methods for each generation. They were measured, and then the levels of avoidance between generations were compared. The results prove that risk avoidance behavior in all generations results in a moderate level, with the most excellent avoidance behavior in Generation Y and Generation Z. However, if we look at the relativity of risk aversion between generations, the one with the most significant risk averter behavior is the baby boomer generation. Meanwhile, the most prominent moderate risk avoidance behavior is in Generation Y and Generation Z. The baby boomer generation tends to adopt investment behavior by avoiding existing risks compared to Generation Y and Generation Z because of the psychological differences between these four generations.

Abstract

During the reform era, regional autonomy has been implemented to develop each regency/city effectively and effi-ciently. The central government has delegated authority and given intergovernmental transfers to local governments to regulate and determine the priorities of their regional development. Unfortunately, the effectiveness of the trans-fer by increasing capital expenditure allocation often becomes controversial. In the recent 5 years, the percentage of capital expenditure realization is lower than that of the capital expenditure. In 2018, the average percentage of regional personnel expenditure in Indonesia was around 35.6%, while the capital expenditure was only 19.4% (DJPK, 2018). In 2022, the situation was getting worse because the personnel expenditure was allocated 62.5%, while the capital expenditure was only 15.8% (DJPK, 2022). Although the Minister of Home Affairs Regulation Number 27 of 2013 has stated that each region should allocate its capital expenditure at least 30% from the APBD, but in reality there are still many regions that haven’t complied with this rule. In Riau, until 2021 there have been no regencies/cities that can fulfill the regulation. The purpose of this paper is to analyze the impact of General Alloca-tion Fund (DAU), Special Allocation Fund (DAK), Revenue Sharing Fund (DBH) and Local Own-Source Revenue (PAD) on capital expenditure in regencies/cities of Riau in the period of 2018-2021. The analytical method applys multiple regression analysis based on Pooled Least Square model. The result reveals that capital expenditure is sig-nificantly and positively affected by DAK and PAD. Meanwhile, DBH and DAU have insignificant effect on capital expenditure of Riau in 2018-2021

Abstract

Pendapatan Asli Daerah (PAD) merupakan sumber utama bagi daerah dalam rangka pelaksanaan desentralisasi fiskal. Pada umumnya sumber PAD terbesar dari suatu daerah berasal dari pajak daerah. Tujuan dari penelitian ini adalah untuk mengetahui potensi penerimaan daerah apakah masuk dalam kategori prima, potensial, berkembang, dan terbelakang yang dilakukan di 34 Ibu Kota Provinsi dengan menggunakan pendekatan kuantitatif dan analisis tipologi klassen. Hasil penelitian menunjukkan bahwa pada 34 Ibu Kota Provinsi, mayoritas daerah ibu kota memiliki Pajak Daerah dengan kategori Prima yaitu sebesar 18 daerah, diikuti dengan 14 daerah berkategori potensial, 1 daerah berkategori berkembang, dan 1 daerah berkategori terbelakang. Kemudian untuk Retribusi Daerah, mayoritas memiliki kategori terbelakang pada daerah ibu kota provinsi yaitu sebanyak 23 daerah, diikuti dengan 10 daerah dengan kategori berkembang, dan 1 daerah dengan kategori prima. Selanjutnya untuk Hasil Pengelolaan Kekayaan Daerah yang Dipisahkan, mayoritas memiliki kategori berkembang yaitu sebanyak 18 daerah sementara 12 daerah lainnya memiliki kategori terbelakang. Terakhir untuk Lain-lain PAD yang Sah, mayoritas memiliki kategori berkembang pada daerah ibu kota provinsi yaitu sebanyak 32 daerah sementara 2 daerah lainnya memiliki kategori terbelakang.

Abstract

One of the potential resources in Indonesian villages is in the fisheries sector, which are divided into two main categories: capture fisheries and aquaculture. One of the common species for aquaculture in Indonesia is milkfish (chanos chanos). Pangkah Wetan Village in Gresik Regency is one of the areas that has the potential or value for milkfish aquaculture, which is influenced by the majority of the population who have a livelihood in the fisheries sector and because milkfish is relatively easy to cultivate due to its fast growth. In order to explore the potential for milkfish aquaculture, this research was carried out through an analysis of the market system approach. The productivity of milkfish aquaculture is determined by the optimization of its support functions. It was discovered that the cause of the low productivity of milkfish aquaculture was due to limitations in supporting services, not in the actors. The basic causes of this productivity include various seedlings quality, limited artificial feed, low utilization of technology, low access to capital, low marketing levels, and the minimal role of related institutions. Hence systemic intervention is necessary in terms of support services in order to improve the welfare of the community which in turn will increase the income of farmers.

Abstract

One of the problems that still occurs in the region until now is the problem of regional finance. This study aims to determine whether population and government expenditure have an influence on local revenue in Surakarta City in 2006-2023. This study uses an associative quantitative approach and the method used is multiple linear regression processed with the help of STATA 13. The results showed that population and government expenditure have a positive and significant effect on local revenue. Simultaneously, both variables have a significant effect on local revenue in Surakarta City.

Abstract

During the period from 2015 to 2023, economic growth in the four districts of Madura has been below the average growth rate of East Java Province. This suggests that these districts continue to face significant challenges in driving economic development. To stimulate higher economic growth, the objective is to identify leading sectors based on an analysis using the Tipology Klassen. The research employs a descriptive quantitative approach with secondary data. The findings reveal that several sectors share similar quadrant positions while also highlighting differences in sector potential across Bangkalan, Sampang, Pamekasan, and Sumenep. Abstract

Purpose The objective of this study is to analyze the impact of financial technology (fintech) and price stability on economic growth in Java Island. This research examines how fintech transactions, measured through electronic money volume, influence financial efficiency and economic inclusivity. Design/methodology/approach This study employs a quantitative approach using panel data regression analysis from 2019 to 2023. The dataset includes fintech transaction volume, technology adoption rates, and CPI from six provinces in Java. Findings This study examines the interplay between fintech transactions, technology adoption, and price stability in driving economic growth in Java. While fintech improves financial inclusion, its dominance in consumptive transactions negatively impacts economic growth, highlighting the need for a shift toward productive financial activities. Research limitations/implications This study focuses on six provinces in Java, limiting its applicability to regions with lower digital penetration. Additionally, it does not differentiate between productive and consumptive fintech transactions, making it difficult to assess fintech’s true economic impact. Originality/value This research fills the gap in understanding the dual impact of fintech on economic growth—highlighting the negative consequences of excessive consumptive transactions while demonstrating the positive role of ICT and price stability.

Abstract

Pelatihan digitalisasi pengelolaan laporan keuangan di Desa Tawangsari, Kecamatan Taman, Kabupaten Sidoarjo, bertujuan untuk meningkatkan keterampilan perangkat desa dan masyarakat dalam mengelola keuangan secara lebih akurat dan efisien. Pengelolaan keuangan manual sebelumnya seringkali menghadapi kendala, seperti kesalahan pencatatan, keterlambatan pelaporan, serta rendahnya transparansi dan akuntabilitas. Melalui pelatihan ini, peserta diberikan materi dan praktik langsung terkait penggunaan perangkat lunak akuntansi digital. Tahapan pelatihan mencakup pre-test, pemberian materi, simulasi pengelolaan keuangan, dan post-test untuk mengevaluasi peningkatan pemahaman. Hasil pelatihan menunjukkan adanya peningkatan signifikan dalam keterampilan peserta, meskipun beberapa masih menghadapi kendala dalam memahami teknologi baru. Digitalisasi terbukti meningkatkan efisiensi, mempercepat proses pelaporan, serta memudahkan pengelolaan data secara lebih transparan dan dapat diaudit. Pelatihan ini diharapkan dapat menjadi model bagi desa lain yang ingin mengadopsi sistem keuangan digital, sekaligus mendukung percepatan transformasi digital di desa. Dengan pendekatan ini, pengelolaan anggaran desa diharapkan lebih transparan, akuntabel, dan mendorong partisipasi masyarakat dalam pembangunan desa.

Abstract

Parking is one of the income potentials of an area, including Malang City, which has 950 parking spots. The income from parking user charges in Malang City has an upward trend each year. On the other hand, the management of parking user charges is very complicated because it involves several actors, both formal and informal. This research aims at finding out the mechanism for managing parking user charges and the role of the actors involved. This research uses qualitative method. Data collection was carried out using primary and secondary surveys through interviews and observations. The result shows that the parking implementation in Malang City is not supported by the regulations that in depth discuss about the mechanism for collecting and depositing the parking user charges. It is evidenced by the lack of mayoral regulations concerning parking management in Malang City. Apart from that, the limited resources of supervisory apparatus from Transportation Office may trigger the emergence of parking user charge leakage.
