Abstract

South Papua Province is one of the youngest provinces and also a province that borders another country, namely Papua New Guinea. The formation of the South Papua province in the context of development so that each region is able to cultivate the potential that exists in that region. Potential development starts with the development of human resources, starting from small communities, namely village communities. This research aims to analyze the government's strategy in developing human resources, especially in villages located in border areas, namely Sota District and Ninati District. The research uses qualitative research methods with literature studies and border village development data. The analytical methods used generally include qualitative descriptive analysis using analysis from Miles and Huberman in the form of interactive analysis. The results of this research indicate that the government's strategy for developing human resources in the education sector is to improve the quality of education and increase educational assistance quotas in various ministries specifically for Papuan students as well as building school building infrastructure and the availability of teaching staff. Training and Development for the community and state apparatus by providing training and guidance to improve skills and knowledge. Economy and Health, the government provides business capital to improve welfare and provides health equipment and health personnel to improve the quality of public health

Abstract

Abstrak  Penelitian ini bertujuan untuk menganalisis sinergi antara kebijakan publik dan manajemen pelayanan dalam meningkatkan kualitas pencatatan nikah di Kantor Urusan Agama (KUA) Kabupaten Merauke. Dengan menggunakan pendekatan kualitatif dan desain studi kasus, penelitian ini melibatkan kepala KUA, petugas pencatatan nikah, staf administrasi, tokoh masyarakat adat, serta pasangan yang menerima layanan sebagai informan utama. Data dikumpulkan melalui wawancara mendalam, observasi langsung, dan dokumentasi terkait regulasi, prosedur, dan praktik pelayanan. Analisis data dilakukan secara tematik untuk mengidentifikasi faktor pendukung, penghambat, dan mekanisme sinergi antara kebijakan publik dan manajemen pelayanan. Hasil penelitian menunjukkan bahwa implementasi regulasi nasional, seperti UU Perkawinan dan Peraturan Menteri Agama terkait pencatatan pernikahan, dapat berjalan efektif apabila diterjemahkan ke dalam praktik pelayanan yang adaptif terhadap kondisi geografis, sosial, dan budaya masyarakat Merauke. Faktor pendukung meliputi digitalisasi administrasi, pelatihan SDM, koordinasi internal, serta keterlibatan tokoh masyarakat adat, sementara faktor penghambat utama adalah keterbatasan infrastruktur, jarak antar wilayah, dan perbedaan persepsi budaya. Penelitian ini menghasilkan model sinergi kebijakan publik manajemen pelayanan yang dapat dijadikan referensi untuk pengembangan kebijakan nasional dan peningkatan mutu pelayanan di daerah terpencil.  Kata Kunci: Kebijakan Publik; Manajemen Pelayanan; Pencatatan Nikah; KUA Merauke; Sinergi Kebijakan  Abstract  This study aims to analyze the synergy between public policy and service management in improving the quality of marriage registration at the Merauke Regency Religious Affairs Office (KUA). Using a qualitative approach and a case study design, this study involved the head of the KUA, marriage registration officers, administrative staff, indigenous community leaders, and couples receiving services as key informants. Data were collected through in-depth interviews, direct observation, and documentation related to regulations, procedures, and service practices. Data analysis was conducted thematically to identify supporting factors, obstacles, and mechanisms for synergy between public policy and service management. The results indicate that the implementation of national regulations, such as the Marriage Law and the Minister of Religious Affairs Regulation concerning marriage registration, can be effective if translated into service practices that adapt to the geographical, social, and cultural conditions of the Merauke community. Supporting factors include administrative digitization, human resource training, internal coordination, and the involvement of indigenous community leaders. While the main inhibiting factors are limited infrastructure, distance between regions, and differences in cultural perceptions. This study produces a synergy model for public policy and service management that can serve as a reference for developing national policies and improving service quality in remote areas.  Keywords: Public Policy; Service Management; Marriage Registration; Merauke Office of Religious Affairs; Policy Synergy
