Abstract

This article aims to determine the work motivation of the role of the Village Deliberative Council (Bamuskam) in local villages and migrant villages and to identify factors that have an impact on the role of the Village Deliberative Council (Bamuskam) in implementing development. This article uses a qualitative descriptive type, which is a type of research that explores and clarifies an event or phenomenon in social facts with techniques to collect data used are observation, interviews, and literature study. This article shows that the motivation for the work of the Village Deliberative Council (Bamuskam) in local villages and immigrant villages is optimal by agreeing and discussing a draft Village Regulation (Perkam) together with the Village Head, as a container for and channeling community aspirations, and also as a supervisor. from the performance of the Village Head related to the Bamuskam function regarding supervision. Besides, several factors affect the function and role of the Village Deliberative Council (Bamuskam) in carrying out development which consists of supporting factors, namely the education level of Bamuskam members during the selection process for Bamuskam members, community factors, factors of cooperation with village officials, and social factors. culture. As for the inhibiting factors, namely the Bamuskam members who did not participate in the meeting, and the facilities factor, namely the absence of a Bamuskam secretariat office both in the local village and in the migrant village.

Abstract

This article aims to determine the work motivation of the role of the Village Deliberative Council(Bamuskam) in Yanggandur and Kuper villages and to identify factors that have an impact on the role ofthe Village Deliberative Council (Bamuskam) in implementing development. By using a qualitativedescriptive type, namely the type of research that explores and clarifies an event or phenomenon in socialfacts. The results obtained indicate that the work motivation of the Village Deliberative Council(Bamuskam) in Yanggandur and Kuper villages is optimal in carrying out development in their respectivevillages. Members of the Yanggandur and Kuper Bamuskam who are motivated or compelled to do a jobwill have the enthusiasm to do their job in building the village. In carrying out development, Bamuskambecomes a forum for accommodating and channeling community aspirations, and also as a supervisor ofthe performance of the Village Head in relation to the Bamuskam function regarding supervision. Inaddition, there are several factors that affect the function and role of the Village Deliberative Council(Bamuskam) in carrying out development which consists of supporting factors, namely the education levelof Bamuskam members during the selection process for Bamuskam members, community factors, factorsof cooperation with village officials, and social factors culture. As for the inhibiting factor, namely theabsence of a Bamuskam secretariat office both in Yanggandur Village and Kuper Village.

Abstract

South Papua Province is one of the youngest provinces and also a province that borders another country, namely Papua New Guinea. The formation of the South Papua province in the context of development so that each region is able to cultivate the potential that exists in that region. Potential development starts with the development of human resources, starting from small communities, namely village communities. This research aims to analyze the government's strategy in developing human resources, especially in villages located in border areas, namely Sota District and Ninati District. The research uses qualitative research methods with literature studies and border village development data. The analytical methods used generally include qualitative descriptive analysis using analysis from Miles and Huberman in the form of interactive analysis. The results of this research indicate that the government's strategy for developing human resources in the education sector is to improve the quality of education and increase educational assistance quotas in various ministries specifically for Papuan students as well as building school building infrastructure and the availability of teaching staff. Training and Development for the community and state apparatus by providing training and guidance to improve skills and knowledge. Economy and Health, the government provides business capital to improve welfare and provides health equipment and health personnel to improve the quality of public health

Abstract

The aim of this research is to evaluate the PBB P2 acceptance procedures at the Merauke Regency Bapenda based on the government's internal control system policy. The type of research used is qualitative research with a descriptive approach and data obtained through interviews and documentation. The results of the research show that internal control at the Regional Revenue Agency of Merauke Regency in the procedures for receiving Rural and Urban Land and Building Tax is implemented well because there are several components that are optimal, namely in the control environment where the registration, data collection and functional human resources are there so that there are multiple tasks. , risk assessment where the Merauke Regency Bapenda is still carrying out passive data collection due to a lack of functional assessors, and a lack of monitoring of PBB P2 collection which has not fully carried out direct monitoring of taxpayers so that there are still many taxpayers who have not carried out their obligations in paying PBB P2. In other cases, officers have not implemented the SOP in implementing the PBB P2 collection system. It cannot be denied that this is very important for tax officers and taxpayers to follow in order to ensure that the PBB collection process runs smoothly and transparently in accordance with the provisions of the applicable laws and regulations.

Abstract

The palm oil industry plays a strategic role in Indonesia's economy, including in Merauke Regency, which is one of the developing palm oil plantation areas in Papua. However, challenges in production efficiency, environmental sustainability, and competitiveness remain obstacles in the industry's value chain. Innovation in various aspects of the value chain, such as productivity improvement through agricultural technology, processing efficiency, and product diversification based on palm oil, is a key factor in enhancing the industry's competitiveness. This study aims to analyze the role of innovation in the palm oil industry value chain in Merauke Regency by identifying the types of innovations applied and the factors that support or hinder their adoption. The research employs a qualitative approach, using data collection techniques such as in-depth interviews, observations, and document studies. The findings indicate that upstream sector innovations, such as the use of superior seedlings and digital plantation management, have improved productivity and efficiency. Meanwhile, downstream innovations in palm oil processing and value-added product diversification still face challenges, particularly in infrastructure and regulatory aspects. The study's implications suggest that optimizing innovation in the palm oil value chain requires more adaptive policies, increased investment in research and development, and capacity building for human resources. Thus, innovation can serve as a driving force in creating a more competitive, sustainable palm oil industry that contributes to local economic development in Merauke Regency.
