Abstract

Inclusive design provides space for minorities, namely people with disabilities, to have equal rights and obligations, equal dignity and status, and have the same role and position in the life of the village community. The Ngawonggo Village Government, Malang Regency, has sought legal protection for people with disabilities by establishing Village Regulation Number 2 of 2023 concerning the Establishment of Village Disability Inclusion Groups. However, based on the situational analysis, there are still problems in the implementation of Village Regulation Number 2 of 2023 concerning the Establishment of Village Disability Inclusion Groups, especially the non-optimal implementation of the duties and functions of the inclusion group concerning physical therapy training. As a result, it slows down the achievement of independence for people with disabilities and their families. Therefore, the purpose of this community service is to optimize the realization of the duties and functions of the inclusion group as an effort to accelerate independence for people with disabilities through physical therapy training.

Abstract

Desa inklusi memberikan ruang pada minoritas yaitu penyandang disabilitas terhadap haki dani kewajibani yangi isetara, iharkat idan imartabat iyang isederajat serta memiliki iperan idan kedudukan iyang isama idalam kehidupan masyarakat di desa. Pemerintah Desa Ngawonggo Kabupaten Malang telah mengupayakan perlindungan hukum terhadap penyandang disabilitas dengan menetapkan Peraturani Desai Nomori 2i Tahuni 2023i tentangi Pembentukani Kelompoki Inklusi Penyandang Disabilitas Desa. Metode yang digunakan adalah pelatihan terapi fisik kepada kelompok penyandang Disabilitas. hasilnya ii pengabdiani kepada masyarakat ini dalam rangka optimalisasi merealisasikan tugas dan fungsi kelompok inklusi sebagai upaya mempercepat kemandirian bagi penyandang disabilitas melalui pelatihan terapi fisik.

Abstract

This study aims to: (1) analyze the occurrence of fictitious claims (phantom billing) by healthcare providers in the implementation of the National Health Insurance (JKN) program in the Solo Raya region, and (2) examine the strategy of the Health Social Security Agency (BPJS Kesehatan) in preventing such fraud. This empirical legal study employs a socio-legal approach using primary and secondary data collected through interviews, document analysis, literature review, and website sources. The data were analyzed qualitatively and prescriptively. The findings indicate that phantom billing is mainly caused by weaknesses in the manual reporting system, limited supervision, and low integrity among certain healthcare personnel, compounded by financial pressures and delayed data verification. BPJS Kesehatan addresses these issues through digital transformation, including biometric authentication, integrated electronic medical records, stronger cross-sector coordination, enhanced internal verification, and continuous fraud prevention education to improve accountability and integrity in JKN services.

Abstract

The formation of laws based on the omnibus method attempts to combine various themes in one law and accelerate the legislative process, but has the potential to reduce the quality of participation. Using a legislative approach, comparative studies, and conceptual, this article analyzes how the concept and practice of community participation and what standards are used as benchmarks for meaningful participation in the formation of laws based on the omnibus method. As a result, a country that adheres to the concept of people's sovereignty must fulfill the principle of openness with community participation as its main pillar. Omnibus as a method in the formation of laws often reaps controversy because it does not provide sufficient public access and participation space for the community. The active involvement of the community and stakeholders or related parties affected to provide input and suggestions through a public consultation mechanism at the stages of submitting draft laws, discussions and joint approvals is a standard of meaningful participation that must be met in the formation of laws based on the omnibus method.
