Abstract

The global uncertainty has forced countries including Indonesia to look on ways to stabilize themselves, one of them being the implementation of green-economy development. The lack of inclusive and environmental-oriented policy has created an urgency for East Java Province to prioritize the green-economy implementation. Therefore this paper analyzes a possible implementation of green-economy through Surabaya City’s green-economy concept. This city is chosen due to its status being the only city in East Java to have the Green Sister City Surabaya-Kitakyushu program. This paper uses green economy city development which has four main dimensions which are; decision making process, Implementation Capacity, green economy system and the socio-ecological dimension. A qualitative-descriptive method will be used in this paper, along with a thematic analysis technique to deeply explain the topic at hand. The result of this research is a strategy that can be referenced by Surabaya to develop the green-economy city as the city already has its basis, especially in its society’s system in approaching green-economy aspects. Aside of that, this research also presents 3 strategies of implementing green-economy policies for cities throughout East Java Province. These strategies are intended for those cities to be able to take the first step in developing a green-economy city by deeper understanding of local context, policy & capacity development, and monitoring & evaluation.

Abstract

Global uncertainty causes uncertain developments in the world economy. Various issues of the global economic crisis threaten various countries. Realizing this, Indonesia, through the Strategic Plan of the Ministry of Foreign Affairs, has begun to make efforts to maintain the stability of the country's economy by focusing its foreign policy direction on economic diplomacy. This research will try to analyze typology mapping of Indonesia's economic diplomacy to identify the management of Indonesia's economic diplomacy as an effort to improve the practice of economic diplomacy. This study uses a qualitative approach with thematic analysis methods and data collection techniques with documentary research and internet-based research. This research uses the Typology of economic diplomacy Rana because it can identify the capacity management of Indonesia's economic diplomacy as a developing country. This article shows that Indonesia has progressed well in carrying out economic diplomacy and has entered an evolving phase in the majority. This shows that the management of Indonesian Diplomacy has adapted to the opportunities that exist in carrying out its economic diplomacy. This article also finds that Indonesia is still on niche-focused typology that means Indonesia focus on carrying out economic diplomacy in certain parts and has not yet begun to open its market to other potentials. Finally, Indonesia has reached the initiative in the regional category which shows that Indonesia already has an influential role at the regional level.

Abstract

The issue of water management in Indonesia’s specific urban contexts, specifically in Surabaya as an industrial hub and Bali as a tourist destination, is of paramount importance due to its impact on public health and environmental sustainability. This study analyses water management and conservation factors by comparing two distinct urban areas. The research design employs Partial Least Squares Structural Equation Modelling (PLS-SEM), which involves a specialised approach for analysing the complex relationships between variables. The results of the analysis indicate that community attitudes in Surabaya, facilitated by infrastructure and technology, significantly predicts intention to perform (β=0.334, p<0.001) and water management satisfaction (β=0.409, p<0.001). In contrast, collaboration with the government enhances environmental constraints (β=0.285, p<0.003) and water management satisfaction (β=0.140, p<0.044). In Bali, where water management is based on traditional practices, community attitudes do not significantly affect water management satisfaction (β=0.095, p>0.431). Still, perceived norms reduce environmental constraints (β=-0.134, p<0.039) and enhance the intention to perform (β=0.189, p<0.037). The role of personal agency in Bali is more significant in reducing environmental constraints (β=-0.187, p<0.025) and increasing intention to perform (β=0.198, p<0.013). In contrast, in Surabaya, only personal agency was significant in increasing water management satisfaction (β=0.132, p<0.003). These findings suggest that Surabaya requires an integrative approach, while Bali must strengthen its locally based water management practices and enforce stricter regulations in the tourism sector to protect water resources.
