Abstract

Penelitian ini bertujuan untuk mendeskripsikan kerja sama pertahanan antara Indonesia dan Amerika Serikat yang berkaitan dengan upaya memperkuat postur pertahanan serta pembangunan terhadap unsur-unsur Kekuatan Pokok Minimum (MEF), antara lain; sumber daya manusia; materiil/alutsista, institusi dan anggaran. Hasil penelitian menunjukkan bahwa interelasi yang terbentuk dalam kerja sama pertahanan Indonesia dan Amerika Serikat berkontribusi bagi upaya meningkatkan kapabilitas pertahanan negara. Kerangka kerja sama pertahanan kedua negara menekankan agenda membangun kapabilitas (capacity building) dan agenda membangun kepercayaan (trust building). Indonesia mengedepankan diplomasi pertahanan guna menyelaraskan kepentingan dengan Amerika Serikat sebagai mitra pertahanan. Esensi diplomasi pertahanan yang terdapat pada agenda kerja sama berupa forum dialog, program pendidikan dan pelatihan bersama mendorong tindak lanjut pengadaan dan pembelian sejumlah alutsista dari Amerika Serikat yang diperuntukkan bagi penguatan postur pertahanan Indonesia.

Abstract

The Makassar Strait is an Indonesian maritime territory that has an important function not only for Indonesia, but also for other countries that use the Makassar Strait as their sea transportation route. The urgency of the security of the Makassar Strait itself is also driven by the plan to move the Indonesian Capital City to the Nusantara Capital City in East Kalimantan, more precisely in the Penajam Paser Utara Regency and Kutai Kartanegara Regency. This study will use the concept of maritime security according to Chris Rahman as the basis for research on Indonesia's strategy in securing the Makassar Strait. By using qualitative research methods, the author will focus on collecting data through literature studies, to answer the research question "what is Indonesia's defense strategy in securing the Makassar Strait in 2019-2024?". Using the concept of maritime security from Chris Rahman, this study found several efforts that have been made by Indonesia in securing the Makassar Strait, in accordance with the 5 approaches introduced by Chris Rahman regarding maritime security, namely (1) security of the sea itself; (2) Ocean Governance; (3) maritime border protection; (4) military activities; (5) security regulation of the maritime transportation system.

Abstract

This research investigates the securitization of food in Indonesia through the Food Estate program implemented during President Joko Widodo’s second term (2019–2024), with a focus on pilot projects in Central Kalimantan and North Sumatra. Using Rita Floyd’s Just Securitization Theory (JST) as the analytical framework, the study assesses the ethical legitimacy of the securitization process by examining its initiation, conduct, and termination. Employing a qualitative, case study-based approach and analyzing secondary data from government reports, NGO findings, and academic literature, the research reveals that the Food Estate program fails to meet all three JST criteria. Despite being justified by the COVID-19 crisis, data showed no actual rice shortages, undermining the claim of an existential threat. The conduct of the program marginalized indigenous communities, bypassed environmental regulations, and prioritized corporate interests over local needs, violating principles of proportionality and human rights. Furthermore, the program has continued to expand even after the pandemic’s end, without plans for desecuritization or restoration, violating JST’s just termination principle. The findings contribute to securitization scholarship by pioneering the application of JST to food policy and illustrating how securitization can entrench elite interests and bypass democratic governance. The study calls for institutional safeguards, indigenous inclusion, and environmental accountability in future food resilience strategies to prevent the misuse of emergency rhetoric for long-term political and economic gain.

Abstract

This community service program focuses on introducing and enhancing tolerance among youth in Malang City through the innovative concept of the Kelas Keberagaman. This approach integrates education and literacy as key tools for promoting an understanding of cultural, religious, and social diversity. The program is designed to address the challenges faced by youth in navigating differences in their daily interactions while fostering empathy, inclusiveness, and mutual respect. Activities in the Kelas Keberagaman include discussions, workshops, storytelling, and creative writing, all aimed at providing participants with practical skills and knowledge on tolerance. By emphasizing literacy as a medium, the program encourages critical thinking and reflection on the value of diversity. The outcomes are expected to empower youth to become active agents of harmony in their communities and to create a foundation for long-term peacebuilding in a multicultural society like Indonesia.

Abstract

The aim of this research is to understand how a middle-regional power, such as Indonesia, uses hedging to serve its interests and to address the lack of literature on Indonesian power and hedging. This research applies the concepts of ‘multilevel hedging’ and ‘hedging behavior’, along with a literature review method, to comprehend Indonesia's status and its hedging strategy and motives. The findings of this research indicate that hedging is not only employed for insurance and risk mitigation, but also as a means to build power. It was observed that for Indonesia, hedging is a tool to both enhance and maintain power, aligning with one of the primary objectives of Indonesian foreign policy.

Abstract

Penelitian ini menganalisis dampak ketergantungan pada minyak terhadap kualitas demokrasi di dua negara Amerika Latin, yaitu Venezuela dan Chile selama periode 2000–2020. Kedua negara dipilih karena mewakili dua kutub ekstrem dalam dinamika demokrasi dan pengelolaan sumber daya alam. Venezuela mengalami kemunduran demokrasi di tengah dominasi ekonomi minyak, sementara Chile tetap mempertahankan stabilitas demokrasi meskipun juga memiliki kekayaan sumber daya alam. Penelitian ini menggunakan pendekatan kuantitatif komparatif dengan analisis regresi linier berganda untuk menguji hubungan antara variabel ekonomi dan demokrasi. Data sekunder digunakan untuk mengukur berbagai dimensi demokrasi berdasarkan indikator yang dikembangkan oleh Varieties of Democracy (V-Dem) dan Freedom House. Hasil penelitian menunjukkan bahwa produksi minyak memiliki hubungan yang signifikan terhadap penurunan kualitas demokrasi, sementara pendapatan minyak dan GDP Per Capita menunjukkan pengaruh yang tidak konsisten. Penelitian ini menekankan pentingnya peran institusi sebagai faktor penentu dalam membentuk respons negara terhadap kekayaan sumber daya. Temuan ini memperkaya kajian mengenai Rentier State Theory dengan menunjukkan bahwa dampak kekayaan alam terhadap demokrasi sangat bergantung pada jalur institusional dan kapasitas tata kelola masing-masing negara

Abstract

The rapid development of digital transformation has profoundly shaped economic and political interactions globally, with the “new oil of the 21st century.” Southeast Asia faces unique challenges in balancing national digital sovereignty and regional digital integration. This study critically examines ASEAN's effectiveness in fostering a regional digital integration amidst diverse data governance policies and digital sovereignty concerns across its member states. Through a qualitative literature review and focused case studies of Indonesia, Singapore, Vietnam, and the European Union, it reveals how diverse national interests, fragmented regulations, and infrastructural disparities obstruct ASEAN’s digital integration ambitions. While ASEAN presents frameworks such as the ASEAN Digital Economy Framework and the ASEAN Digital Masterplan 2025, implementation remains limited due to underlying sovereignty issues and ASEAN’s mandate of non-interference. Comparisons with the European Union’s centralized digital sovereignty and regulatory harmonization highlight ASEAN’s institutional and political constraints. The study contributes to the discourse on new regionalism by addressing the underexplored intersection of digital sovereignty and regionalism in Southeast Asia, offering insights into the complex dynamics shaping ASEAN Digital Regionalism and its prospects.

Abstract

Trilateral cooperation between Indonesia, Malaysia, and the Philippines in the Sulu Sea is the latest security architecture in Southeast Asia. This cooperation leads to increasingly intensive relations between the three countries in the field of maritime security. Relations became close because of the common security threats experienced by the three countries. These threats vary from threats of terrorism, smuggling, piracy and other transnational crimes. The three countries then formed a joint system to be able to deal with this threat, this situation is hereinafter referred to as cooperative security. This study then has the aim of identifying the cooperative security framework implemented by Indonesia, Malaysia, and the Philippines for maritime security in Sulu Waters. Based on the idea of cooperative security put forward by Richard Cohen there are four rings that are important elements, namely (1 ) individual security, (2) maintaining peace, (3) mutual protection, and (4) actively promoting stability. The four rings are then used to explain the pattern of relations in the context of cooperative security involving Indonesia, Malaysia, and the Philippines. This study uses a qualitative method, with a descriptive approach to explain the overall identification of cooperative security that occurs.

Abstract

This study employs narrative analysis to examine collaborative initiatives supporting the development of thematic communities in Malang City, Indonesia. Drawing on the experiences of government officials, community members, and NGO representatives, the research highlights the importance of participatory governance, community engagement, and the unique features of thematic villages in advancing sustainable local development. Cases such as Kampung Sanan, known for tempeh production, and Kampung Heritage Kayutangan, valued for its cultural and historical significance, illustrate how local innovation and identity can empower communities and boost tourism. Thematic village development aligns with the Sustainable Development Goals (SDGs), particularly Goal 1 (No Poverty), by fostering inclusive economic opportunities. However, challenges such as limited stakeholder engagement, power imbalances, and the marginalisation of vulnerable groups may hinder progress towards Goal 5 (Gender Equality) and Goal 10 (Reduced Inequalities). Ecological sustainability is also central to the approach, especially regarding Goal 11 (Sustainable Cities and Communities) and Goal 13 (Climate Action). The findings suggest that effective coordination, strong political support, and inclusive participation are vital to improving quality of life and local income. This study offers practical insights and policy recommendations for strengthening collaborative frameworks that promote sustainable and inclusive thematic village development.

Abstract

Identitas nasional merupakan satu elemen penting dalam memastikan eksistensi sebuah negara. Termasuk juga pada Indonesia, dalam mengupayakan identitas nasional didapat dari pengalaman historis yang panjang sebagai sebuah bangsa. Hal tersebut merupakan mutlak dilakukan karena menjadi bagian yang tak terpisahkan dalam kehidupan masyarakat seharihari. Program pengabdian masyarakat ini selanjutnya melihat bahwa banyaknya ekspresi etnoreligius yang semakin mengemuka di tengah masyarakat merupakan salah satu ancaman bagi identitas nasional Indonesia. Ancaman tersebut perlu dilawan dengan menyebarkan narasi-narasi yang kembali merekatkan dan membangun kembali identitas nasional Indonesia. Narasi-narasi itu kemudian selanjutnya disebarluaskan dengan melakukan kerjasama antar komunitas dengan sasarannya pada pemuda di wilayah Malang Raya. Malang Raya dipilih selain kedekatan dengan Universitas Brawijaya, melainkan juga belakangan muncul banyak aktivitas radikalisme dan terorisme yang juga menyasar pemuda. Oleh sebab itu melalui program pengabdian ini diharapkan dapat menjadi instrumen literasi dan inklusi sosial untuk melakukan penguatan identitas nasional dengan lebih spesifik di tingkat yang strategis, yakni pada pemuda.
