Abstract

Puskesmas as a provider of basic health services has a very important role in maintaining public health. If it functions properly, the puskesmas will be able to provide quality services for people in need. The success of puskesmas in carrying out their programs is determined by the availability of human resources (HR) that are balanced between medical personnel on one side and promotive and preventive personnel on the other. The relationship between ability, workload, work discipline, and work motivation with the performance of health workers is obtained that there is a relationship between ability, workload, work discipline, and work motivation with the performance of health workers. Research Objectives: The purpose of this study is to analyze the suitability of the main tasks and functions (tupoksi) with education and skills as well as means of supporting work. Research Methods: The author of this article uses a descriptive qualitative method that seeks to describe an object or subject of an inductive nature. Result: Inappropriate tupoksi due to limited health workers in puskesmas, especially limited skills based on the type of education. As a result, there are health workers who are in charge of programs that do not match their skills. Conclusion: The lack of health workers makes the tupoksi incompatible with the educational background of the staff in charge of the program at the Puskesmas.

Abstract

Sarana prasarana adalah segala sesuatu yang dapat dipakai sebagai alat dalam mencapai maksud dan tujuan. Sarana prasarana pelayanan kesehatan adalah sarana prasarana yang menyediakan bentuk pelayanan yang sifatnya lebih luas daripada bidang klinik, yaitu bersifat promotif, preventif dan rehabilitative. Ketersediaan fasilitas pelayanan kesehatan, personalia puskesmas atau sumber daya dapat mempengaruhi perilaku. Tujuan penelitian: Penelitian ini bertujuan untuk mengetahui ketersediaan tenaga kesehatan yang ada di puskesmas guna berlangsung baiknya suatu pelayanan kesehatan. Metode penelitian: Penulisan artikel ini menggunakan metode pencarian artikel menggunakan dua database, yaitu Google Scholar dan PubMed Kesehatan dengan kata kunci sumber daya manusia, personalia puskesmas dan peran kinerja. Hasil: Kepuasan pasien terhadap pelayanan kesehatan yang berkualitas dianggap masyarakat sebagai profesionalisme kerja oleh seorang tenaga kesehatan. Tuntutan masyarakat akan terpenuhi jika pemberi layanan memiliki propesionalisme yang tinggi dan mampu mempertahankan citra dan kinerja yang memenuhi standar pelayanan. Disiplin kerja juga mempunyai kontribusi terhadap kualitas pelayanan keperawatan yang pada akhirnya berdampak pada produktivitas kerjanya.Tanpa ada dukungan disiplin yang tinggi dari karyawan, perusahaan atau organisasi sulit untuk mewujudkan tujuan yang ingin dicapai. Kesimpulan: Produktivitas suatu organisasi dipengaruhi oleh banyak faktor antara lain disiplin dan karakteristik individu. Produktivitas layanan kesehatan puskesmas juga ditentukan oleh kualitas sumber daya manusia (SDM)/personalia yang dimiliki.

Abstract

  Health Human Resources is a subsystem in the National Health System that has a major role in the implementation of health achievement efforts. The availability and quality of adequate Health Human Resources are very influential in health development and health system management, so quality and quantity of human resource performance are needed. The purpose of this research is to find out the problems in the development of the availability of health human resources in the health sphere. The method used in this study is qualitative descriptive, using secondary data as a factual report to interpret the state of the object being studied. The results of the study show that the availability of human resources in the North Sumatra Health Center is not evenly distributed, this is seen from the distribution or recruitment of human resources that is still not optimal with the number of midwives (+10,910), nurses (+3,815), primary care doctors/doctors (+1,022) and pharmacists (+24) being classified as excess but the availability standards in each health center with three categories have not been met properly. It is necessary to have an analysis process that is more optimal in planning options according to the minimum standards of the Health Center so that the availability of Health Human Resources is responsible and balanced in the distribution rate. The current level of health human resources with curative efforts is more dominant in number with resources with promotive and preventive efforts because the production of health workers with these efforts is still low.
