Abstract

Lingkungan hidup merupakan kesatuan ruang antara manusia, hewan, tumbuhan, air, dan komponen lainnya yang berdampak pada kehidupan dan kesejahteraan makhluk hidup. Kementerian Lingkungan Hidup dan Kehutanan mencatat bahwa pada tahun 2020 nilai IKLH Indonesia telah melampaui target RPJMN yang ditetapkan. Akan tetapi, pada tahun tersebut masih terdapat 8 provinsi yang belum memenuhi target yang ditetapkan. Maka dari itu, tujuan dari penelitian ini ialah untuk melakukan pengelompokkan tingkat kualitas lingkungan hidup sebagai dasar pengambilan keputusan sesuai dengan kondisi lingkungan hidup di setiap daerah. Berdasarkan hasil validasi cluster, metode clustering terbaik yang diterapkan ialah metode K-Means dengan dua cluster. Hasil akhir diperoleh bahwa cluster 1 beranggotakan sebanyak 12 provinsi dengan tingkat kualitas lingkungan hidup tinggi dan cluster 2 beranggotakan sebanyak 22 provinsi dengan tingkat kualitas lingkungan hidup rendah. Karakteristik hasil pengelompokkan menunjukkan bahwa indikator lingkungan hidup terkait sampah, air, dan air laut perlu diperhatikan secara lebih intensif oleh pemerintah daerah karena nilai rata-rata yang diperoleh cukup rendah.

Abstract

Food security is a strategic element in the country's development. Potato as a leading horticultural crop is targeted to support food security. North Sumatera Province, as one of the largest potato producing regions in Indonesia, faces low productivity problem, even lower than Indonesia’s and other countries productivity value. High output without an increase in productivity indicates inefficiency problems. This study aims to analyse technical efficiency in North Sumatera Province using Stochastic Frontier Analysis and the data from Cost Structure of Horticulture Cultivation Household Survey 2018. The results show that technical inefficiency exists in potato production and all inputs positively influence output. In addition, farm households that operate with older, less educated farmers, no land ownership, no pest control, no business assistance, and no farmer group membership tend to be technically inefficient. Therefore, the stakeholders must cooperate to evaluate potato farming performance to achieve maximum production and productivity.

Abstract

The crisis in food security is a problem in many countries including Indonesia. The crisis is important to pay attention to, in order to realize sustainable food security in accordance with the second Sustainable Development Goals (SDGs) of zero hunger. Achieving food security cannot be separated from making appropriate and targeted policies. Policy making must be supported by accurate, comprehensive and systematic food security information. This study aimed to classify districts/cities in Indonesia into food-secure and food-prone areas and analyze the factors that influence the food security status. The data were analyzed descriptively and inferentially where clustering with k-means method for food security status classification and Geographically Weighted Logistic Regression (GWLR) modeling with Adaptive Gaussian kernel function weights which provided the best model with the smallest Akaike Information Criterion corrected (AICc) compared to other kernels to see the spatial influence in determining the food security condition of a district/city. The results showed that in 2022 there were 388 districts/cities with food security status and 126 districts/cities with food insecurity status. In addition, of the 9 variables used in clustering, there are 5 variables used in GWLR modeling. Three of them are significant in all regions in Indonesia, while 1 variable is locally significant in some regions.
