Abstract

The preservation of the Ngalum Tribe's culture serves as the key to their identity. This research highlights the lack of understanding among the general public regarding Papua's tribes, revealing the uniqueness of the Ngalum Tribe and identifying obstacles in preserving their educational and traditional knowledge heritage. Employing qualitative research methods, the study focuses on the role of the Ngalum Tribe's Council of Customs in transferring cultural knowledge and sustaining traditional values in the Oksibil District, Pegunungan Bintang Regency. Data collection involved observation, interviews, document studies, and analysis through data triangulation. The results indicate that the development of the Ngalum Tribe's traditional teaching system is less effective, with a lack of creativity among the millennial generation and various challenges such as difficulties in developing cultural tools, high maintenance costs, and insufficient understanding of traditional dances. Improvements entail an innovative approach to the teaching system, active support for millennial creativity, and the exploration of financial solutions. Despite the challenges, the preservation efforts are progressing well.

Abstract

Artikel ini menggali transformasi signifikan dalam sektor pendidikan Tanah Papua melalui analisis kebijakan yang diterapkan oleh Yayasan Pemberdayaan Amungme dan Kamoro. Fokus utama yayasan ini adalah meningkatkan kualitas pendidikan di wilayah tersebut, dan artikel ini secara rinci mengeksplorasi dampak positif yang dihasilkan dari kebijakan-kebijakan tersebut. Yayasan ini telah mengambil langkah-langkah inovatif, termasuk penerapan teknologi untuk mendukung pembelajaran jarak jauh, pelatihan guru, dan pemberdayaan komunitas lokal dalam proses pengambilan keputusan pendidikan. Analisis mendalam juga mencakup tantangan yang dihadapi, seperti keterbatasan sumber daya dan kompleksitas dinamika wilayah Papua. Melalui kolaborasi yang diperkuat dengan pemerintah, lembaga pendidikan, dan pemangku kepentingan lainnya, Yayasan Pemberdayaan Amungme dan Kamoro berperan penting dalam memacu perubahan positif di sektor pendidikan. Artikel ini bukan hanya mencerminkan peran strategis yayasan dalam meningkatkan akses dan kualitas pendidikan di Tanah Papua, tetapi juga memberikan wawasan yang bernilai bagi para pembuat kebijakan, praktisi pendidikan, dan masyarakat yang tertarik pada transformasi pendidikan di daerah ini. Dengan demikian, artikel ini menjadi sumbangan berarti untuk pemahaman dan perencanaan kebijakan yang berkelanjutan di Tanah Papua.

Abstract

In mass media, such as films, the Papuan region and people are still regarded as “the other", for example, portrayed as a people and region that needs to be civilized through various approaches. In addition, Papua is rich in natural wealth and culture, but instead of bringing prosperity, it become a source of new conflicts that threaten the existence and survival of the environment and the Papuan. This condition encourages young Papuan filmmakers and members of the Papuan Voices (PV) community to create an alternative narrative about Papua. Through documentaries produced collectively, they aim to present another side of Papua from the perspective of the Papuans. Using a poststructuralism approach elaborated with Gramsci's theory of hegemony, this study aims to explore the dynamics of collective identity formation and efforts to create counter-narratives as part of a counter-hegemony movement, namely by criticizing inequality and instilling solidarity for Papua. The analysis shows that the formation of PV’s collective identity is based on the history of Papuan suffering memories (memoria passionis) related to the experiences of injustice.

Abstract

ABSTRACT Mountainous Papua faces significant economic challenges, including high inflation rates that hinder social development and community welfare. One of the primary factors behind this issue is economic dependency on central regions and developed countries for essential supplies, technology, and economic policies. This article examines the phenomenon of inflation in Mountainous Papua through a critical dependency theory approach, focusing on the asymmetric relationship between peripheral and central regions. Using a political economy framework, the article argues that sustained dependency contributes to economic instability and vulnerability to poverty. Therefore, a strategic plan is necessary to establish an inclusive economic ecosystem as a pathway out of the grip of inflation.

Abstract

Artikel ini bertujuan untuk mengkaji film Indonesia Calling (1946) sebagai bentuk historiografi alternatif yang menyoroti solidaritas lintas bangsa dalam perjuangan kemerdekaan Indonesia. Dengan menggunakan pendekatan kualitatif-kritis, penelitian ini memanfaatkan metode analisis wacana dan semiotika film untuk membaca Indonesia Calling sebagai teks budaya yang memuat ideologi serta mengandung muatan politis dalam merepresentasikan sejarah. Studi ini juga mengintegrasikan teori kewargaan budaya dan kajian historiografi kritis guna memahami bagaimana film ini menawarkan narasi tandingan terhadap versi resmi sejarah Orde Baru. Temuan utama menunjukkan bahwa Indonesia Calling tidak hanya berfungsi sebagai dokumentasi sejarah, tetapi juga sebagai intervensi budaya yang strategis dalam membongkar narasi tunggal perjuangan kemerdekaan. Film ini mengungkap pentingnya solidaritas global dalam menentang kolonialisme dan mengusulkan perlunya perspektif transnasional dan humanistik dalam penulisan sejarah Indonesia guna memperkuat demokrasi dan hak-hak kewargaan budaya.
