Abstract

Sungai Ara Village is one of the villages in Riau Province, precisely in Pelalawan District, Pelalawan Regency where this village is directly adjacent to industrial plantation forests. Through the regulation of the Minister of Environment and Forestry of the Republic of Indonesia Number P.12/Menlhk-II/2015, industrial plantation forests are obliged to empower the community with a forest area of ​​20% to be managed independently by the community with a partnership pattern. The purpose of this service is to provide knowledge, understanding and information to the community regarding the importance of empowering communities around forests and knowing their rights to living plants in industrial forest plantations in the context of productivity in the community's economy. This service is carried out by providing material to participants, then a question and answer session, and ends with a discussion to find solutions to the problems faced. The service participants were 15 people, with details of 5 Village Apparatus including the Village Head, and 10 people from community elements including millennials. It can be concluded that the implementation of community empowerment services obtained satisfactory results with the benefits of knowledge for the community.

Abstract

Penguatan potensi kelembagaan desa menuju Desa Bersih dari Narkoba (Desa Bersinar) di Kabupaten Pelalawan bertujuan untuk meningkatkan kesadaran masyarakat desa tentang bahaya narkoba dan memperkuat peran serta pemerintah desa dalam pencegahan serta pemberantasan narkoba di tingkat desa. Kegiatan ini dilakukan dengan metode pemberian sosialisasi dan diskusi bersama aparat desa, tokoh masyarakat, serta warga desa. Sosialisasi mencakup materi mengenai jenis-jenis narkoba, dampaknya terhadap individu dan masyarakat, serta cara-cara pencegahan yang dapat dilakukan secara mandiri di lingkungan desa. Selain itu, dilakukan pula diskusi interaktif untuk menggali peran aktif aparat desa dalam pengawasan dan pengendalian peredaran narkoba. Hasil dari kegiatan pengabdian ini menunjukkan peningkatan kesadaran masyarakat terhadap masalah narkoba, dengan adanya partisipasi aktif warga dalam sesi diskusi dan pelaporan potensi peredaran narkoba. Selain itu, terbentuknya kerjasama yang lebih erat antara masyarakat dengan pemerintah desa dan lembaga terkait, seperti BNN, untuk menjalankan program pencegahan narkoba yang lebih terkoordinasi. Program ini diharapkan dapat memberikan dampak positif yang berkelanjutan dalam menciptakan lingkungan desa yang bersih dari narkoba.

Abstract

This research aimed to determine the role of Tourism and Sports Department of Pelalawan Regency (specially tourism sector) in developing Bono as tourist attraction. This descriptive analytical research used both primary and secondary data sources with observation as data collection technique. The result showed the role of Tourism and Sports Department of Pelalawan Regency (specially tourism sector) in developing Bono has been implemented optimally. Out of four indicators (Regulator, Dynamist, Facilitators and Catalysts), Regulator as the only indicator has been fully implemented. Meanwhile on Facilitator, it has been implemented, however there has many obstacles, such as lack of facilities and infrastructure. Thus, this indicator is only carried out under certain conditions. Furthermore, Kampung Bono and Pantai Ogis are given less attention and underused in creating the well-being of the local community, local and foreign tourists.

Abstract

Rural poverty remains a complex and multidimensional development challenge in Indonesia. The government has implemented various social assistance programs as social protection instruments to mitigate the impacts of poverty, particularly among poor and vulnerable households. This study aims to analyze the effectiveness of social assistance programs in reducing rural poverty in Tanah Merah Village, Siak Hulu District. A qualitative approach was employed, with data collected through in-depth interviews, observations, and documentation involving 20 informants, consisting of program beneficiaries, village officials, and community leaders. The findings indicate that 45% of respondents used social assistance to meet food needs, 25% for education-related expenses, and 20% for health needs, while only 10% utilized the assistance for productive economic activities. Furthermore, the utilization pattern of social assistance was predominantly oriented toward daily consumption (70%), whereas only 30% was allocated to productive purposes. In terms of targeting accuracy, 60% of beneficiaries were appropriately targeted, while 25% experienced inclusion errors and 15% exclusion errors. This study concludes that social assistance programs are effective in maintaining household consumption among poor households; however, their effectiveness in promoting sustainable poverty reduction remains limited. Therefore, stronger integration between social assistance programs, economic empowerment initiatives, and improved governance mechanisms is required to enhance the long-term impact of rural poverty reduction.Keywords: social assistance programs, rural poverty, program effectiveness, social protection, economic empowerment
