Abstract

penelitian ini bertujuan untuk menganalisis urgensi perpanjangan masa jabatan kepala Desa dalam prinsip demokrasi. Penelitian ini menggunakan pendekatan deskriptif kualitatif dengan menggabungkan berbagai sumber literatur baik yang merupakan data primer maupun sekunder. penelitian kualitatif adalah metode penelitian yang digunakan untuk meneliti pada kondisi objek alamiah, sebagai lawannya adalah eksperimen, dimana peneliti adalah sebagai instrumen kunci. Penelitian kualitatif bertujuan memperoleh gambaran seutuhnya mengenai suatu hal menurut pandangan manusia yang diteliti. Penelitian kualitatif berhubungan dengan ide, persepsi, pendapat atau kepercayaan orang yang diteliti dan kesemuanya tidak dapat diukur dengan angka Hasil penelitian menunjukan bahwa putusan DPR RI memperpanjang masa jabatan kepala desa sangat tidak sejalan dengan prinsip negara demokrasi. Hal ini dikarenakan dalam negara demokrasi setiap warga negara memiliki hak yang sama untuk menduduki posisi atau jabatan tertentu sehingga masa jabatan Kepala Desa yang terlalu lama dapat menutup kesempatan orang lain untuk mencalonkan diri untuk jabatan yang sama. Hasil lainnya juga menunjukkan bahwa masa jabatan kepala desa yang terlalu lama juga memungkinkan munculnya resiko penyalahgunaan wewenang, atau kekuasaan. Kata kunci: Analisis Kebijakan, Kepala Desa, Demokrasi Abstract This research aims to analyze the urgency of extending the term of office of the Village head in the principle of democracy. This research uses a qualitative descriptive approach by combining various sources of literature both primary and secondary data. qualitative research is a research method used to research on natural object conditions, as opposed to experiments, where the researcher is the key instrument. Qualitative research aims to obtain a complete picture of a matter according to the human views studied. Qualitative research relates to the ideas, perceptions, opinions or beliefs of the people studied and all of them cannot be measured by numbers. The results showed that the DPR RI's decision to extend the term of office of the village head was not in line with the principles of a democratic state. This is because in a democracy every citizen has the same rights to occupy certain positions or positions so that the tenure of the Village Head which is too long can close the opportunity for other people to run for the same position. Other results also show that the long tenure of the village head also allows the risk of abuse of authority, or power. Keywords: Policy Analysis, head of village, Democracy

Abstract

This study aims to describe, analyze, and interpret the implementation of food security policies and strategies in Indonesia using the Mentality, System, and Networking (MSN) approach. The research employs a descriptive method, which is used to understand or depict the reality of the events under investigation. The focus of this study is directed toward three main approaches: the mentality approach, system approach, and networking approach. The researchers chose these three approaches because a public policy will become actual and directed in its implementation if it uses or considers the MSN-Approach Model The conclusions drawn from this study encompass three aspects: Mentality Approach: The attitudes, behaviors, and responsibilities of officials have demonstrated a caring attitude. The state has consistently committed to placing the food economy as something very important and strategic. The government's concern is also seen from Indonesia's participation in global food security development initiatives. System Approach: There are clear and explicit regulations regarding the government's obligations to realize food security. Law No. 18 of 2012 serves as evidence of the government's responsibility and seriousness in achieving food security. Networking Approach: This approach has been well implemented, as evidenced by the strengthening of food distribution infrastructure across Indonesia. Given the complexity of geographical challenges and uneven food distribution, the government has established collaborations and synergies with regional governments to build new markets and expand logistics networks connecting food production centers with consumer areas.
