Abstract

Masyarakat yang tinggal di sepanjang aliran Sungai Musi Kota Palembang mengandalkan penangkapan ikan sebagai mata pencaharian utama namun masih menghadapi tingkat kemiskinan dan prevalensi stunting yang masih relatif tinggi masing-masing mencapai 10,48 persen (BPS, 2023) dan 14,3 persen (SSGI, 2023). Salah satu upaya untuk menurunkan prevalensi stunting adalah dengan meningkatkan konsumsi pangan yang merupakan sumber protein. Untuk mengatasi tantangan ini, salah satunya dapat dilakukan dengan cara penguatan ketahanan pangan melalui peningkatan konsumsi kerang remis sebagai sumber protein. Penelitian ini menggunakan tiga pendekatan, yaitu studi literatur, survei, dan wawancara mendalam. Data dikumpulkan melalui wawancara mendalam kepada 15 orang masyarakat Kampung Remis, Kelurahan 5 Ulu, Kota Palembang, Sumatera Selatan pada Desember 2022. Informan terdiri dari nelayan remis, penjual remis, dan masyarakat dipilih secara purposive sampling dengan mempertimbangkan faktor-faktor seperti umur, jenis kelamin, pekerjaan utama, dan tingkat pendidikan kemudian data dianalisis dengan pendekatan kualitatif dan disajikan secara deskriptif. Remis sebagai sumber protein rumah tangga perikanan memiliki beberapa keuntungan yaitu ketersediaan mudah, potensi pengembangan budi daya remis dalam skala yang lebih besar secara komersial dan ramah lingkungan, dan Remis memiliki kemampuan adaptasi yang baik Beberapa tantangan sosial, ekonomi dan kebijakan yang ditemui yaitu pengetahuan dan kesadaran masyarakat, harga dan ketersediaan, regulasi dan kebijakan pemantauan kualitas dan keamanan pangan. Mengatasi tantangan ini akan memerlukan kolaborasi antara pemerintah, masyarakat, sektor swasta, dan pemangku kepentingan terkait.Tittle:  Improving Household Food Security Based on Local Food “Clams” (Corbicula Sp): A Case Study in Palembang CityPopulations residing along the Musi River in Palembang City rely on fisheries as their primary source of income, but still face relatively high rates of poverty and stunting prevalence, reaching 10.48% (BPS, 2023) and 14.3% (SSGI, 2023), respectively. An effort to reduce the prevalence of stunting is possibly accomplished through increasing the consumption of protein-rich diets. To surmount this difficulty, food sustainability can be improved by increasing the consumption of shellfish as a source of protein. The study employs three methods: literature reviews, surveys, and in-depth interviews. The data was collected through in-depth interviews with 15 people from Kampung Remis, Kelurahan 5 Ulu, Palembang City, South Sumatra, in December 2022. The informants consisted of fishermen, vendors, and members of the community who were purposefully sampled based on age, gender, primary occupation, and level of education; the data was then qualitatively analysed and presented descriptively. Remis as a source of protein for household fishing has several advantages, including simple availability, commercially viable and environmentally friendly cultivation development potential, and high adaptability. Some social, economic, and policy challenges are knowledge and public awareness, price and accessibility, regulations and policies monitoring quality, and food security. Overcoming these challenges will require collaboration between governments, the public, the private sector, and related stakeholders.

Abstract

Provinsi Sumatera Selatan memiliki potensi sumber daya perikanan air tawar yang melimpah. Angka konsumsi ikan Provinsi Sumatera Selatan tahun 2022 yaitu 46,04 kilogram per kapita per tahun masih kesulitan dalam mengejar target konsumsi ikan secara nasional 56,48 kilogram per kapita per tahun. Makanan olahan terbuat dari ikan yang dapat diawetkan menjadi cara meningkatkan angka konsumsi ikan. Salah satu cara tradisional pengawetan ikan di pedesan dilakukan dengan cara pengasapan. Metode pengasapan ikan telah menjadi bagian dari kearifan lokal yang diturunkan secara turun-temurun di banyak masyarakat pedesaan.Penelitian ini bertujuan mendeskripsikan segelurung sebagai produk kearifan lokal dapat menjadi sebuah inovasi untuk mendukung kebijakan ketahanan pangan dan meningkatkan kesejahteraan masyarakat. Penelitian ini menggunakan tiga pendekatan, yaitu studi literatur, survei, dan wawancara mendalam. Data dikumpulkan melalui wawancara mendalam kepada masyarakat Kabupaten PALI, Sumatera Selatan. Data dianalisis dengan pendekatan kualitatif dan disajikan secara deskriptif. Segelurung adalah suatu metode tradisional dalam pengawetan ikan air tawar dengan cara memberikan bumbu rempah-rempah sebelum proses pengasapan untuk memberikan rasa pedas gurih dan aroma khas. Segelurung digunakan untuk memperpanjang umur simpan ikan air tawar.Integrasi kearifan lokal segelurung dengan kebijakan pangan ketahanan, kesejahteraan masyarakat, dan faktor lainnya memiliki peluang yang besar. Dengan mengoptimalkan potensi segelurung sebagai inovasi dalam pengolahan produk perikanan, dapat terjadi sinergi antara kebijakan pemerintah, pelestarian budaya, peningkatan kesejahteraan masyarakat, dan pengembangan sektor perikanan lokal. Kearifan lokal segelurung dapat menjadi bagian dari kebijakan ketahanan pangan, terutama dalam upaya meningkatkan ketersediaan dan aksesibilitas pangan di pedesaan. South Sumatra Province has abundant potential in freshwater fisheries resources. The per capita fish consumption in South Sumatra in 2022 was recorded at 46.04 kilograms per year, which still falls short of the national target of 56.48 kilograms per capita per year. Processed food made from fish, which can be preserved, becomes a way to increase fish consumption. One traditional method of fish preservation in rural areas is through smoking. The smoking method has been part of local wisdom that has been passed down through generations in many rural communities. This study aims to describe "segelurung" as a product of local wisdom that can be an innovation to support food security policies and improve the well-being of the community. The study utilizes three approaches: literature review, surveys, and in-depth interviews. Data is collected through in-depth interviews with communities in Pali Regency, South Sumatra. The data is analyzed using a qualitative approach and presented descriptively. Segelurung is a traditional method of preserving freshwater fish by adding spices before the smoking process, giving it a spicy and savory taste with a unique aroma. Segelurung is used to extend the shelf life of freshwater fish. The integration of local wisdom, segelurung, with food security policies, community well-being, and other factors presents significant opportunities. By optimizing the potential of segelurung as an innovation in fish product processing, there can be synergy between government policies, cultural preservation, improving community well-being, and developing the local fisheries sector. Local wisdom, segelurung, can be part of food security policies, especially in efforts to improve the availability and accessibility of food in rural areas.

Abstract

Regional innovation system is related to the entire process of developing innovation between government institutions, research institutions, business entities, and the community that prioritizes science, technology, and the development of new methods. The purpose of this research is to identify and analyze the types and groups as well as the maturity of regional innovations in the city of Palembang and include them in the regional innovation map. The data collection method used was interview with relevant stakeholders, such as government officials, academics, and p­­­­ractitioners involved in the development of regional innovations and public services. Observation, which is a method of collecting data by making direct observations on regional innovation systems and public services in a number of selected regions. Questionnaire, which is a method of collecting data using questionnaires filled out by a number of related respondents, such as government employees and communities involved in or receiving public services in the area studied. The results of this study show that the regional innovation development roadmap for the city of Palembang until 2019 has totaled 126 innovations issued by the regional organization (OPD), but there are still many programs that are at the initiation stage so efforts are needed to develop infrastructure, human resources, regional funding to policies capable of making innovations run sustainable. Efforts to accelerate the implementation of governance reforms in the regions need to be encouraged through innovation programs for all regional government administration affairs. Therefore, the development and implementation of innovation in the regions is not only limited to the internal bureaucracy, but also must be encouraged to the private sector and the community which is expected to increase regional competitiveness.

Abstract

Poverty is a common problem faced by all regions in Indonesia, including Palembang City. Poverty is related to inequality and vulnerability because individuals who are not considered poor may at any time become poor if they experience economic shocks such as financial crises and inflation. Vulnerability is a key dimension of well-being because it can influence individual behavior in investing, production patterns, and the accuracy of the strategies implemented, as well as each individual's perception of how to respond to the situation at hand. This study examines the Poverty Reduction Strategy in Palembang City, South Sumatra Province. The purpose of this study is intended to reinforce the commitment of the Palembang City Government, non-governmental organizations, community organizations, business actors and concerned parties to solve the problem of poverty. Methods The poverty alleviation strategy in Palembang City is implemented through a participatory process which includes participatory poverty assessment (Poverty Assessment PPA), meetings, Regional Poverty Reduction Coordinating Team (TKPKD) Palembang City, joint studies with grassroots communities, and a series of coordinative meetings. The results of this study are that it is hoped that the regional government through the bureaucracy can formulate various policies and various sectoral programs in accordance with the tasks and fields of each of the Palembang City Regional Apparatuses. These sectoral programs are carried out with the aim of increasing the growth of each of these sectors, especially the lagging layers, namely the poor so that they can increase their ability to carry out activities as desired in an independent effort, able to fight for their rights, able to solve problems. faced and able to get equality of life with dignity in society.
