Abstract

Southeast Asian countries are currently grappling with a significant rise in authoritarianism within the region. In this context, the Association of Southeast Asian Nations (ASEAN) is expected to play a pivotal role in safeguarding peace and prosperity throughout the region. However, the Myanmar crisis has exposed a deep fracture within ASEAN. The stability and tranquillity that have characterised at some times the ASEAN region are now severely threatened. The full-scale civil war in Myanmar, which originated from the coup d'état in 2021 following a protracted period of internal strife and the marginalisation of the Rohingya population, is not an isolated incident. Instances of conflict and coup d'états persist across ASEAN. For example, the 2014 coup in Thailand, the chronic crackdown in Cambodia and Vietnam, the tensions around the South China Sea, and the growing separatist movement in Papua illustrate the volatile policy landscape within ASEAN. This work's main objective is to address whether ASEAN should consider reforming its mechanisms, with particular attention to its no-interference policy. This paper relies on desk-based research, entailing a thorough review and analysis of the literature on ASEAN's political history. The study employs a critical literature review approach with a historical perspective on regionalism within ASEAN. By utilising the advanced constructivist theory concerning the concept of norms, this article analyses the repercussions of steadfastly adhering to certain norms, explicitly focusing on the principle of non-interference.

Abstract

This paper analyze the poverty impact of Covid-19 on regions of Indonesia using district-level data. Six provinces employed non-pharmaceutical measure namely PSBB (Pembatasan Sosial Berskala Besar) mobility restriction are set as the treated group. Meanwhile, our poverty variable is the share of population living below the poverty line against district total, calculated based on the basic needs approach. We employ difference-in-difference (DID) estimator to explore the poverty impact. Results state that while the Covid-19 impact is significant in the more industrialized and globally connected regions such as Java and Bali, provinces implementing PSBB policy suffer from 0.07 – 0.09 percentage points higher poverty incidence compared to the control. The impact is observed to be larger in the urban (city) area compared to the non-urban (districts). The finding suggests inadequacies of the government’s complementary responses in controlling poverty increase, suggesting the need for a more inclusive strategy such as implementing Universal Basic Income.

Abstract

In 2011 the Indonesian and the German government initiated the Sustainable Economic Development through Technical and Vocational Education and Training Program (SED-TVET). Within the diplomacy realm, this kind of bilateral strategy has often been utilized to strengthen a country's specific needs. Following the program, Provincial Government in Central Java responds distinctively to the initiative by emphasizing link and match program to promote skilled-labor employment. This paper aims to investigate the effect of these national and local policies on firms’ productivity. Our identification of treatment year is critical as this precedes wider implementation of TVET program at the national level in 2016. To capture the precise treatment effect of the program, we deploy difference-in-difference strategy using the province’s neighbors as the control group. We find that firms in Central Java employed nearly 20% higher share of skilled labor relative to its controls. This correlates with significantly higher productivity and export performance. The results highlight the benefit of well-coordinated bilateral cooperation while also stressing the important role of local leadership in optimizing the impact of the program.
