Abstract

 ABSTRAK Mitigasi bencana merupakan serangkaian upaya yang bertujuan untuk mengurangi dampak buruk yang diakibatkan oleh bencana melalui strategi pencegahan, persiapan, tindakan, dan pemulihan. Mitigasi bencana berperan penting dalam meminimalkan kerugian manusia, ekonomi, dan lingkungan akibat bencana alam. Mitigasi bencana melalui penanaman bibit di hutan merupakan salah satu strategi yang efektif untuk meminimalkan risiko bencana alam. Dengan penanaman bibit yang sesuai, hutan dapat berperan sebagai pertahanan alami terhadap banjir, tanah longsor, dan erosi tanah. Penanaman bibit di hutan juga dapat meningkatkan keanekaragaman hayati, memperkuat ekosistem, serta mengurangi frekuensi dan intensitas kebakaran hutan. Namun, keberhasilan strategi ini memerlukan perencanaan yang cermat, pemilihan jenis pohon yang sesuai berdasarkan kondisi lingkungan. Oleh karena itu, penanaman bibit di hutan merupakan langkah penting dalam mitigasi bencana alam dan pemeliharaan lingkungan, yang memiliki dampak positif jangka panjang bagi masyarakat dan ekosistem.Kata kunci: Mitigasi bencana, lingkungan, penanaman bibit ABSTRACTDisaster mitigation is a series of efforts aimed at reducing the adverse impacts caused by disasters through prevention, preparation, action and recovery strategies. Disaster mitigation plays an important role in minimizing human, economic and environmental losses due to natural disasters. Disaster mitigation through planting seedlings in forests is one of the effective strategies to minimize the risk of natural disasters. By planting appropriate seedlings, forests can act as a natural defense against floods, landslides and soil erosion. Planting seedlings in forests can also increase biodiversity, strengthen ecosystems, and reduce the frequency and intensity of forest fires. However, the success of this strategy requires careful planning and selection of appropriate tree species based on environmental conditions. Therefore, planting seedlings in forests is an important step in natural disaster mitigation and environmental preservation, which has long-term positive impacts on communities and ecosystems.Keywords: Disaster mitigation, environment, seed planting

Abstract

The phenomenon of digital literacy has become a hot topic of discussion during the Covid-19 pandemic. Digital transformation in various community activities and public services managed by the government during the pandemic continues to this day. One of the innovations made by the Pekanbaru City Government is to create an electronic-based government application, namely "Pekanbaru Dalam Genggaman". This study aims to determine the effectiveness of using the "Pekanbaru Dalam Genggaman" application in providing public services to the community in relation to the digitalization of services. This study uses a qualitative approach where data sources are obtained from direct observation of the Pekanbaru Dalam Genggaman application and through literature studies of books, journals, articles, and other sources that are in accordance with the research topic. To analyze the concepts of digitalization in public services, this study uses an approach from the Harvard JFK School of Government, there are three elements of success that must be possessed, namely support, capacity, and value (benefits). The results of this study suggest that to apply the concepts of digitalization to public services, there are three elements of success that must be possessed, namely support, ability, and benefits. In terms of support, the government has deployed two to four IT personnel in each agency, but the infrastructure to support public services through digital is not yet optimal. In terms of capability, it is also considered unsuccessful, because 5 of the 16 features in the Pekanbaru Dalam Genggaman application do not function, of which 3 of the 5 features that do not function are very important for the community. In terms of benefits, only a small portion of the community feels the benefits. Because there are still many people who do not know about the existence of this application.

Abstract

This study aims to examine the effectiveness of the Integrated Population Administration Service Program (Lantera) in providing e-KTP services in Kuantan Singingi Regency in 2022-2024. The Lantera program was initiated as an innovation to improve access to population administration services, particularly for residents in remote areas. A descriptive method with a qualitative approach was used. Data were collected through interviews, observations, and documentation using purposive sampling techniques. The findings indicate that the Lantera program has had a positive impact in accelerating the recording and issuance of e-KTPs, as evidenced by a decrease in the number of unfulfilled e-KTP obligations from year to year: 10,676 (2022), 7,416 (2023), and 4,852 (2024). The e-KTP ownership rate also increased from 95.70% (2022) to 97.10% (2023), and further to 98.17% (2024). However, the program has not yet reached full optimization due to challenges such as limited network access, low public understanding of procedures, and inconsistent service hours. Overall, the Lantera program can be considered fairly effective in achieving its goal of expanding the coverage of population administration services.
