Abstract

Circulation and abuse of drugs in Pekanbaru city show significant improvement. Theefforts made by the National Narcotics Agency (BNN) in the field of prevention,empowerment, and the eradication has not been able to minimize the number of narcoticabuse in the city of Pekanbaru.Based on data from the Drug Investigation Division PoliceDirectorate Riau and Resta Pekanbaru, cases of drug abuse in Pekanbaru city in 2011 therewere 72 cases with 94 suspects, in 2012 there were 79 cases with 115 suspects, and in 2013as of October there were 102 cases with 129 suspects. Formulation of the problem in thisresearch ishow to role model appropriate policies in combating drug abuse in Pekanbaru city,so the purpose of this research is to find a role model of appropriate policies in combatingdrug abuse in the city of Pekanbaru and to the terms of role models of successfulimplementation of policies to eradicate drug abuse in the city of Pekanbaru.This research is aqualitative research with deskriptive method. This research was donethrough observation,in-depth interviews, Focus Group Discussion and documentation.Techniques of data analysis done by data reduction, organizing the data, and interpretation ofdata. The results of this research show that the efforts made by BNN Pekanbaru city ofprevention, empowerment, and eradication have not been able to minimize of drug abusecases in Pekanbaru city, although the value of the BNN gains of Pekanbaru city average in2012 is 107,5% and in 2013 is 118,34%. So as to minimize the abuse of drugs offered a rolemodel policies based on local wisdom that is returned to the Malay identity by means ofstrengthening traditional values of Malay culture and religious values.Keywords: Rolemodels, narcotics, policy, eradication

Abstract

The basic idea of this article is to examine the policy advocacy process on Winongo settlement arrangement riverbanks in Yogyakarta. Problems settlements along the river Winongo become increasingly critical as more densely populated to cause the symptoms of poverty and slums. This condition is then ignited the presence Arkom and FKWA to show arrangement ideas through policy advocacy process. Therefore, this article will focus on answering two things, there are how the coalition framework was formed and how the coalition manage their belief system, resources and strategies. To answer that questions above, this research was escorted by theory Advocacy Coalition Framework (ACF) of Sabatier and Jenkins Smith. Through the case study method, this research will explore the case of advocacy of policies Winongo settlement on the riverbanks. The results of the research shows that there are two coalitions in structuring settlements along the river Winongo, they are River coalitions and ?Right to the city? coalition. Both are proven to stand on two legs, as a member of the coalition and as a policy broker. This shows that the policy is not just a stage of systemic and technocratic, but the policy is a political process that allows each actor to act politically.

Abstract

The partnership between the Regional Government and the private sector is a step that the Government can take as an effort to cover up the limitations in waste management in the city of Pekanbaru. The dynamics of rapid population growth have had consequences for increasing the volume of garbage to approximately 1,100 tons per day. The Pekanbaru City Government then took steps to implement partnerships with the private sector as an effort to manage waste management. However, the involvement of the private sector in dealing with waste issues actually showed a failure in 2015. In 2018, the Pekanbaru City Government again planned to submit waste management to the private sector. Therefore, this study tries to focus on two formulations of the problem, which is why the Pekanbaru City Government again delegates the authority to manage waste in the city of Pekanbaru to the private sector? And what is the right scheme for government and private partnerships in carrying out waste management in Pekanbaru City? To answer the above questions, this research was escorted by the Reinventing Government theory of David Osborne and Ted Gaebler and also the theory of Public Private Partnership. Through the case study method, this research will explore the partnership between Pekanbaru City Government and the private sector in waste management in Pekanbaru City. The results showed that the objective of the partnership between the Regional Government of Pekanbaru and third parties in waste management in the city of Pekanbaru was to overcome the inability of the Pekanbaru City Government to provide facilities and infrastructure, garbage fleets, human resources and budget constraints. Thus, the logic of this partnership leads to one of the lines of thought offered by Osborn regarding the Catalytic Government (Steering Rather Than Rowing). The scheme of success of the partnership of Pekanbaru City Government and the private sector in waste management needs to pay attention to process factors, partner factors and structural factors. Thus, waste management in the city of Pekanbaru requires a paradigm shift, from being limited to disposal to become a focus on management and utilization.

Abstract

No-smoking areas are a way to reduce health-harming tobacco smoke pollution, tobacco smoke can cause lung cancer, heart disease, asthma in children, and sudden infant death. Non-smoking areas include health service facilities, teaching and learning places and other places as regulated in Pekanbaru Mayor Regulation No. 39/2014 on No Smoking Areas. One of the prohibitions is the installation of cigarette billboards in the No-Smoking Area of Pekanbaru City. However, the supervision is still weak since the Mayor Regulation was implemented until 2019-2020. The local government is still cheating on cigarette billboards in the no-smoking area. Lack of firm sanctions, and a lack of compliance by employers with the Perwako. The formulation of the problem of this research is: "How is Pekanbaru City Government Supervision of the Ban on the Installation of Cigarette Cigarette Billboards in Non-Smoking Areas in 2019-2020?" This study aims to analyze and describe the supervision of the Pekanbaru City government against the prohibition of installing cigarette billboards in smoke-free areas in 2019-2020. This research is a descriptive research using a qualitative approach. Data collection techniques in this study using interview techniques, observation and documentation, data analysis used is qualitative analysis. The findings can be concluded that Pekanbaru City Government's Supervision of the Prohibition of Cigarette Billboards in the No-Smoking Area of Pekanbaru City is still classified as weak, even though 1) The government has a standard of supervision in accordance with the Regulation of the Mayor of Pekanbaru No. 39/2014 on No Smoking Areas. 2) the supervisory measurement system is to monitor every working day (Monday-Friday) in the administrative area of Pekanbaru City and coordinate with other agencies; 3) However, in the measurement, the implementation of the supervision is still not optimal so that there are cigarette billboards displayed in the KTR area; 4) as for the analysis of the causes of deviation from the supervisory standards, namely lack of human resources, less than optimal personnel performance, low level of entrepreneur compliance, lack of coordination between government agencies, local government political interests and weak application of sanctions; 5) corrective action taken by the government in the form of intensive future supervision, additional human resources and budget, increasing intergovernmental coordination and imposing strict sanctions.Keywords: Standard Setting, Measurement Determination, Implementation Measurement, Comparative Implementation, and Corrective Action Taking

Abstract

Penelitian ini dimaksudkan untuk melihat eksistensi kearifan lokal dalam kebijakan pariwisata di Kabupaten Siak, Provinsi Riau. Ide dasar tulisan ini berangkat dari kegelisahan dalam mengamati fenomena pengembangan pariwisata berbasis kearifan lokal yang mulai ditinggalkan. Kearifan lokal dianggap kuno dan tidak menarik menyebabkan tidak banyak daerah yang mengembangkan pariwisata berbasis kearifan lokal. Terlebih dalam era globalisasi, kekhawatiran akan pudarnya kearifan lokal yang dikelilingi oleh budaya barat menjadi tantangan tersendiri bagi eksistensi kearifan lokal. Namun berbeda yang terjadi di Kabupaten Siak, kearifan lokal justru menjadi kekuatan dalam kebijakan pariwisata. Sehingga menjadi penting untuk melacak lebih jauh penguatan kearifan lokal dalam kebijakan pariwisata di Kabupaten Siak. Penelitian ini merupakan penelitian kualitatif melalui pendekatan studi kasus. Penelitian ini dilakukan melalui teknik observasi, wawancara mendalam, dokumentasi. Data yang sudah dikumpulkan kemudian dianalisis dengan mengatur, mengurutkan, mengelompokkan, memberi kode/tanda, dan mengkategorikan data sehingga diperoleh temuan yang sesuai dengan masalah yang ingin dijawab. Hasil penelitian menunjukkan bahwa secara formalitas kearifan lokal dalam pengembangan pariwisata di Kabupaten Siak masih terbukti eksis. Namun secara substansi, nilai-nilai kearifan lokal mulai mengalami perubahan seiring dengan tidak dilibatkannya Lembaga Adat Melayu dalam pengembangan pariwisata di Kabupaten Siak. Secara konteks, masyarakat mendukung pelaksanaan kebijakan pengembangan pariwisata berbasis budaya melayu. Sedangkan pada sisi input, proses dan produk menunjukkan bahwa pengembangan pariwisata berbasis kearifan lokal masih memerlukan perbaikan pada sisi kualitas SDM, koordinasi antar lembaga dan pelestarian nilai budaya.

Abstract

The number of Covid-19 cases in Indonesia is still high. One of the efforts made by the government is vaccination. As one of the cities with high enough Covid-19 cases, Pekanbaru City has also implemented a vaccination policy. One of the priority targets for vaccination in Pekanbaru City is the Elderly Community. However, the reality is that many older people still have not received the vaccination according to the target set. This study aims to determine the factors that influence the implementation of vaccination for the elderly and to see further how the relationship between the Central Government and Local Government in the implementation of vaccination policy. This study uses a qualitative method by collecting data from informants and various documents. The data obtained were then analyzed using a predetermined theory. The results of this study, the number of elderly who received the vaccine decreased in stage II. Factors that become obstacles in the implementation of vaccination for the elderly such as body conditions are not recommended and the lack of public confidence in the quality of vaccines. Public distrust will affect the success of a policy. Thus, clear information is needed regarding the safety of vaccination for the elderly.

Abstract

The partnership in waste management carried out by the Pekanbaru City Government is not without reason. The issue of waste has become a frightening specter that if it is not immediately managed properly it will increasingly reach a tipping point. However, it must be recognized that the Regional Government is faced with limitations in managing waste, thus establishing partnerships with the private sector. This research is here to see to what extent the shared authority covers limitations through the perspective of policy implementation. The problem will be dissected through David C. Korten’s policy implementation theory. Various data obtained from the case study method are then developed with theory in order to obtain a comprehensive conclusion. The results showed three important things. First, the compatibility between the program and the beneficiaries. The reality in the field shows that some of the programs that have been designed and outlined by law are already very comprehensive. Second, the compatibility between the program and the implementing organization. This point examines the compatibility between ideas and plans that have been prepared by the government and the capabilities of the implementing organization. PT. Samhana Indah as the implementer of waste management in the zone I zone is a financially well-established company, has an adequate transportation fleet, and is experienced in work management. Third, the compatibility between the user groups and the implementing organization. The private sector has done the work according to work standards and brought benefits to the surrounding community. Kemitraan dalam pengelolaan sampah yang dilakukan oleh Pemerintah Kota Pekanbaru bukan tanpa alasan. Persoalan sampah telah menjadi momok menakutkan yang jika tidak segera dikelola dengan baik maka akan semakin menuju titik kritis. Namun harus diakui bahwa Pemerintah Daerah dihadapkan pada keterbatasan dalam mengelola sampah, sehingga menjalin kemitraan dengan pihak swasta. Penelitian ini hadir untuk melihat sejauh mana wewenang yang dibagi itu menutupi keterbatasan melalui sudut pandang implementasi kebijakan. Permasalahan akan dibedah melalui teori implementasi kebijakan David C. Korten. Berbagai data yang diperoleh dari metode studi kasus kemudian dikembangkan dengan teori guna memperoleh suatu kesimpulan yang komprehensif. Hasil penelitian menunjukkan tiga hal penting. Pertama, kesesuaian antara program dan penerima manfaat. Kenyataan dilapangan menunjukkan bahwa beberapa program yang telah dirancang dan dituangkan melalui undang-undang sudah sangat komprehensif. Kedua, kesesuaian antara program dengan organisasi pelaksana. Poin ini menguji kesesuaian antara ide dan rencana yang telah disusun oleh pemerintah dengan kemampuan organisasi pelaksana. PT. Samhana Indah selaku pelaksana pengelolaan sampah di wilayah zona I merupakan perusahaan mapan secara finansial, memiliki armada pengangkutan yang memadai, serta berpengalaman dalam hal manajemen kerja. Ketiga, kesesuaian antara kelompok pemanfaat dengan organisasi pelaksana. Pihak swasta telah melakukan pekerjaan sesuai dengan standar kerja dan membawa manfaat kepada masyarakat sekitar.

Abstract

Indragiri Hilir Regency is an area that has palntations wide coconut area with 302.774 Area (Ha) and 317.117 tons of production coconut. So it is not suprising that almost 70% of the people Indragiri Hilir Regency make a living as coconut farmers. However, there is no guarantee the welfare of coconut farmers in Indragiri Hilir Regency because of the presence of problems that result in a decrease in the level of welfare coconut farmers in Indragiri Hilir Regency. Where is the rate drop the welfare of coconut farmers is caused by the problems that are found in the value chain of coconut production in Indragiri Hilir Regency. Therefore, this research was conducted to find out how the Local Government is improving the welfare of coconut farmers through the calue chain of coconut production in Indragiri Hilir Regency and what are the factors an obstacle to the efforts of the regional Government in improving the welfare of farmers coconut in Indragiri Hilir Regency. This research was conducted using a qualitative research approach with the type of descriptive research. With data collection techniques through interviews and documentation.            The result of this study indicate that the government’s efforts in improving the welfare of coconut farmers through the production value chain coconut in Indragiri Hilir Regency include: 1) Government’s efforts as a regulator of the input-output structure which is carried out by establishing regulations relating to the problems of the input-output stucture that can be resulting in a decrease in the level of welfare of coconut farmers, 2) government efforts as Upgrading Facilitator, which is done by making dike and normalization of smallholder coconut plantation ditches, plantation rejuvenation community coconut, coconut production processing, and training of coconut farmers, 3) Government efforts as Facilitator of value chain breaking collectors (tauke) which is done by establishing and utilizing Bumdes in every village in Indragiri Hilir Regency, and 4) Government Efforts as a stakeholder dynamism carried out by conducting socialization, deliberation and cooperating with stakeholders to encourage the contribution of parties involved in a coconut production value chain to increase welfare of coconut farmers. While the inhibiting factors contained in local government efforts in improving the welfare of coconut farmers, namely : contained in the lack of budget, lack of human resources, and limited facilities and infrastucture. .   Keywords : Local Government, Welfare, Coconut Farmers.
