Abstract

This research aims to explore the implementation of Corporate University in the Human Resources Development Agency (BPSDM) of East Java Province and its impact on improving the performance of regional apparatus organizations in the East Java region. The research method used is qualitative with a case study approach. Data was collected through in-depth interviews with key stakeholders, participatory observation, and analysis of documents related to the implementation of Corporate University. The research results show that the implementation of Corporate University in BPSDM East Java Province has made a positive contribution to improving the performance of regional apparatus organizations. These findings were obtained through identifying the success of training programs, increasing employee competency, and the effectiveness of the learning methods applied. The implications of these findings for increasing the capability and efficiency of regional apparatus organizations in East Java Province are also discussed in depth. This research confirms that the Corporate University can be an effective instrument in encouraging increased performance of public sector organizations. Discussion of the interaction between the Corporate University and regional organizations is the main focus in analyzing the positive impacts produced. Suggestions are given to further optimize certain aspects in the implementation of Corporate University to ensure sustainability and continuous improvement in the context of human resource development in similar organizations. ABSTRAKPenelitian ini bertujuan untuk mendalami penerapan Corporate University di Badan Pengembangan Sumber Daya Manusia (BPSDM) Provinsi Jawa Timur dan dampaknya terhadap peningkatan kinerja organisasi perangkat daerah di wilayah Jawa Timur. Metode penelitian yang digunakan adalah kualitatif dengan pendekatan studi kasus. Data dikumpulkan melalui wawancara mendalam dengan pemangku kepentingan utama, observasi partisipatif, dan analisis dokumen terkait implementasi Corporate University. Hasil penelitian menunjukkan bahwa penerapan Corporate University di BPSDM Provinsi Jawa Timur telah memberikan kontribusi positif terhadap peningkatan kinerja organisasi perangkat daerah. Temuan ini diperoleh melalui identifikasi keberhasilan program pelatihan, peningkatan kompetensi pegawai, dan efektivitas metode pembelajaran yang diterapkan. Implikasi temuan ini terhadap peningkatan kapabilitas dan efisiensi organisasi perangkat daerah di Provinsi Jawa Timur juga dibahas secara mendalam. Penelitian ini menegaskan bahwa Corporate University dapat menjadi instrumen efektif dalam mendorong peningkatan kinerja organisasi sektor publik. Pembahasan mengenai interaksi antara Corporate University dengan organisasi perangkat daerah menjadi fokus utama dalam menganalisis dampak positif yang dihasilkan. Saran diberikan untuk lebih mengoptimalkan aspek-aspek tertentu dalam implementasi Corporate University guna memastikan keberlanjutan dan perbaikan berkelanjutan dalam konteks pengembangan sumber daya manusia di organisasi sejenis.

Abstract

This study aims to analyze the effectiveness of training programs organized by the Human Resources Development Agency (BPSDM) of East Java Province through a qualitative case study approach. The main focus of this study is to explore participants' perceptions of the quality of training and to assess the extent to which the training results are implemented in the work environment. Data were collected through in-depth interviews, documentation studies, and limited observations of training participants, instructors, organizers, and direct superiors of participants in various Regional Apparatus Organizations (OPD). The results showed that most participants considered the training materials relevant to their job duties, especially in technical and managerial training. The quality of facilitators, especially experienced instructors, was also considered to be very supportive of learning success. However, obstacles were still found in the implementation of training results such as limited facilities, a work culture that was resistant to change, and a lack of structural support. These findings emphasize the importance of training planning based on needs analysis, an adult learning approach, and post-training work environment support. This study provides recommendations for BPSDM to strengthen training needs assessment, optimize practice-based training methods, and encourage institutional commitment to training transfer in work units. With a holistic approach, ASN training is not only a routine activity, but is able to provide real contributions to improving organizational performance. ABSTRAKPenelitian ini bertujuan untuk menganalisis efektivitas program pelatihan yang diselenggarakan oleh Badan Pengembangan Sumber Daya Manusia (BPSDM) Provinsi Jawa Timur melalui pendekatan kualitatif studi kasus. Fokus utama penelitian ini adalah menggali persepsi peserta terhadap kualitas pelatihan serta menilai sejauh mana hasil pelatihan tersebut diimplementasikan di lingkungan kerja. Data dikumpulkan melalui wawancara mendalam, studi dokumentasi, dan observasi terbatas terhadap peserta pelatihan, widyaiswara, penyelenggara, dan atasan langsung peserta di berbagai Organisasi Perangkat Daerah (OPD). Hasil penelitian menunjukkan bahwa sebagian besar peserta menilai materi pelatihan relevan dengan tugas jabatan mereka, terutama dalam pelatihan teknis dan manajerial. Kualitas fasilitator, khususnya widyaiswara berpengalaman, juga dinilai sangat mendukung keberhasilan pembelajaran. Namun, masih ditemukan hambatan dalam implementasi hasil pelatihan seperti keterbatasan fasilitas, budaya kerja yang resisten terhadap perubahan, serta kurangnya dukungan struktural. Temuan ini menegaskan pentingnya perencanaan pelatihan yang berbasis analisis kebutuhan, pendekatan pembelajaran orang dewasa, dan dukungan lingkungan kerja pasca-pelatihan. Penelitian ini memberikan rekomendasi agar BPSDM memperkuat training need assessment, mengoptimalkan metode pelatihan berbasis praktik, serta mendorong komitmen institusi terhadap transfer pelatihan di unit kerja. Dengan pendekatan holistik, pelatihan ASN tidak hanya menjadi kegiatan rutin, tetapi mampu memberikan kontribusi nyata terhadap peningkatan kinerja organisasi.

Abstract

This research aims to investigate the role of communication and collaboration in managing training risks at the Human Resources Development Agency (BPSDM) of East Java Province. Employing a qualitative approach, data were collected through in-depth interviews and document analysis from various stakeholders involved in the risk management process. The literature review delineates the concepts of risk management, communication, collaboration, and their interplay in the context of risk management. Findings indicate that effective communication and close collaboration among stakeholders play a pivotal role in identifying, evaluating, and managing training risks. These findings provide insights into factors influencing the quality of training risk management at BPSDM East Java Province. Practical implications of this research include recommendations for enhancing communication and collaboration practices in training risk management, as well as directions for further research in similar contexts. ABSTRAKPenelitian ini bertujuan untuk menginvestigasi peran komunikasi dan kolaborasi dalam pengelolaan risiko pelatihan di Badan Pengembangan Sumber Daya Manusia (BPSDM) Provinsi Jawa Timur. Dengan menggunakan pendekatan kualitatif, data dikumpulkan melalui wawancara mendalam dan analisis dokumen dari berbagai pemangku kepentingan yang terlibat dalam proses pengelolaan risiko pelatihan. Tinjauan pustaka menguraikan konsep manajemen risiko, komunikasi, kolaborasi, serta keterkaitannya dalam konteks pengelolaan risiko. Hasil penelitian menunjukkan bahwa komunikasi yang efektif dan kolaborasi yang erat antara berbagai pemangku kepentingan memainkan peran kunci dalam identifikasi, evaluasi, dan pengelolaan risiko pelatihan. Temuan ini memberikan wawasan mendalam tentang faktor-faktor yang mempengaruhi kualitas pengelolaan risiko pelatihan di BPSDM Provinsi Jawa Timur. Implikasi praktis dari penelitian ini termasuk rekomendasi untuk meningkatkan praktik komunikasi dan kolaborasi dalam pengelolaan risiko pelatihan, serta arahan bagi penelitian selanjutnya dalam konteks yang sama atau sejenis.
