Abstract

To build physical needs usually will be easier than to build human resources. The state of development in very country will be identified by the state of their human resources. It is, therefore, important to develop human resources to be skilfull in many fields. When economic affairs are considered as the strategic basic of national development program, building human resources must be understood as the most strategic conditions to get the ideals of every nation.

Abstract

This research aims to explore the implementation of Corporate University in the Human Resources Development Agency (BPSDM) of East Java Province and its impact on improving the performance of regional apparatus organizations in the East Java region. The research method used is qualitative with a case study approach. Data was collected through in-depth interviews with key stakeholders, participatory observation, and analysis of documents related to the implementation of Corporate University. The research results show that the implementation of Corporate University in BPSDM East Java Province has made a positive contribution to improving the performance of regional apparatus organizations. These findings were obtained through identifying the success of training programs, increasing employee competency, and the effectiveness of the learning methods applied. The implications of these findings for increasing the capability and efficiency of regional apparatus organizations in East Java Province are also discussed in depth. This research confirms that the Corporate University can be an effective instrument in encouraging increased performance of public sector organizations. Discussion of the interaction between the Corporate University and regional organizations is the main focus in analyzing the positive impacts produced. Suggestions are given to further optimize certain aspects in the implementation of Corporate University to ensure sustainability and continuous improvement in the context of human resource development in similar organizations. ABSTRAKPenelitian ini bertujuan untuk mendalami penerapan Corporate University di Badan Pengembangan Sumber Daya Manusia (BPSDM) Provinsi Jawa Timur dan dampaknya terhadap peningkatan kinerja organisasi perangkat daerah di wilayah Jawa Timur. Metode penelitian yang digunakan adalah kualitatif dengan pendekatan studi kasus. Data dikumpulkan melalui wawancara mendalam dengan pemangku kepentingan utama, observasi partisipatif, dan analisis dokumen terkait implementasi Corporate University. Hasil penelitian menunjukkan bahwa penerapan Corporate University di BPSDM Provinsi Jawa Timur telah memberikan kontribusi positif terhadap peningkatan kinerja organisasi perangkat daerah. Temuan ini diperoleh melalui identifikasi keberhasilan program pelatihan, peningkatan kompetensi pegawai, dan efektivitas metode pembelajaran yang diterapkan. Implikasi temuan ini terhadap peningkatan kapabilitas dan efisiensi organisasi perangkat daerah di Provinsi Jawa Timur juga dibahas secara mendalam. Penelitian ini menegaskan bahwa Corporate University dapat menjadi instrumen efektif dalam mendorong peningkatan kinerja organisasi sektor publik. Pembahasan mengenai interaksi antara Corporate University dengan organisasi perangkat daerah menjadi fokus utama dalam menganalisis dampak positif yang dihasilkan. Saran diberikan untuk lebih mengoptimalkan aspek-aspek tertentu dalam implementasi Corporate University guna memastikan keberlanjutan dan perbaikan berkelanjutan dalam konteks pengembangan sumber daya manusia di organisasi sejenis.

Abstract

Konsep Corporate University di Badan Pendidikan dan Pelatihan Pemeriksaan Keuangan Negara telah berjalan beberapa tahun. Hal unik yang membedakan dengan sebelumnya adalah adanya pendekatan self learning, social learning dan praktical learning. Social learning adalah jembatan antar self learning dan practical learning. Dari dinamika yang ada muncul tantangan dalam mendukung efektivitas Corporate University yaitu sejauhmana social learning dapat diterapkan secara optimal, serta kompetensi apa sajakah yang perlu yang diperlukan. Penelitian ini bertujuan untuk mengetahui dalam bentuk apa saja social learning dapat diterapkan, kompetensi apa yang perlu dioptimalkan, dan kompetensi apa yang perlu ditambahkan. Penelitian ini menggunakan metode deskriptif kualitatif yang didukung data dan informasi kuantitatif. Penelitian menyimpulkan bahwa social learning yang diaktualisasikan dalam bentuk coaching dan mentoring dapat dilaksanakan tidak hanya pada sesi social learning yang formal, juga dapat diterapkan pada pembelajaran di kelas dan praktik di lapangan dimana coaching lebih sesuai diarahkan pada motivasi sedangkan mentoringpada hal-hal bersifat teknis. Penelitian juga menyimpulkan bahwa terdapat empat kompetensi yang perlu dioptimalkan yaitu mendengarkan aktif, membangun kesadaran, memfasilitasi perkembangan coachee dan membangun kepercayaan dan rasa aman. Kompetensi-kompetensi tersebut juga dapat diterapkan pada proses mentoring disamping kompetensi substansi yang harus dimiliki mentor. Beberapa kompetensi lain yang perlu ditambahkan adalah mengelola empati, manajemen waktu, pemahaman atau pengalaman terhadap substansi, serta pengelolaan diri coach/mentor.The concept of Corporate University at the Education and Training Board of State Financial Audit has been running for several years; the unique thing that distinguishes it from the previous mechanism is the approach of self-learning, social learning, and practical learning where social learning bridging self-learning, and practical learning. Looking at the existing dynamics, a challenge arises: how far can social learning be implemented optimally, and what competencies are needed? This research aims to find out in what forms social learning can be applied, what competencies need to be optimized, and what competencies need to be added. This study uses a qualitative descriptive method supported by quantification data or information. The research concludes that social learning which is actualized in the form of coaching and mentoring can be implemented not only in formal social learning sessions, it can also be applied to classroom learning and practice in the field where coaching is more appropriately directed at motivation while mentoring is aimed at technical matters. The research also concluded that four competencies need to be optimized, namely Listening Actively, Evoking Awareness, Facilitating Growth, and Cultivating Trust and Safety. These competencies can also be applied to the mentoring process besides the substantive competencies that mentors must have. Some other competencies that need to be added are managing empathy, managing time, understanding or experiencing the substance, and managing the self of the coach/mentor

Abstract

Pemanfaatan teknologi informasi dan komunikasi merupakan kunci dalam mempercepat perbaikan kinerja birokrasi dan tata kelola pemerintahan. Sistem pemerintahan berbasis elektronik telah menjadi upaya strategis pemerintah dalam memperkuat aparatur negara, di mana Pejabat Pengelola Informasi dan Dokumentasi (PPID) memainkan peran vital. Meskipun banyak manfaat yang ditawarkan, penerapan PPID masih menghadapi tantangan signifikan, terutama terkait dengan keterbatasan kapasitas sumber daya manusia dalam mengelola informasi yang dibutuhkan masyarakat. Penelitian ini bertujuan untuk menemukan solusi dalam memperkuat kelembagaan PPID di Provinsi Nusa Tenggara Barat. Dengan menggunakan metode penelitian kualitatif deskriptif, penelitian ini melibatkan enam Badan Publik yang dikategorikan dari Informatif hingga Tidak Informatif sebagai sampel. Data dikumpulkan melalui observasi, wawancara, dan dokumentasi, yang kemudian dianalisis menggunakan teknik Reduksi Data, Display Data, dan Verifikasi Data. Hasil penelitian menunjukkan bahwa setiap Badan Publik telah menjalankan keterbukaan informasi sesuai dengan amanat undang-undang, baik secara langsung maupun melalui media online, dengan fokus pada penyebaran informasi melalui website PPID masing-masing. Kendala utama yang dihadapi oleh Badan Publik adalah keterbatasan anggaran, infrastruktur teknologi, dan minimnya pengembangan sumber daya manusia (SDM), terutama pada Badan Publik dengan kategori non-informatif. Penelitian ini merekomendasikan strategi penguatan kelembagaan melalui peningkatan alokasi anggaran, pengembangan kapasitas SDM, pembaruan infrastruktur teknologi, serta kolaborasi dengan lembaga eksternal. Implementasi strategi ini diharapkan dapat meningkatkan kinerja PPID dan mendorong terciptanya tata kelola pemerintahan yang lebih transparan, akuntabel, dan responsif terhadap kebutuhan masyarakat.

Abstract

The monitoring and evaluation (M&E) of post-competency development (postcomdev) are essential for assessing its benefits and impacts, typically conducted by training organizers. A prior survey found that most health human resources (HR) participants created follow-up plans under their supervisors' guidance and documented their involvement using simple checklists. However, there is no systematic monitoring of post-comdev, nor are there updated procedures in place. To address these issues, COVI Srondol (Collaboration for monitoring and evaluation of post-competency development, a Strategy supported by Information and Technology, initiated in Srondol) will be designed as an alternative approach. This research explores the feasibility of developing the COVI Srondol strategy as a guideline for post-comdev M&E in accelerating the Central Java Corporate University (Jateng Corpu). Using a mixed-method approach, the authors identified the M&E models applied in 36 health offices, across Central Java and integrated them with qualitative analysis results from selected informants using purposive and snowball sampling techniques. The findings indicate that, despite a limited understanding of Jateng Corpu among informants, 50% agreed that post-comdev M&E could accelerate its development. While most health HR informants (64%) conducted post-comdev evaluations, these did not fully assess effectiveness or impact. Institutions such as the Regional Civil Service Agency (BKD), the Central Java Regional Human Resources Development Agency (BPSDMD), and the Health Training Center (Bapelkes) perform annual evaluations but lack proper monitoringmechanisms. Thus, the COVI Srondol strategy presents an opportunity to bedeveloped as a comprehensive framework to enhance post-comdev M&E, ultimately supporting Jateng Corpu.

Abstract

The decentralization of educational functions is one of crucial issues in the current era. The practice of centralized education management in the previous period constituted the main obstacle in recuperating educational quality nation-wide, and simultaneously, has tended to weaken the capacity of local government. In line with the policy of extended decentralization, most of education authorities are supposed to be reassigned to the District/City Government, or even to the school. It is believed to be the best way to generate the following advantages: improving decision-making process; promoting education management based on local content and local characteristics; and empowering the potency of local people. As one of the richest provinces in Indonesia, East Kalimantan Province is demanded to realize such education reform. The main challenge is how to strengthen the role of education in budding quality, relevance, management efficiency, and equity of education access for all community members. How does East Kalimantan Province implement such challenges, and what does decentralization of educational functions look like? This paper tries to scrutinize those queries.

Abstract

Since 1999, efforts to change to the application of performance management systems are integrated with planning and budgeting systems in Bank Indonesia continues to be done. This effort is taken to maintain the continuity and sustainability of the achievement of organizational goals and the achievement of optimal high-performance organization. Systems Planning, Budget and Performance Management (SPAMK) based on the Balanced Scorecard (BSC) initially encountered many obstacles. Generally, the constraints are not on the technical aspects, but rather on non-technical aspects such as culture and behavior. The key to successful integration of planning and budgeting systems with performance management at Bank Indonesia lies in the changing work culture and mindset. Nevertheless, changes in work processes through integration with information technology (information technology) are also important. By using a search technique a variety of documents / literature (documentary research) and through several stages of workshops held both in the Bank Indonesia and the LAN as well as in other institutions, this study managed to dig up important information related to the possible application in government institution. The main purpose of this paper is to find out how the integration of planning, budgeting and performance management at Bank Indonesia. In addition, to find out how the impact caused by the application of these SPAMK and possible application in the government environment.Keywords: Strategic Planning, Budgeting, Performance Management, Balanced Scorecard, Key Performance IndicatorsSejak 1999, upaya perubahan terhadap penerapan sistem manajemen kinerja yang terintegrasi dengan sistem perencanaan dan penganggaran di Bank Indonesia terus dilakukan. Upaya ini ditempuh untuk menjaga kontinuitasStrategis dan keberlanjutan pencapaian tujuan organisasi secara optimal dan pencapaian kinerja organisasi yang tinggi. Sistem Perencanaan, Anggaran, dan Manajemen Kinerja (SPAMK) yang berbasis Balanced Scorecard (BSC) pada awalnya menemui banyak kendala. Umumnya, kendala tersebut bukan pada aspek teknis, namun lebih pada non teknis seperti aspek budaya dan perilaku. Kunci sukses integrasi sistem perencanaan dan penganggaran dengan manajemen kinerja di Bank Indonesia terletak pada perubahan budaya kerja dan pola pikir. Meskipun demikian, perubahan pada proses kerja melalui integrasi dengan teknologi informasi (information technology) juga penting. Dengan menggunakan teknik penelusuran berbagai dokumen/literatur (documentary research) dan melalui beberapa tahap workshop yang diselenggarakan baik di Bank Indonesia dan LAN maupun di instansi lain, kajian ini berhasil menggali informasi penting terkait dengan kemungkinan penerapannya di intansi pemerintah. Tujuan utama dari penulisan ini adalah mengetahui bagaimana integrasi sistem perencanaan, penganggaran dan manajemen kinerja di Bank Indonesia. Abstract

This paper aims to describe the importance of transformational leadership role in encouraging and influencing organizational change in the National Institute of Public Administration (LAN). By using data collection method through the stock-taking of various textbooks, journals and documents, as well as the observation in the past year, this paper is expected to provide an overview of how the role of transformational leadership is able to push the organizational changes. The succession of transformational leadership can be seen at least from three important indicators, namely, changing in the organizational structure, products and culture. Analysis demonstrate that change in structure and product are relatively better compared to cultural change. Therefore, LAN's still need to work hard to transform the old habits into the new habits that reflects the expectation of internal and external stakeholders, which is professionalism in performing their duties and functions in research and training and education. Thus, the key to make all of this possible is the transformational leadership which is always ready to lead the change.Keywords: Transformational Leadership, Organizational ChangeTulisan ini bertujuan untuk mendeskripsikan pentingnya peran kepemimpinan transformasional dalam mendorong dan mempengaruhi perubahan organisasi di Lembaga Administrasi Negara. Dengan menggunakan metode pengumpulan data melalui stock-taking dari berbagai textbook, jurnal dan dokumen yang ada, serta dengan melakukan observasi dalam kurun waktu setahun terakhir, tulisan ini diharapkan dapat memberikan gambaran mengenai bagaimana peran kepemimpinan transformasional mampu mendorong terjadinya perubahan organisasi. Keberhasilan ini setidaknya dapat dilihat dari tiga indikator penting yaitu perubahan struktur, produk dan kultur. Dua indikator perubahan yang pertama, yaitu struktur dan produk, relatif lebih baik jika dibandingkan dengan perubahan kultur, dimana LAN masih harus bekerja keras untuk merubah kebiasaan lama (breaking habit) yang selama ini dilakukan menjadi kebiasaan baru yang mencerminkan harapan stakeholder baik internal maupun eksternal yaitu: profesionalisme dalam menjalankan tugas dan fungsi di bidang kajian dan kediklatan. Kunci dari semuanya itu adalah kepemimpinan transformasional yang selalu siap dalam memimpin perubahan.Kata Kunci: Kepemimpinan Transformasional, Perubahan Organisasi
