Abstract

With the dominance of top-down development, the aspirations of the community's ideas in every stage of construction development are not perfectly absorbed, resulting in community antipathy towards every government policy. Therefore, to recreate public sympathy, the government released a program to strengthen village governance and development (P3PD) or better known as the village fund program. The AHP (Analytical Hierarchy Process) method is used to analyze the results of the questionnaire so that the weight value of the criteria and sub criteria can be known as the basis for selecting the implementation of construction activities. Based on the results of the analysis, the weight value of the criteria can be found as follows: quality criteria are the main criteria in the selection of construction projects with a weight of 0.235, cost with a weight of 0.203, time with a weight of 0.192, community participation with a weight of 0.144, labor with a weight of 0.117 and administration with a weight of 0.110.

Abstract

Metode multichannel analysis of surface waves (MASW) menggunakan gelombang permukaan frekuensi rendah untuk mengkarakterisasi lapisan bawah permukaan yang dangkal. Metode ini merupakan alat yang sangat berguna dalam rekayasa geoteknik untuk mengevaluasi kualitas tanah dan memetakan karakteristik lapisan sedimen atas. Terlepas dari efisiensinya, produktivitas MASW konvensional yang terbatas karena proses akuisisi datanya yang relatif lambat, menjadi tantangan tersendiri untuk dikembangkan, terutama untuk proyek-proyek berskala besar. Untuk mengatasi masalah ini, kami memperkenalkan analisis multisaluran gelombang permukaan dengan menggunakan teknik dual streamer (MASW-DS) untuk meningkatkan produktivitas kerja lapangan. Pendekatan ini melibatkan penarik dua streamer geofon darat paralel di belakang truk dan secara bersamaan memungkinkan akuisisi data MASW dengan satu sumber, yang diaktifkan di antara dua pita darat. Studi kami mengevaluasi akurasi dan efektivitas teknik MASW-DS yang diusulkan melalui serangkaian tes data sintetis dan data nyata dan menunjukkan potensinya untuk mempercepat survei yang menghasilkan pengurangan biaya proyek. Selain itu, penelitian ini menunjukkan bahwa MASW-DS memberikan kinerja yang sebanding dengan MASW konvensional, bahkan pada kondisi geologi yang menantang. Teknik yang diusulkan menunjukkan perbedaan yang tidak signifikan secara statistik pada kurva dispersi yang diperoleh (perbedaan absolut rata-rata sebesar 1,92%) dan berhasil mereproduksi profil gelombang-S yang dihasilkan dari penggunaan MASW konvensional, dalam kerangka akurasi yang dapat diterima oleh para insinyur. Hasil yang diberikan membuktikan keandalan teknik MASW-DS untuk karakterisasi bawah permukaan sekaligus mencapai penghematan waktu akuisisi yang signifikan. Dengan demikian, teknik MASW-DS yang diusulkan dapat digunakan sebagai alat yang berharga dan efektif untuk investigasi geoteknik dan proyek-proyek teknik sipil di seluruh dunia.

Abstract

This research aims to determine community empowerment-based self-management construction projects and contractual-based construction projects in Sumenep District, using the AHP (Analytical Hierachy Process) method. The AHP method is used to analyze the results of the questionnaire so that the weight value of the criteria and sub criteria can be known as the basis for selecting the implementation of construction activities. Based on the results of the analysis of alternative construction implementation contractual weight is 0.501 and community empowerment is 0.499. The implementation of contractual-based construction projects is preferred with consideration of a more organized implementation, both in time (time schedule) and regulations governing it such as sanctions and fines when there are obstacles in the field being part of the responsibility for the implementation of contractual-based construction. Contractual-based construction implementation tends to be more organized and in accordance with strict schedules and regulations, including sanctions and fines if there are obstacles in the field. In contrast, self-managed construction based on community empowerment, such as in the village fund program, often has leeway in terms of a longer implementation period and supervision carried out by the community itself, not by experts. Thus, stakeholders are expected to clarify the regulations governing which works are carried out in a self-managed manner and which works are carried out contractually in government programs.
