Abstract

This work investigated the dangal (dignity) of barangay workers amid the COVID-19 pandemic in the Philippines. The study aimed to know what is dangal for barangay workers during the pandemic, what factors enhanced and limited their dangal, and how can their dangal be promoted. This research is significant due to lack of studies about the personnel serving in barangays - the smallest local government unit in the country. Barangay officials, employees, and volunteers were interviewed, and their responses were evaluated based on themes. Analysis of data revealed that barangay workers had to face several risks and challenges amid their longing to fulfill their duties and responsibilities as public servants. They employed various coping mechanisms although such were insufficient to adequately promote their dignity. Dangal for barangay workers has external and internal domains. The external domain is comprised of their physiological needs and social identity. In the internal domain, dangal is affected by self-fulfillment in performing duties and responsibilities, especially through pakikipagkapwa or the provision of services and assistance to community members. To promote the barangay worker’s dangal; national, provincial, city, and municipal policies must be implemented. For the external domain, remuneration, compensation, benefits, and recognition must be provided. For the internal domain, it is critical that they thrive in an environment that discourages corruption and support actions that reflect honor, excellence, and integrity.

Abstract

There is a lack of study on the nature and scope of discrimination experienced by biracial children in the Philippines. Aiming to contribute to filling the gap, this article draws from a doctoral thesis that used an indigenous Filipino research approach to investigate Filipino biracial children’s view of their dignity. Biracial children from poor neighborhoods in Angeles City participated in the study. Their caregivers and some community members were also interviewed. The research found that colonial beliefs and practices led to formation of biases which triggered the discrimination experienced by the biracial child participants and negatively affected their dignity. The biases were manifested during incidences of bullying and name-calling, cultural/racial stereotyping, social stigma, not being consulted, and corporal punishment. Recommended measures to address discrimination include access to education and promotion of pakikipagkapwa (treating others as fellow human being).

Abstract

This study aims to explore the Philippine eTravel System from the users’ perspective. The PH eTravel System is an electronic platform that is supposed to help international passengers expedite their travel processes. The authors employed Design Thinking (DT) - an approach that is iterative and centered on humans in solving problems by understanding their needs, creating ideas innovatively, and testing them to arrive at meaningful and effective results. This work was carried through following the various stages of the DT process namely, empathize, define, ideate, prototype, and test. Results of data analysis revealed that the users encounter difficulties such as complicated registration procedure, malfunctions of the system, and accessibility issues specifically with individuals who are not so well versed in technology. At the end of this paper, the authors suggest innovations towards making the travel system more inclusive and user friendly. Recommendations focused on technical and administrative aspects particularly the improvement of the interface, multilingual options, availability of steady connection within airports, and different paper-based forms for special cases.

Abstract

This study examines potential mitigation strategies that effectively address flooding issues during typhoons and heavy monsoon rainfall in Barangay Cabetican, Bacolor, Pampanga, Philippines. The authors collected initial data via extensive interviews with six key informants from the community, who expressed their perceptions of flooding, its effects on residents, and descriptions of existing mitigation efforts. The responses revealed that nature, systems, and people’s behaviors, specifically in waste management, are the primary factors influencing flood control. Employing a design thinking approach, practical, community-driven solutions were developed that align with the United Nations’ 11th Sustainable Development Goal of promoting sustainable practices to strengthen the community’s socio-economic resilience.  A community app and a rewards card were among the proposed solutions to promote proactive barangay efforts towards waste and flood management. The authors recommend actions toward cooperation between the local government unit and the community in addressing proactive measures related to disaster preparedness and flooding alleviation.
