Abstract

Poor women in urban areas are the most marginalized group because they occupy the second class economically and gender-wise. However, it turns out that poor women who are heads of families are the most vulnerable group and find it difficult to escape the poverty trap. The woman who is the head of the family in this study is a woman who is a widow. These poor women carry out a number of roles, namely as head of the household and housewife. This research aims to describe the experiences of poor women who are heads of households. This research will focus on the profile of poor female household heads in urban areas, the causes and shocks experienced by widowed women in facing poverty. The research method used is a feminist methodology. The results of the research show that there are three categories of poor women who have the status of heads of households in the city of Surabaya, namely female heads of households of productive age, potential elderly and non-potential elderly. Non-potential elderly female household heads and productive age female household heads as the sandwich generation are the families most vulnerable to falling into the poverty trap. The causes of poverty among female heads of households are poverty, isolation, helplessness, vulnerability and physical weakness. The shock experienced by female heads of households when they need education and medical expenses.

Abstract

A smart city is an urban policy innovation that can improve the community's quality of life by promoting environmental, social, and economic sustainability issues. The involvement and participation of civil society in developing smart cities is a major issue in implementing inclusive smart cities. However, gender issues are often forgotten in developing sustainable smart cities. This article examines two issues. First, the importance of gender issues integration in the development of sustainable smart cities in Indonesia. Second, the importance of gender mainstreaming policy in the development of smart cities in Indonesia. This is a desk study or literature study. Data were obtained from research results published in national and international journals. Data was obtained through accredited journal search engines, namely google scholar, SagePub and Researchgate. The research results show that development of smart city in Indonesia is not yet gender responsive, causing gender inequality gender and excluding women from development.  To respond to this, thus there is a need for gender mainstreaming policies in developing smart cities through an overview of the challenges of gender mainstreaming in developing smart cities. Thus, this research recommends a gender mainstreaming strategy as a policy in developing smart cities in Indonesia. Gender mainstreaming policy in smart city development need to be to create a smart city life that is just, inclusive and involves women in development.

Abstract

Penelitian ini bertujuan untuk menganalisis transformasi sosial dan relasi kuasa yang terjadi dalam praktik kawin tangkap atau yang dikenal secara lokal sebagai paneta mawinne di Desa Mareda Kalada, Sumba Barat Daya. Paneta mawinne sebagai sebuah tradisi tidak bersifat statis, tetapi mengalami dinamika dan reinterpretasi seiring dengan perubahan zaman. Penelitian ini menggunakan metode kualitatif dengan pendekatan fenomenologi. Data dikumpulkan melalui observasi partisipan, wawancara mendalam dengan 8 informan (mulai dari tetua adat, keluarga pelaku, korban, hingga aparat desa), serta studi dokumen. Hasil penelitian ini menunjukkan bahwa transformasi praktik paneta mawinne terjadi dalam tiga bentuk utama: (1) Pergeseran motif dari legitimasi adat ke motif ekonomi dan penyelesaian “aib” pra-nikah; (2) Penguatan dimensi kekerasan dan koersi fisik dibandingkan dengan simbolisme adat; (3) Peran agensi perempuan yang mulai muncul melalui perlawanan terbuka maupun diam-diam. Selain itu, penelitian ini juga menemukan bahwa relasi kuasa yang terbentuk dari praktik kawin tangkap sangat timpang, didominasi oleh laki-laki dan struktur patriarki adat yang menggunakan narasi “tradisi” untuk melanggengkan hegemoni. Namun demikian, hegemoni ini tidak bersifat absolut. Resistensi dari perempuan, intervensi hukum negara, dan tekanan dari organisasi sipil mulai menciptakan ruang negosiasi baru, meskipun masih sangat terbatas. Karena itu, dapat disimpulkan bahwa paneta mawinne merupakan konstruksi sosial yang dinamis atau “medan pertarungan” antara kekuatan tradisi, kepentingan ekonomi-patriarkal, dan tuntutan modernitas akan hak asasi manusia serta kesetaraan gender.
