Abstract

There is an increased focus on employee performance management by employers, as a tool of improving efficiency of resource allocation and usage in local governments around the world. In an era of instant communication and widely available information, communities demand quality service delivery and they are quick to show their frustrations if their expectations are not met. Performance management has also been shown to increase local government accountability and transparency. The purpose of this article was to review and analyze relevant recent international academic literature to uncover themes and lessons in performance management implementation. A document review, was conducted to determine which studies to include in the literature survey by identifying (1) those published in an English peer reviewed journals on Google Scholar, and (2) those focused on performance management (PM) from an international/global perspective. The literature was classified into themes. In addition to classifying the articles, the paper summarizes the major findings of literature. This study finds that there are many challenges experienced in the implementation of performance management and there tends to be a mismatch of expectations of what performance management means to employees and employers. Also, Politicians dominate the administrative/ bureaucratic arm of local government, frustrating the purpose of performance management. This article also provides recommendations on how to improve the nature of performance management implementation.

Abstract

South African municipalities are mandated to provide accountable governance, ensure sustainable service delivery, promote economic and social development, provide a healthy and safe environment, and include communities in the affairs of local government, as contained in the country’s constitution. However, many municipalities are struggling to provide these services to their residents. Performance management is the tool that can contribute to solving service delivery challenges as the performance management contracts of all municipal employees are meant to be aligned to their Integrated Development Plans. This study investigates how performance management implementation challenges are negatively affecting the ability of KwaDukuza Local Municipality to deliver on their core mandate. The study uses a qualitative methodology with 14 semi-interviews of municipal managers and councillors. It finds that weak institutional capacity, low levels of accountability, poor implementation and poor communication of performance management practices are hindering the KwaDukuza Municipality. The authors recommend that the provincial government increases its support to the local municipality, increased managerial accountability and for managers to be capacitated to implement the performance management systems.

Abstract

This paper highlights several challenges that the adoption and implementation of the seventeen United Nations Sustainable Development Goals (SDGs) pose for South African Higher Education institutions’ (HEIs) curricula design. It also reflects on the experiences of some institutions who have embraced SDGs in their teaching and learning, research, management (governance and operations), and public engagement strategies (Sustainable Development Solutions Network, 2017). SD4 seeks to “ensure inclusive and equitable quality education and promote lifelong learning opportunities for all”. This paper is intended to contribute to policy debates on issues that are seemingly being given little attention in curriculum design, in the advance towards the target 2030 date for achieving SDGs. The research is motivated by the absence of guidelines and frameworks from South African education governing bodies regarding SDGs, leading to knowledge and capacity gaps that frustrate academics who are increasingly being required to include SDGs in their courses. The author uses a qualitative methodology (document review) and focuses on literature published between 2019 and 2023 on the implementation of SDGs into South African curricula. This study recommends that private HEIs be included in the development of SDG governing frameworks and policies. It also recommends that HEIs develop a South African ranking system to track progress towards SDG attainment.

Abstract

Performance management has been practiced in the South African local government sector since the dawn of democracy in 1994. Municipalities have the autonomy to design and implement a performance management system (PMS) that is aligned with the municipal context. The current challenge in South African local government is that there is a lack of information on the effectiveness of performance management implementation at local government. The aim of this article was to provide a synthesis of the latest findings in the performance management literature in South Africa by highlighting themes. The methodology used is qualitative and relies on reviewing literature in the Google Scholar database between 2018 and 2023. This study finds that municipalities struggle with multiple challenges but there is a positive shift occurring in performance management related to a culture of compliance, the building of institutions and the relationship between the political and administrative arms of government.
