Abstract

Pemilukada is a representative of the principle of decentralization which is proclaimed in the form of regional autonomy as stipulated in Law Number 32 of 2004 concerning Regional Government. The rise of money politics and non-neutral bureaucracy are a series of real problems. So what is the concept of post-conflict local elections in Indonesia? Is it ideal or has it degraded democratic values? Is it just a mere expectation? In this research, the approach used is normative juridical, which is based on a literature review regarding the simultaneous regional elections in 2024. The data collection technique and arguments developed in this paper use a research library, namely by collecting various scientific reference sources from primary sources and secondary sources through related writings. The results of the research show that the existence of the Regional Head Election has a degradation side in terms of holding a neutral bureaucracy and intelligent voters. In fact, in terms of expectations, several ideal elements must be fulfilled in holding the Regional Election, both in terms of precise and clear regulations, competent political parties, intelligent voters, as well as independent organizers, and a neutral bureaucracy. So that the constitutional mandate will be achieved and also produce trustworthy leaders, who have integrity and are democratic.

Abstract

Prodi Hukum Pidana Islam telah lama hadir di Fakultas Syari’ah UIN Imam Bonjol Padang dengan nama Jurusan Jinayah Siyasah. Akan tetapi semenjak keluarnya Keputusan Direktur Jenderal Pendidikan Islam Nomor: 3389 Tahun 2013, Jurusan ini dipisahkan menjadi jurusan jinayah dan siyasah. Akibat dari pemisahan ini adalah dibentuknya Prodi Hukum Tata Negara (Siyasah Syari’iyyah) dan hilangnya Prodi Hukum Pidana Islam (Jinayah). Penelitian ini akan melihat bagaimana Eksistensi Prodi Hukum Pidana Islam di Perguruan Tinggi Islam Pasca Pengesahan KUHP Nasional. Dengan menggunakan metode penelitian mixed methods dapat disimpulkan bahwa pertama regulasi pembentukan hukum pidana Islam telah diatur secara legal dalam peraturan perundang-undangan mulai pada hirearki tertinggi sampai terendah. Kedua, tingkat peminatan siswa untuk memilih kuliah pada Prodi Hukum Pidana Islam sangat tinggi karena faktor keilmuan, faktor agama, dan budaya, dan faktor lapangan kerja Ketiga, borang prodi hukum pidana Islam telah memenuhi tiga persyaratan untuk dapat disubmit. Persyaratan pertama pada kriteria kurikulum telah terdapat perbedaan pada poin keunggulan dan keunikan pada hukum acara pidana Islam yang tidak didalami pada Prodi-Prodi Hukum Pidana Islam yang telah ada di PTKIN lainnya. Kriteria kedua yaitu dosen telah memenuhi persyaratan kualitas dan kuantitas bahkan rata-rata dosen yang diusulkan telah dokter bahkan satu orang proffessor. Kriteria ketiga yaitu unit pengelolaan Prodi sangat ideal, karena Fakultas Syari’ah UIN Imam Bonjol Padang merupakan kampus baru dengan fasilitas yang lebih modern dan luas.

Abstract

Diabetic retinopathy (DR) is one of the primary causes of preventable blindness, highlighting the necessity for accurate and automated retinal screening systems. Manual diagnosis through fundus image inspection is time-consuming and prone to subjective interpretation, particularly in regions with limited access to ophthalmic specialists. This study presents a deep convolutional neural network (CNN) approach based on ResNet50 architecture with fine-tuning for multi-class classification of retinal diseases. The proposed model was developed using the APTOS 2019 Blindness Detection dataset, consisting of 3,662 fundus images categorized into five levels of DR severity. A robust preprocessing pipeline, including illumination correction, contrast enhancement, normalization, and extensive data augmentation, was implemented to improve image quality and balance the dataset. The network was trained using the Adam optimizer with a learning rate of 1×10?? and categorical cross-entropy loss for 30 epochs under an 80:20 train–validation split. Experimental evaluation demonstrated high performance with 92.4% accuracy, 0.91 precision, 0.92 recall, 0.91 F1-score, and an AUC of 0.95, outperforming baseline CNN and VGG16 models. Furthermore, Grad-CAM visualization confirmed that the model accurately localized critical retinal regions associated with microaneurysms, hemorrhages, and exudates, enhancing interpretability and clinical trust.
