Abstract

The causes of early marriage are influenced by various factors, including their low level of education which influences their mindset in understanding and comprehending the nature and purpose of marriage as well as parents who are afraid that their children will become spinsters. Research Object: 7 people were informants (primary data) in this research. Objective: This research aims to determine the institutional coordination of the Banjar City government in minimizing the increase in the number of early marriages in 2023.

Abstract

Information technology is not followed by an increase in knowledge, skills and work attitudes of employees in carrying out their duties and responsibilities. In addition, employee performance is affected by good governance which is not optimal due to the absence of transparent data in improving staff quality and lack of employee involvement in the decision-making process and the competence of human resources is not optimal because there are still many employees who do not have a high level of education and the rapid development of information technology is not followed by an increase in knowledge, skills and work attitudes of employees in carrying out their duties and responsibilities. The research was conducted using a quantitative explanatory survey method. The data analysis technique used is descriptive statistics, inferential statistical analysis with multiple regression models. The results of the study inform (1) Good governance has a positive and significant effect on employee performance at the Ciamis District Tourism Office. This means that the better the good governance, the higher the performance of employees at the Ciamis Regency Tourism Office. (2) Competence has a positive and significant effect on employee performance at the Ciamis Regency Tourism Office. This means that the higher the competency, the higher the employee performance at the Ciamis Regency Tourism Office. (3) Good governance and competence have a positive and significant effect on employee performance at the Ciamis District Tourism Office. This means that the better the good governance and competence, the higher the employee performance at the Ciamis Regency Tourism Office.

Abstract

The Indonesian National Sports Committee (KONI) is an authorized institution responsible for the development and advancement of sports achievements in Indonesia. At the regional level, KONI collaborates with the local government in providing facilities, organizing activities, and budgeting funds. One implementation of this role is the development of volleyball teams in Ciamis Regency. Volleyball is a highly popular sport that offers physical, social, and economic benefits to the community. However, the performance of the Ciamis volleyball team in the PORPROV (Provincial Sports Week) event has shown inconsistent results, particularly in the women’s division. This study aims to evaluate the volleyball team development program conducted by KONI Ciamis using a descriptive qualitative approach and the CIPP evaluation model (Context, Input, Process, Product). Data were collected through interviews, observations, and documentation, involving eight informants: the Chair of KONI, Chair of PBVSI, two club owners, two coaches, and two volleyball athletes. Data analysis techniques include: data collection, data reduction, data display, and conclusion drawing with verification. The results show that in the context dimension, the program was formulated collaboratively with clear goals. However, the input dimension still faces challenges in the quality of coaches and limited facilities and infrastructure. The process dimension faces technical challenges such as budget delays. In the product dimension, there are long-term positive impacts, yet the achievements in the women’s division remain suboptimal. Overall, the development program is running fairly well but requires improvements in human resources, facilities, and planning for more equitable and sustainable success.

Abstract

This study aims to find out the causes of the non-optimal implementation of the SIMPELDESA application as an innovation in the implementation of public services by the government of Sumberjaya Village, Cihaurbeuti District, Ciamis Regency. This study uses a qualitative research design. The primary data source was obtained through observation and interviews with seven informants. Secondary data is obtained from documents, laws, and journals that have relevance to the topic of research. Data collection techniques are carried out through observation, interviews and documentation. The data analysis technique uses triangulation techniques consisting of data reduction, data presentation and conclusion drawn. The results of the study show that the implementation of SIMPELDESA as a public service innovation in Sumberjaya village is not optimal. This is evidenced by two indicators that are not optimal, namely Complexity, and Compability. The obstacles that occur are the lack of knowledge, understanding, internet infrastructure, socialization, and education to the community that has not reached the community completely. Efforts to overcome these obstacles are conducting training for village officials, community socialization, hybrid-based services, strengthening digital literacy, improving infrastructure, and developing the SIMPELDESA application to be more efficient, transparent, and accountable.

Abstract

Desa Margajaya telah menggunakan Sistem Informasi Desa (SID) untuk transparansi, namun belum berjalan optimal. Informasi belum sepenuhnya mudah diakses, sering tidak lengkap, dan sulit dipahami. Proses pengambilan keputusan pun kurang terbuka. Hal ini menunjukkan perlunya peningkatan keterbukaan informasi dan partisipasi masyarakat.Penelitian ini bertujuan untuk menganalisis peran Sistem Informasi Desa dalam meningkatkan keterbukaan informasi di Desa Margajaya, Kecamatan Sukadana, Kabupaten Ciamis. Metode penelitian yang digunakan adalah kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi.Hasil penelitian menunjukkan bahwa penerapan Sistem Informasi Desa (SID) di Desa Margajaya dalam mendukung keterbukaan informasi publik belum berjalan optimal. Informasi terkait anggaran, program, dan kegiatan desa memang tersedia, namun belum merata diakses oleh masyarakat karena keterbatasan saluran penyampaian, rendahnya literasi digital, dan belum maksimalnya pemanfaatan media daring. Informasi yang disampaikan juga sering tidak lengkap, kurang diperbarui, serta menggunakan bahasa teknis yang sulit dipahami warga. Selain itu, proses pengambilan keputusan di tingkat desa belum sepenuhnya terbuka, karena sebagian besar warga hanya mengetahui hasil akhir tanpa memahami tahapan yang dilalui. Hambatan-hambatan tersebut mencakup keterbatasan sumber daya manusia, fasilitas, dan kesadaran akan pentingnya keterbukaan. Meskipun begitu, pemerintah desa telah melakukan beberapa upaya seperti menyampaikan informasi melalui musyawarah, papan pengumuman, dan grup WhatsApp. Hal ini menunjukkan bahwa meski prinsip transparansi mulai diterapkan, masih diperlukan perbaikan sistem dan strategi komunikasi agar keterbukaan informasi di Desa Margajaya dapat terwujud secara menyeluruh dan efektif.Berdasarkan hasil penelitian, beberapa saran yang dapat diberikan antara lain pemerintah Desa Margajaya perlu meningkatkan penyebaran informasi melalui berbagai saluran, baik manual maupun digital, agar dapat menjangkau seluruh lapisan masyarakat secara merata. Penggunaan bahasa yang sederhana dan mudah dipahami harus menjadi prioritas dalam setiap penyampaian informasi. Selain itu, informasi penting seperti anggaran dan hasil kegiatan sebaiknya disampaikan secara lengkap, rutin diperbarui, dan didukung dengan media visual seperti grafik atau tabel untuk memudahkan pemahaman. Pemerintah desa juga perlu meningkatkan keterbukaan dalam setiap tahapan proses pengambilan keputusan, serta mendorong partisipasi aktif masyarakat melalui sosialisasi dan edukasi terkait hak atas informasi publik. Terakhir, peningkatan kapasitas perangkat desa dalam pengelolaan informasi dan teknologi sangat diperlukan agar Sistem Informasi Desa (SID) dapat dimanfaatkan secara maksimal.

Abstract

This research aims to analyze the leadership model implemented by the Head of Panjalu Village in integrating local wisdom into village development policies and programs. The research method used is descriptive qualitative with an approach of in-depth interviews, participatory observation, and documentation studies. The results show that the leadership of the Head of Panjalu Village is not optimal in applying local wisdom. This is evidenced by several indicators, such as the lack of community participation in village programs and the minimal innovation carried out by the Head of Village. The community tends to be less involved in the development process, leading to the erosion of local values that should serve as guidelines in daily life. Therefore, this research recommends the need for a more effective and inclusive leadership model that can enhance community involvement and preserve local values. It is expected that the Head of Village can play a more active role in motivating the community to participate in village development, so that local wisdom can be well integrated into every aspect of community life.
