Abstract

Initially, this research on consumer protection in Indonesia by the government did not have a specific law, but the legal instruments were scattered in several laws that only limited certain consumers, for example electricity, health, small businesses, food and others. After the reform under the leadership of President BJ. Habibie only then had a special law governing consumer protection, which actually originated from the DPR's initiative, namely Law no. 8 of 1999 which was ratified on April 20, 1999 State Gazette of 1999 No. 42. The decision issued by the Consumer Dispute Settlement Agency (BPSK) Medan City 01/BPSK/MDN/2003 against brother P. Silalahi's lawsuit against Macan Yaohan Merak Jingga complies with the provisions stipulated in Law no. 8 of 1999 concerning Consumer Protection, the provision referred to is Business Actors. Obliged to provide clear, correct and honest information regarding the conditions and warranties of goods and or services as well as provide explanations and use of repair and maintenance. Another provision is that Business Actors are required not to resell expired biscuits by replacing/re-melting or changing the expiration date, month and year. The BPSK Panel of Judges could not grant other matters, namely an apology to Mass Media because it was not regulated in Law no. 8 of 1999. Abstract

Aliran fluida merupakan bagian ilmu mekanika fluida yang berperan penting dalam merancang sistem perpipaan. Perpipaan merupakan alat transportasi fluida yang banyak digunakan di industri. Fluida yang mengalir pada pipa akan mengalami kehilangan energi (head loss) yang diakibatkan adanya gesekan antara fluida dengan fluida dan fluida dengan pipa. Hilangnya energi pada fluida dalam sistem perpipaan dapat juga disebabkan karena lintasan pipa yang dilalui oleh fluida, seperti belokan pada pipa, penyempitan pada pipa (kontraksi) dan pembesaran pada pipa (ekspansi). Percobaan dilakukan dengan model perpipaan yang telah dirangkai. Hasil percobaan menunjukkan bahwa luas permukaan dari diameter pipa sebagai alat transportasi aliran bagi fluida sangat berpengaruh terhadap nilai head loss (Hf). hasil hitung Hf pada diameter pipa ½ in lebih besar dibandingkan pada pipa ¾ dan 1 inc sebesar. Sehingga semakin kecil luas penampang pipa semakin besar nilai head loss yang dihasilkan. Dengan daya dorong pompa sebesar serta bukaan valve penuh.

Abstract

This study examines village government policies in addressing drug abuse among adolescents. The study, conducted in Sei Buluh Village, Perbaungan District, Serdang Bedagai Regency, has seen a steady increase in the use of narcotics and illegal drugs (Narkoba) over the past five years. This study used a qualitative descriptive method. Research data were collected through a literature review that included reviewing and analyzing books, articles, texts, and relevant laws and regulations. Collect instruments such as interviews with relevant parties involved in the study. Then, the types and sources of data were categorized into two main types: primary data and supporting data. In order to process the research data, the researcher applied qualitative analysis techniques, namely data reduction, data presentation, and drawing and verifying conclusions. The results of the study indicate that the Sei Buluh Village government has taken concrete steps in developing local policies aimed at preventing drug abuse among adolescents. This demonstrates a serious effort in maintaining the security and welfare of village residents. In addition to prevention efforts, the village government must also maintain order by involving security forces and law enforcement in handling cases of drug abuse.

Abstract

Analysis of the Concrete Role of Civil Servants in Handling Cases of Trade and Distribution of Protected Wildlife Within and Outside Forest Areas (Case Study in Section I of the North Sumatra Regional Law Enforcement Agency). This study aims to determine the role of civil servant investigators in Section I of the North Sumatra Regional Law Enforcement Agency in eradicating the crime of protected wildlife trade and also to identify the obstacles experienced by civil servant investigators in Section I of the North Sumatra Regional Law Enforcement Agency in preventing cases of trade and distribution of protected wildlife in North Sumatra. The type of research used is normative juridical research and an empirical juridical approach. Based on the results, it can be concluded that the role of civil servant investigators (PPNS) has a significant responsibility in carrying out investigations, inquiries, and law enforcement for violations of laws and regulations governing the protection and preservation of protected wildlife.

Abstract

The enforcement of narcotics laws in Indonesia continues to face significant challenges, particularly in distinguishing drug abusers as victims of addiction rather than conventional offenders. This study, titled “Human Rights-Based Legal Enforcement for Narcotics Abusers: A Study of the National Narcotics Agency (BNNK) Serdang Bedagai”, aims to examine the human rights protections afforded to narcotics abusers, assess appropriate sanctions under the Narcotics Law, and identify obstacles and potential solutions within the jurisdiction of BNNK Serdang Bedagai. Using normative and empirical juridical methods with statutory and conceptual approaches, data were collected through literature studies and interviews with relevant stakeholders, followed by qualitative descriptive analysis. The findings indicate that human rights protections for narcotics abusers have been guaranteed by the 1945 Constitution, Law No. 39 of 1999 on Human Rights, and Law No. 35 of 2009 on Narcotics, which mandate both medical and social rehabilitation for addicts. However, in practice, law enforcement officers often impose imprisonment without considering rehabilitation, thereby potentially violating rights to health and justice. The appropriate sanction for narcotics abusers is rehabilitation, as they are categorized as victims requiring recovery. Key obstacles include limited rehabilitation facilities, societal stigma, and inadequate understanding of human rights perspectives among officers. Strengthening institutional coordination, expanding rehabilitation infrastructure, and increasing public awareness are essential to ensuring humanistic and rights-based narcotics law enforcement.
