Abstract

The gap that occurs between Papua Province and other provinces in Indonesia has led the central government to provide special autonomy funds to Papua Province. The funds are used to accelerate development in Papua Province, one of which is in terms of human development. However, in reality, Papua Province remains the province with the lowest Human Development Index in Indonesia. Therefore, this study aims to examine the impact of the allocation of special autonomy funds on the Human Development Index in Papua Province in 2017-2022. The method used in this research is a qualitative method with data sources in the form of secondary data. The results of this study indicate that the special autonomy fund has no significant impact on HDI in Papua Province in 2017-2022. The amount of special autonomy funds received by Papua Province does not affect the magnitude of the increase in HDI. Problems such as education and health are homework that must be considered by the Papua Government to improve HDI in the region. The Papua government needs to make clear details, targets, and programs for the use of special autonomy funds.

Abstract

Abstract

It is recorded that around 80% of DIY MSMEs have no right platform to market their products digitally. DIY MSMEs still lack in terms of innovation and the desire to improve quality through digital. Through the Provincial Cooperative SME Service, the DIY government collaborates with PT JogjaKita Multi Andalan to deal with these problems. Therefore, this research aims to discover the collaboration model between the DIY Government and entrepreneurs through the JogjaKita application in the revitalization of digital-based MSMEs in the digital era 4.0. This research used a qualitative method with a case study approach and analyzed using an interactive model assisted by Nvivo 12 Plus. The research results show that the established collaboration is relatively successful. The collaboration model begins with a face-to-face dialog, and then building trust which takes a long time, around two years due to an internal conflict within the JogjaKita Company. This collaboration is quite helpful for several MSMEs in increasing the capacity and sales transactions. However, some obstacles still need to be faced, such as the small number of MSME actors who use the SiBakul free shipping service on the JogjaKita application, as well as the uneven distribution of infrastructure network in DIY.

Abstract

Financial statements are an important source of information for evaluating the financial position and performance of a company. This report contains information about the company's profit, which makes it possible to measure success or failure in achieving predetermined goals. This study aims to examine the effect of growth, dividend policy, conservatism, and tax aggressiveness on the quality of corporate earnings. The research sample consists of mining sector companies in Indonesia listed on the Indonesia Stock Exchange (IDX) for the period 2021-2023, using purposive sampling technique and using 34 company sample from mining sector. The results showed that dividend policy and tax aggressiveness have a significant influence on the quality of corporate earnings. Effective dividend policy and appropriate tax aggressiveness practices can improve the quality of corporate earnings. On the other hand, earnings growth and conservatism do not show a significant effect on earnings quality. This indicates that increased profits do not always reflect good financial performance, and prudent principles in financial reporting do not always correlate with improved earnings quality

Abstract

This paper investigates the challenges and potential solutions for absentee voting among Indonesian migrant workers in Malaysia during the 2024 General Election. Key issues include administrative inefficiencies, outdated voter lists, legal ambiguities, and vulnerabilities in postal voting, exacerbated by geographic and socio-economic barriers, particularly for rural and undocumented workers. Using qualitative content analysis with NVivo, the study explores how Information and Communication Technology (ICT), such as digital voter registration and blockchain voting, can enhance transparency, data accuracy, and election security. The research is novel in its focus on ICT solutions tailored to the unique challenges faced by Indonesian migrants in Malaysia, a topic that has been largely overlooked. It underscores the importance of coordinated efforts among government agencies, NGOs, and technology providers for effective implementation. While ICT offers promising opportunities for reform, challenges related to infrastructure, digital literacy, and voter trust remain significant. The study provides practical recommendations for improving absentee voting, with broader implications for countries with large expatriate populations, emphasizing the need for multi-stakeholder collaboration to ensure inclusivity and electoral integrity. Future recommendations should focus on addressing these challenges and maximizing the potential of ICT. Comprehensive policy reforms are needed to clarify legal ambiguities and streamline administrative processes, making voter registration and voting mechanisms more accessible and efficient. Governments should invest in robust digital infrastructure and implement digital literacy programs to empower migrant workers, especially those in rural areas or with undocumented status. Advanced technologies like blockchain should be further explored to enhance transparency, security, and data accuracy in absentee voting systems. Collaboration among government agencies, NGOs, and technology providers is essential for successful implementation. Future research should also examine the long-term impact of ICT-based voting systems on voter trust and participation, as well as conduct comparative studies with other countries facing similar challenges.

Abstract

This study examines how organizational culture influences innovative work behavior (IWB) in Indonesian small and medium enterprises (SMEs), focusing on the mediating role of perceived organizational support (POS). A survey of 296 SME employees, with 185 valid responses analyzed, shows that a culture emphasizing collaboration, adaptability, and employee empowerment significantly enhances innovation. However, POS does not mediate this relationship, indicating that cultural factors have a more direct impact. These findings highlight the need for SME managers to foster a workplace that encourages creativity, risk-taking, and knowledge-sharing to enhance innovation capacity. By embedding these cultural elements, SMEs can improve competitiveness despite resource constraints. The study contributes to the broader understanding of SME innovation in non-Western contexts, offering practical insights for leaders aiming to build innovation-driven organizations. Strengthening organizational culture can serve as a strategic approach to drive sustainable growth and resilience in the dynamic business landscape.

Abstract

Background: Innovation in Small and Medium Enterprises (SMEs) in Indonesia is essential for business development, requiring SMEs to foster innovative work behavior. However, some Indonesian SMEs still struggle to implement innovative work behavior, especially in utilizing digital technology for innovation in this digital era.Purpose: This study aims to explore the role of digital readiness in mediating organizational culture’s impact on the innovative work behavior of SME employees in Indonesia. Design/methodology/approach: The research employed a quantitative approach using Structural Equation Modeling - Partial Least Squares (SEM-PLS) analysis. The survey was distributed to SME employees in Indonesia. This research used 185 respondents for further data analyzing.Findings/results: The results reveal that digital readiness only mediates the relationship between market culture and innovative work behavior. On the other hand, digital readiness does not mediate adhocracy and clan culture to innovative work behavior. Conclusion: Results interestingly suggest that digital readiness significantly mediates market culture to innovative work behavior. Adhocracy and clan cultures may directly instill innovative work behavior, as confirmed by previous studies.Originality/value (State of the art): This is the first study to investigate how types of culture are associated with innovative work behavior mediated by digital readiness. Keywords: Innovation, innovative work behavior, organizational culture, digital readiness, SME
