Abstract

Safeguard measures is a trade remedies policies regulated by World Trade Organization (WTO) to recover loss (injury) suffered by domestic industries as a result of liberalization in international trade, as an instrument to protect and increase competitiveness of domestic industries which are still at infant industry stage. In Indonssia, the steel industry sector is designated as a national priority so that its growth must be maintained. Meanwhile, the import surge phenomenon of flat-rolled products from iron or non-alloy steel has threatened the existence of domestic steel industries which produce similar commodities. The Indonesian government responded by setting the Safeguard Measures policy, with the hope that the industry would make structural adjustments during the imposition period so that its competitiveness could be increased. This study uses monthly import data from January 2012 to December 2018 to determine whether the Safeguard Measures has been effective as a protection instrument. To measure competitiveness, Revealed Comparative Advantage (RCA) method and Trade Specialization Index (TSI) were used. The results of this study show that the policy reduced the import of the same and similar steel products which meant it is effective as an instrument of protection. In addition, there has been an increase in competitiveness even though Indonesia is still a net importer.

Abstract

Indonesia merupakan negara yang rawan terkena bencana alam. Di Provinsi Jawa Tengah, Kabupaten Purworejo merupakan daerah dengan risiko tinggi terkena bencana, khususnya bencana banjir dan tanah longsor. Penelitian ini bertujuan untuk menelaah mekanisme pelaksanaan anggaran kegiatan rehabilitasi dan rekonstruksi yang dilakukan oleh Badan Penanggulangan Bencana Daerah Kabupaten Purworejo pada tahun 2017. Kegiatan tersebut penting didokumentasikan agar praktik pelaksanaan anggaran yang baik dapat dilaksanakan juga di daerah-daerah lain, khususnya rehabilitasi dan rekonstruksi yang didanai dari bantuan sosial berpola hibah dari pemerintah pusat. Penelitian ini menggunakan data sekunder, hasil pengamatan dan wawancara. Hasil penelitian menunjukkan bahwa pelaksanaan dan pertanggungjawaban anggaran pada kegiatan rehabilitasi dan rekonstruksi tersebut telah sesuai dengan ketentuan yang berlaku serta menggunakan dokumen-dokumen yang lengkap, kecuali terdapat kekurangan pada penyerahan aset setelah kegiatan selesai dilakukan.  Kata Kunci:    Bantuan Sosial, Pelaksanaan Anggaran, Penanggulangan Bencana, Pascabencana, Rehabilitasi, Rekonstruksi

Abstract

Waste is an environmental problem which has been urgent to solve, including in Purwakarta District which are implementing several programs to overcome it. One of the programs is waste bank which is implemented by community organizations. This article analyses a business plan for waste management managed by Village-Owned Enterprise (BUMDes) Sinergi, Purwakarta District. Data collection methods were interviews, field observations, comparative study, and literature studies. Data analysis for business development strategy was using Business Road Map (BRM). Research succeeded to identify fifteen elements of BRM. BUMDes Sinergy in the early steps is advised to focus on collecting and sorting inorganic waste, especially plastic waste which is more expensive, by implementing waste to charity and waste bank mechanisms. In the medium term, business could be developed by processing organic waste to fertilizer and inorganic waste to plastic ore or upscaling waste to recycled products which have higher value added.

Abstract

Krandegan Village strives to create a clean and renewable energy village, with one of the major programs is the transition from a diesel powered-irrigation system to a solar powered-irrigation system to achieve Village SDGs. This study aims to elaborate the collaborative governance among stakeholders involved within the village. The stakeholders’ identification is based on Penta Helix perspective. The influential parties are the Village Government, the Business World, Universities, Non-Governmental Organizations, and the Mass Media. The role of the Village Government is to be an orchestrator to integrate existing stakeholders to jointly build the Village in a collective and inclusive way. The business world plays a role in providing resource support, especially the material to support the sustainability of the village irrigation system. The University contributes ideas and roles through research approaches and community service carried out by lecturers and students. NGOs function by managing donations from donors, maintaining the sustainability of supporting infrastructure for the village irrigation system, and coordinating the governance process of the irrigation system. Mass Media plays a role in delivering positive news and information related to Village to the public. Furthermore, parties within Krandegan Village can generally put Ratner’s collaborative governance action planning into practice.

Abstract

Sprout cultivation is one of the practical and economical methods to obtain a type of food rich in nutrients. However, the success of sprout cultivation requires proper control of soil moisture and water pH in the cultivation environment. Watering begins when the moisture of the mung bean plant reaches the specified parameters with a soil moisture of 67 and a pH value of + 9. This tool aims to make manual work easier to automate, a benefit in watering sprout plants. This tool uses a water ph sensor and a soil moisture sensor or soil moisture sensor that functions as a soil moisture detector that will send commands to the Arduino uno to turn on the relay so that the water pump can automatically water according to the needs of the soil. The creation of this final project is carried out by designing, making and implementing system components which include Arduino uno as a controller, relay to turn on the water pump and turn off the water pump, LCD (linquit Crystal Display) to display the soil moisture value and water ph value. The results of the research value prove that the tools to be made can function properly and can be developed as expected.

Abstract

Tujuan dari penelitian ini adalah untuk mengevaluasi sistem Pembangkit Listrik Tenaga Surya (PLTS) berbasis Internet of Things (IoT), yang dapat secara otomatis mengatur perpindahan aliran arus listrik pada saat beban puncak rumah tangga. Sistem ini menggunakan panel surya 100 Wp yang menghasilkan arus dan tegangan searah (DC), yang kemudian diubah menjadi arus dan tegangan bolak-balik (AC) melalui inverter untuk digunakan pada peralatan rumah tangga. Sensor PhotoCell digunakan sebagai pengalih sumber listrik dari PLN ke PLTS untuk mendeteksi waktu beban puncak secara otomatis. Sistem ini dikendalikan oleh ESP8266 NodeMCU, yang juga mengirimkan data ke platform Blynk IoT dan menampilkannya pada LCD 20x4. Tegangan, arus, dan daya. Metode penelitian yang digunakan adalah eksperimental, yang melibatkan analisis dan studi menyeluruh tentang kinerja perangkat. Hasil penelitian menunjukkan bahwa panel surya dapat memberikan daya rata-rata 12,5 W, tegangan rata-rata 10,7 V, dan arus 1,2 A per jam dalam kondisi cerah. Total energi radiasi harian panel surya mencapai ±37,9 juta J/m2, yang cukup untuk menopang baterai selama ±12 jam. Sistem ini mampu menyediakan peralihan listrik PLN ke pembangkit listrik tenaga surya selama beban puncak, serta kontrol dan pemeliharaan jarak jauh yang efisien melalui Internet of Things.
