Abstract

The provision of public Green Space (PGS) is mandated by law and is a responsibility of local governments. Despite numerous efforts, several regions continue to face challenges in meeting the needs for PGS, primarily due to resource constraints, including budget limitations. To address these challenges, multi-stakeholder collaboration is essential. This study aims to identify and analyze various forms of collaboration undertaken by the local government of Payakumbuh in the provision of PGS. Using an exploratory approach and qualitative methods, data were collected through document studies, field observations, and in-depth interviews with 25 informants, comprising 17 government representatives, 5 private sector members, and 3 community leaders. The findings indicate that the local government of Payakumbuh has established diverse collaborations with various parties, including other government agencies, the private sector, and the community. The role of the community has proven significant in enhancing the achievement of PGS. As landowners, community members collaborate with the government, which supports them through policies and assistance with planting materials. Approximately 82.5% of the existing PGS is comprised of Urban Forests, predominantly owned by the community. This collaboration has become the dominant form in achieving the targets for PGS provision.

Abstract

Penyediaan Ruang Terbuka Hijau (RTH) publik merupakan bagian penting dalam perencanaan tata ruang yang wajib dipenuhi oleh daerah. Meskipun banyak studi menyoroti tantangan penyediaan RTH di kota-kota besar dan menengah, kota-kota kecil seperti Payakumbuh juga menghadapi kendala serupa yang belum banyak dikaji. Dengan 51 dari 98 kota di Indonesia tergolong kota kecil, pemahaman terhadap persoalan di konteks ini sangat penting. Penelitian ini bertujuan mengidentifikasi dan menganalisis permasalahan penyediaan RTH publik di Kota Payakumbuh melalui metode kualitatif, yang meliputi pengumpulan data sekunder, observasi lapangan, serta wawancara mendalam dengan 25 narasumber dari pemerintah, sektor swasta, dan masyarakat. Hasil studi mengungkap kendala utama seperti ketidaksesuaian data dan nomenklatur program, kesulitan pengendalian pemanfaatan lahan, lemahnya integrasi RTH dalam perencanaan jangka panjang daerah, hambatan administratif pembebasan lahan, serta kurangnya koordinasi antar pemangku kepentingan. Penelitian ini memberikan kontribusi penting dengan menegaskan perlunya pendekatan integratif dan kolaboratif dalam perencanaan RTH di kota kecil, yang selama ini lebih jarang mendapat perhatian. Implikasi dari temuan ini menekankan pentingnya validasi data yang akurat, sinkronisasi antara Rencana Tata Ruang dan Rencana Pembangunan Daerah, serta penguatan kerjasama antara pemerintah, sektor swasta, dan masyarakat. Pendekatan tersebut menjadi landasan strategis untuk memperbaiki efektivitas penyediaan RTH publik agar mencapai target minimal 20% dan mendukung keberlanjutan lingkungan perkotaan di kota-kota kecil.

Abstract

This paper addresses one of the knowledge gaps that exists in green infrastructure (GI) discourses, that is the lack of understanding on the application of GI at community scale. GI was first introduced as an alternative to address problems caused by rapid urbanisation. Recently, GI has become a crucial part of strategies to achieve sustainable development and therefore has been widely advocated for its environmental, social, and economic benefits. Although the concepts and benefits of green infrastructure have been widely discussed and recognized in the literature, much of the discussions on GI tend to revolve around its applications at the city and regional scales, while the application of small scale GI at the community level has not been much explored, despite the importance of multiscale principle in the application of GI. To address that issue, this study focuses on the application of small-scale GI at the community level. It employed a systematic review to analyse publications, including articles published in scientific journals and news on reliable mass media on the internet, regarding the application of small-scale GI in 23 Indonesian urban kampung. The study shows that in dense settlements like urban kampung, community scale GI emerges as an alternative solution to the lack of space for GI development. From the 23 cases analysed, GI is mostly intended to function as a mean for environmental conservation and to promote food security.
