Abstract

State control is a formal authority or authority that exists in the state and entitles the state to act both actively and passively in the sphere of state government. Based on that, the authority of the state is not only related to the government wewenag alone, but includes all the authority in order to carry out their duties. Giving powers to the state in the form of authority or authority is very important in the framework of the realization / or implementation of state objectives, without the control of the state, it is impossible that the objectives of the state established in the constitution can be realized. Therefore, in the context of the country's economic politics, the State-Owned Enterprise is a tool of state interest in order to achieve the state's goals as stated in the opening of the 1945 Constitution of 1945 paragraph 4th paragraph.
