Abstract

Penelitian ini dilakukan untuk mengetahui kebijakan apa saja yang telah dilaksanakan oleh pemerintah daerah dalam mengatasi permasalahan pemerataan mutu pendidikan di daerah 3T. Sarana yang disediakan di daerah 3T haruslah memiliki mutu yang sama dengan sarana sekolah di daerah perkotaan. Penelitian ini menggunakan teori karakteristik kebijakan pendidikan dalam melihat kebijakan dan strategi yang dibuat oleh pemerintah. Metode yang digunakan dalam penelitian ini adalah kualitatif dengan cara menjelaskan dan menjawab permasalahan secara lebih jelas. Objek penelitian ini adalah implementasi kebijakan pemerintah dalam peningkatan mutu. Lokasi penelitian berada di SMAN 6 Batam. Hasil penelitian menunjukan bahwa pemerintah pusat telah menyiapkan beberapa program untuk menjawab permasalahan peningkatan mutu pendidikan di daerah 3T, salah satunya adalah Program Pendidikan Sarjana di Daerah 3T. Pemerintah seharusnya menyediakan pasokan listrik untuk SMAN 6 Batam. Selain itu memperluas jangkauan jaringan internet agar seluruh siswa dapat belajar dan menambah wawasan melalui referensi dari internet.

Abstract

Education has a significant impact on supporting the quality of human resources. However, education in Indonesia is underqualified and unequal, especially in the 3T region. Therefore, the research discusses the problems that are occurring in the 3T area and the solutions offered by the government. This article uses qualitative research methods to describe and analyze the phenomena that occur in SMAN 6 Batam. The researchers found problems that occur frequently in SMAN 6. Batam is a problem for educators, transportation, and educational facilities. The solution offered by creating a bachelor's education program in the 3T area. Through the policy offered, we can solve the problem of a shortage of educators' energy resources. This article is expected to help the government focus on the problems that are happening in the 3T area. In addition, as an enhancement of the public's insight into the problems and solutions that can be used.

Abstract

The implementation of dengue fever control in Tanjungpinang City through the 1 House 1 Jumantik Movement program has not been optimal until now. The problem in controlling dengue fever through this program is that the community is inactive and does not know about the implementation of this program. The purpose of the researcher was to determine the implementation of dengue fever control through the 1 House 1 Jumantik Movement program in Tanjungpinang City. Qualitative Method and Policy Implementation theory by Marilee S Grindle. The results of the study showed (1) Content of policy, the researcher found from the indicators of the resources used, namely financial resources, the wages given were only enough for transportation costs. Insufficient resources also limited the number of jumantik cadres working, plus there was a change in funding sources to BOK which caused several health centers to experience a budget reduction in Jumantik honorariums (2) Context of Implementation found that the authority of each actor was not in accordance with the implementation manual for the 1 House 1 Jumantik Movement by the Ministry of Health. In addition, the government also did not provide guidance to the community so that many people did not know about this program.
