Abstract

The aim of this research is to analyze and describe how the Village Head's leadership is in realizing Good Governance from a New Public Leadership perspective in Krikilan Village, Driyorejo District, Gresik Regency. This research data collection technique was carried out through observation and interviews in the field. The results of this research are that the Village Head's leadership in realizing Good Governance from the perspective of New Public Leadership in Krikilan Village, Driyorejo District, Gresik Regency has shown that indicators of the Leadership Role in terms of Accountability, Transparency and Openness have not been fully implemented well. Meanwhile, Network Management indicators in terms of Accountability, Transparency and Rule of Law have been implemented well. Meanwhile, indicators of Public Value as a Result of Effective Public Leadership in terms of Accountability, Transparency and Rule of Law have been implemented well. Furthermore, the Accountability indicators in terms of Network Management and Public Value as a Result of Effective Public Leadership have been implemented very well, while the Transparency indicators in terms of Network Management and Public Value as a Result of Effective Public Leadership have been implemented well. Then the Openness indicators in terms of Leadership Role, Network Management, and Public Value as a Result of Effective Public Leadership have not been fully implemented properly and optimally. Finally, the indicators for the Rule of Law in terms of Leadership Role, Network Management, and Public Value as a Result of Effective Public Leadership have been implemented very well.

Abstract

The number of stunting cases in Candi District has increased from 270 cases in 2022 to 485 cases in 2023 as of September. The aim of this research is to analyze policy evaluation using evaluation indicators according to William N Dunn (2003;610), namely; Effectiveness, Efficiency, Adequacy, Evenness, Responsiveness and Accuracy, as well as supporting and inhibiting factors for implementing policies to accelerate stunting reduction in Candi District, Sidoarjo Regency. This research uses qualitative research methods with a descriptive approach. Based on the research results, the implementation is still not going well and is less than optimal. This is because there are still complaints about infrastructure or facilities, lack of coordination and commitment between Regional Apparatus Organizations, limited budget funds, lack of community participation and inaccuracies in the delivery of socialization materials. Supporting factors for the Accelerated Stunting Reduction Policy in Candi District include; coordination and commitment of policy implementers, competent communication and human resources, active community participation, access to clean water, mindset and parenting patterns of parents, economic factors, monitoring and evaluation systems, adequate budget funds and good and appropriate communication of policy implementers. Meanwhile, inhibiting factors in implementing this policy include; there is inappropriate provision and misuse of aid, data validation errors, lack of coordination and commitment between Regional Apparatus Organizations.

Abstract

Surabaya known as the City of Heroes, has various historical buildings scattered in strategic areas, one of which is in Kota Lama Surabaya. The existence of these buildings has been designated as cultural heritage that must be preserved in order to maintain the historical value and identity of the city. However, the implementation of preservation still encounters various obstacles, especially in technical and administrative aspects, as well as the lack of public understanding of the importance of preservation. This research aims to describe the implementation of Surabaya City Regional Regulation Number 1 Year 2024 on the Preservation and Management of Cultural Heritage, with a focus on De Javasche Bank Museum as the object of research. Researchers used descriptive qualitative methods with data collection techniques in the form of interviews, field observations, documentation, and review of policy documents. The implementation theory of Ripley and Franklin was used as an analytical knife that includes three indicators, namely the level of compliance with regulations, the smooth routine of functions and coordination between implementers, and the realization of the desired performance and impact. The results show that the implementation of the local regulation has shown progress at the institutional level through coordination across Regional Apparatus Organizations and the implementation of SOPs by museum managers. However, there are still obstacles such as the lack of optimal human resources experts, weak administrative coordination, and the absence of a special management institution. Positive impacts such as increased visitation and community involvement are starting to be seen, but the overall effectiveness of implementation still requires strengthening in various sectors to ensure the sustainability of inclusive preservation.
