Abstract

Belu Regency, East Nusa Tenggara Province, is located in the border area of the Republic of Timor Leste and geographically has dry land that can be a threat of drought, causing low agricultural productivity and food scarcity. Food scarcity may lead to food vulnerability and disrupts national defense. The research aims to find out how far food estate as a state land strategy can solve the problem of food vulnerability in society. This research approach uses qualitative methods with a case study type. Data are collected through FGD, interviews, observation, and documentation. The research found that the food estate program in Belu Regency did not run well and was unable to solve food problems in Belu Regency. There are several reasons behind this result, such as technical factors of unpreparedness of production land and non-technical factors of socio-cultural transformation of society. However, from the national defense perspective, Food Estate can influence the security of the people in the RI-Timor Leste border region. In conclusion, the success of the Food Estate program in Belu Regency is highly dependent on collaboration between the local government and the community. It is because the national government has prepared all the supporting infrastructure. Several non-technical issues must be resolved through professional and ongoing assistance and training. Thus, the goal of self-sufficiency by 2024 can be reached.

Abstract

Regional Loans are an alternative funding instrument used by the Manggarai Regency government, East Nusa Tenggara (NTT) Province, to finance regional development. Political support and the interests of political parties can influence the negotiation process in obtaining legislative approval. This research aims to determine how regional loans work and analyse the relationship between the executive and legislature in the political discussion and approval process in formulating regional loans. This research uses a qualitative approach and qualitative descriptive method, collecting information through primary and secondary data and determining informants using purposive techniques. The research results show that there are strong political dynamics, and there are differences in the interests of the views of each faction in discussions at the DPRD plenary meeting. The strength of the factions supporting the government dominates the discussions, further strengthening the regent's proposal for regional loans. The power of the executive and the majority of factions supporting the government are a strong driving force in smoothing the success of regional loans in Manggarai Regency. The faction that does not approve can finally accept and approve the loan, noting that regional loans must benefit the interests of development and community welfare.

Abstract

This research aims to explain the phenomenon of identity politics in the context of Regional Head Elections (Pilkada) in the scheme of the relationship between ethnicity and voters' political preferences in Pilkada contestations. The case raised in this research is the Kupang City Pilkada during the last two periods which included the pair Yonas Salean and Dr. Herman Man in the 2012-2017 period and the couple Jefri Riwu Kore and Dr. Herman Man in the 2017-2022 period. Interestingly, the two democratic contestation celebrations were won by the Mayor candidate who was paired with Dr. Herman Man. This fact gave rise to a number of assumptions that placed the figure of Dr. Herman Man as the determining factor for victory. This research specifically wants to measure whether identity politics has changed the behavior of choosing the Manggarai ethnic group in providing support to Dr Herman Man. To get an overview and answers, this research uses a qualitative approach with a case study type on the Manggarai ethnic group in Kupang City. Data collection techniques through interviews and documentation. The research results show that support for the Kupang Mayor candidate pair who collaborated with the Deputy Mayor candidate pair from the Manggarai ethnic group was strengthened by the presence of a unifying forum, namely Panga and IKMR as the basis for the Manggarai people's association in Kupang City. The existence of non-formal institutions is an effective consolidation medium for gathering support and strengthening internal ethnic solidity.
