Abstract

The management of Sebanjar beach tourism objects is one form of improving the welfare of the community through the provision of supporting facilities and infrastructure. However, this management requires strategic power relations as the main means of managing tourism objects. This study examines the management of tourism objects that are hampered by the lack of power relations between the government and land owners at the location of the tourist attraction. This study seeks to determine and analyze the power relations in the governance of Sebanjar beach tourism objects in Alor Regency. This study aims to reveal the power relations held by the government towards the surrounding community and as land owners. The theory used is the theory of power put forward by Michael Foucault to support researchers in determining and analyzing the power relations of the management of Sebanjar beach tourism objects. Researchers use a qualitative approach with a case study research type. Data collection techniques include observation, interviews, and documentation. The results of this study prove that the management of tourist attractions does not always prosper the community. This is because there is a lack of power from the government as the manager of the Sebanjar beach tourist attraction. In the management process, there is an obstacle because the land owner claims that the land they have built is tribal land, not individual land where the land was donated by a family who has limited human resources and as the land owner asks for management to be carried out in a balanced manner. The conclusion of this study is the lack of power relations by the government towards the landowner community and the local community.

Abstract

The aim of this research is to analyze power relations in Mangrove forest governance in Aeramo Village, Aesesa District, Nagekeo Regency. The research method used is descriptive qualitative, namely describing the current state of the object qualitatively using data obtained from research. The data sources used are primary and secondary data sources. Data collection techniques use observation, interviews and documentation methods. The data analysis techniques used are data collection, presentation, reduction and drawing conclusions. The research results show that power relations are seen from 4 (four) interactions, namely, Decisional, Anticipated Reaction, Non Decision Making, and systemic. In decisional interactions it was found that the decision to change land use was made by the community itself who had power over the land covered by mangrove forests. By forming a group to open a pond. Anticipated reaction interactions found that the desire for land clearing was carried out by each management group based on personal encouragement and oriented towards improving the community's economy. The non-decision making interaction of the management has the power in clearing land because they have a certificate and receive direct support from the provincial government. Systemic interactions found that the interest that the management group carried out from the start was to help the community's economy. The Mangrove forest rehabilitation process has been carried out by the Nagekeo Regency environmental service and the Kajumata Farmers Group which was formed to preserve the Mangrove forest in Aeramo Village. Socialization activities regarding the importance of mangrove forests and the opening of environmentally friendly ponds have also been carried out by the Environmental Service and the Fisheries and Maritime Affairs Service.

Abstract

Belu Regency, East Nusa Tenggara Province, is located in the border area of the Republic of Timor Leste and geographically has dry land that can be a threat of drought, causing low agricultural productivity and food scarcity. Food scarcity may lead to food vulnerability and disrupts national defense. The research aims to find out how far food estate as a state land strategy can solve the problem of food vulnerability in society. This research approach uses qualitative methods with a case study type. Data are collected through FGD, interviews, observation, and documentation. The research found that the food estate program in Belu Regency did not run well and was unable to solve food problems in Belu Regency. There are several reasons behind this result, such as technical factors of unpreparedness of production land and non-technical factors of socio-cultural transformation of society. However, from the national defense perspective, Food Estate can influence the security of the people in the RI-Timor Leste border region. In conclusion, the success of the Food Estate program in Belu Regency is highly dependent on collaboration between the local government and the community. It is because the national government has prepared all the supporting infrastructure. Several non-technical issues must be resolved through professional and ongoing assistance and training. Thus, the goal of self-sufficiency by 2024 can be reached.

Abstract

This research examines environmental scarcity caused by the construction of the Daratei geothermal power plant, in Ulubelu Village, Golewa District, Ngada Regency. The focus of this research is political and social factors that influence the geothermal development process. This research tries to examine in more depth and analyze the environmental impacts of geothermal power plants in terms of social and political aspects, with the aim of knowing the environmental impacts of geothermal power plant construction projects in terms of social and political aspects. This research uses qualitative research methods with data collection techniques in the form of observation, documentation and interviews, with subjects selected purposively, namely selecting informants with certain considerations. The results of this research were then analyzed using environmental scarcity theory which was viewed from social and political aspects including demand scarcity, supply scarcity, structural scarcity, environmental regulations, public and social approval, and government intervention. The results of this research are the main factors causing environmental scarcity due to several political aspects in the form of lack of government support and policies in encouraging the use of geothermal energy as well as lack of community participation and transparency in decision making.

Abstract

This paper raises the dynamics of oligarchic power relations in the management of C-quarry mining resources in the form of stone in Noemuti District, North Central Timor Regency. This research uses the oligarchy theory of Jeffrey Winters as a basis for analysis in looking at mining problems that seem to be deadlocked when dealing with power authorities in resource management in the regions. The practice of oligarchy in Winters' theory uses 5 main approaches. But in this paper, it only limits to two approaches, namely the concentration of wealth and the concentration of power. Facing the dynamics of oligarchy that strengthens in local resource governance, on the other hand, presents resistance from civil society to take part in the legitimacy of power in the context of equitable distribution of resource management policies. The practice of community resistance is based on Sidney Tarrow's theory of collective challenge, common goals, solidarity and collective identity and maintaining the politics of resistance.

Abstract

Pengabdian masyarakat ini bertujuan memberikan edukasi politik mengenai penguatan kapasitas kepada pemerintah desa dan masyarakat Desa Bonmuti dalam pengelolaan sumber daya alam alam pegunungan, karena itu masyarakat diharapkan untuk turut berpartisipasi aktif dalam mengelola sumber daya alam pegunungan yang merupakan daerah pengembangan wisata berbasis masyarakat (Community Based Tourism-CBT) agar dapat membawa dampak terhadap kehidupan sosial dan ekonomi. Permasalahan tata kelola sumberdaya, dalam hal ini partisipasi masyarakat sangat dibutuhkan dalam pembangunan pariwisata. Metode yang digunakan dalam kegiatan ini adalah pemaparan materi dan diskusi bersama perangkat desa dan masyarakat desa Bonmuti. Partisipasi masyarakat dalam pengelolaan sumberdaya alam menjadi salah satu hal penting yang perlu diperhatikan karena partisipasi masyarakat merupakan keterlibatan secara aktif dalam setiap proses pengembangan dari industri pariwisata yang dimulai dari perencanaan, penentuan rancangan, pelaksanaan sampai pada pengawasan serta pengevaluasian, dan penikmatan hasilnya. Hasil kegiatan pengabdian ini adalah masyarakat memahami hak dan kewajibanya sebagai warga negara untuk berpartisipasi aktif dalam proses pengelolan sumberdaya khususnya dalam pengelolaan destinasi wisata pegunungan Desa Bonmuti sebagai Desa Pariwisata berbasis masyarakat.

Abstract

The mangrove forest at Litianak Beach, Holulai Village, Loaholu Subdistrict, Rote Ndao Regency, is a coastal ecosystem with high ecological and economic value. However, this area faces various challenges, including land conversion, overexploitation, and low community awareness of the importance of mangrove ecosystem conservation. This study aims to analyze the role of local institutions in the management of mangrove forest natural resources using a qualitative approach through field research methods. The research focuses on four key institutional aspects: context, structure, behavior, and performance.The findings indicate that mangrove management in Litianak Beach involves synergy between the village government, Village-Owned Enterprises (BUMDes), the Welaleo customary group, and the local community. This institutional structure has proven effective in raising public awareness and reducing illegal logging activities through customary regulations such as Papadak. However, challenges such as economic pressures, tourist waste, and uncertain access to mangrove resources remain obstacles that need to be addressed. The performance of the management shows positive results, marked by increasing community participation in conservation efforts and the development of sustainable mangrove resource utilization.This study highlights the importance of a participatory and culturally rooted local institutional approach in sustaining the mangrove ecosystem while improving the welfare of coastal communities. Strengthening institutional capacity and providing intensive environmental education are essential to ensure more effective and sustainable mangrove management in the future.

Abstract

This study will look at the leadership style of the village head Sergius Sareng during his tenure so that he was again entrusted by the Wolomotong village community to become village head for three periods from 1995-2000 and 2000-2008 and was re-elected as the third period village head in 2022-2028 with 827 votes, out of a total of 1,250 voters. Leadership style is divided into 3 parts, namely participatory leadership style, delegative leadership style, democratic leadership style and transactional leadership as explained earlier that Mr. Sergius Sareng has served as village head for 3 periods for 19 years Sergius Sareng who served as village head can be categorized as successful in leading and bringing about changes in Wolomotong Village such as the construction of the wodonwair road, The construction of 2 SDNs and the mandatory 1 kk realized 80 percent in the field of public health, namely the construction of the wodon wair polindes and the agricultural sector, namely the expansion of nutmeg and vanilla specialty trading crops, the expansion of electricity networks to remote hamlets and RT, RW which made the trust of the Wolomotong Village community even stronger and voted again in the next election period. In his leadership, Sergius Sareng created a good relationship with the village community in the form of fair treatment of all groups of people without discriminating between members of the organization, social and economic status. Abstract

This study aims to analyze the role of the Langga Sai Village Government in empowering the local product Rombeng Razong as an effort to enhance the village economy and preserve local cultural identity. Rombeng Razong is a traditional woven craft with high economic and cultural value, yet it has not been fully optimized. The research employed a qualitative descriptive approach. Data were collected through interviews, observations, and documentation involving the village government, community leaders, local artisans and youth representatives. The findings reveal that the role of the Langga Sai Village Government as a regulator has been realized through the issuance of Village Regulation No. 4 of 2020 on Local Product Protection. However, its roles as a motivator, facilitator, and catalyst have not been effectively implemented due to limited training, technical assistance, and market access. Low community participation and weak institutional structures also hinder the development of Rombeng Razong as an economic commodity. The study concludes that the success of local product empowerment depends not only on formal regulation but also on the effectiveness of village governance, community participation, and cross-sector collaboration. The village government must therefore strengthen its political role as a driver of inclusive development based on local potential.
