Abstract

Youth as agents of change can be realized in participating in participatory supervision of the democratization process. The importance of the strategic role of youth participation in accelerating development, including in the life of the nation and state. Incidentally, the Indonesian people are heterogeneous, making general elections the main means of democracy. This street vendor activity aims to increase community participation, especially youth at the village level in monitoring the upcoming general election. This activity took place in Tanjung Kemala Village, East Baturaja District, running smoothly. The results of this street vendor activity showed good results and were quite effective as a first step in providing a basic understanding regarding the stages of democratic elections for young people.

Abstract

Car Free Day, which is intended to serve as a space for social, cultural, and recreational activities, has also been utilized by street vendors (PKL) to sell their goods. As an institution responsible for enforcing regional regulations, the Civil Service Police Unit (Satpol PP) often faces various challenges that cause vendors to repeatedly return to trading activities. This study was conducted from September 21 to October 12, 2025, using a descriptive qualitative research method. Data were collected through interviews, observations, and documentation involving informants from Satpol PP, the Housing and Settlement Office (Perkim), the Trade Office (Disperindag), street vendors, and the community. The results of the study indicate that communication among Satpol PP, Perkim, and Disperindag has not been carried out optimally. In addition, relocation facilities for street vendors are not yet available. The implementers’ disposition has not been fully exercised, as Perkim and Disperindag rarely participate directly in enforcement activities. Furthermore, within the bureaucratic structure, there is no specific Standard Operating Procedure (SOP) governing the division of duties among Satpol PP, Perkim, and the Trade Office. To achieve order and comfort in the Car Free Day area of Baturaja City Park, several measures are required, including strengthening communication among Satpol PP, Perkim, and the Trade Office : providing appropriate relocation sites for street vendors; requiring Satpol PP to submit formal requests prior to enforcement actions; and encouraging the local government to establish SOPs that clearly regulate task distribution in managing street vendors within the Car Free Day area of Baturaja City Park.

Abstract

(Bawaslu) stated that the General Elections Commission (KPU) was unprofessional due to the incomplete second The research background emerged because the oversight results from the OKU public debate. The 2024 regional head election (Pilkada) results were also not positively received by Candidate Pair 01 (Yudi-Yenny), who lost by a margin of 3,809 votes to Candidate Pair 02. They claimed there were violations and that the KPU was not neutral. This study aims to determine the effectiveness of the 2024 regional head and deputy regional head candidate debates, using a descriptive qualitative method through observation, interviews, and direct documentation of the OKU Regency KPU. The research was conducted from June 1 to June 3 2025. The research findings show four main indicators: (1) Achievement of objectives contributed positively to political transparency and voter education, but was not yet optimal in helping the public comprehensively assess the candidates; (2) Timeliness was problematic due to delays and uneven time allocation among candidates; (3) Output quality was negatively affected by the walk-out action of the YPN-YESS candidate pair, which made information incomplete and unrepresentative; (4) Implementation efficiency was not yet optimal due to various management weaknesses. The research conclusion states that the 2024 OKU Regency Pilkada debate was not yet effective and optimal, so comprehensive evaluation and improvement are needed. The recommendations provided are as follows: for KPU OKU to improve aspects of time, location, technical matters, and publication; for debate participants to enhance the substance of their presentations; for the government and stakeholders to support facilities and information dissemination; for the public to participate actively; and for subsequent researchers to expand the scope of study to political literacy and the influence of social media.

Abstract

The issue of street children remains a social problem that has not been optimally addressed in Ogan Komering Ulu Regency (OKU). The handling carried out so far tends to be short-term in nature and has not addressed the root causes of the problem. This study aims to analyze the coordination pattern between the Social Service Office and the Civil Service Police Unit (Satpol PP) in controlling street children who disturb public peace and order in Ogan Komering Ulu Regency. This research employed a descriptive qualitative method, with data collected through interviews, observations, and documentation. The study was conducted from June 1 to June 26, 2025, at the Social Service Office and the Satpol PP of Ogan Komering Ulu Regency. Data analysis was based on Hasibuan’s coordination theory, using the indicators of unity of action, communication, division of labor, and discipline. The results indicate that the coordination pattern between the Social Service Office and Satpol PP has been implemented effectively. Unity of action was achieved through briefings, joint roll calls, and pre-operation meetings, although it has not yet been supported by a formally established joint Standard Operating Procedure (SOP). Communication was conducted in a two-way manner, both formally and informally, enabling quick responses to public reports. The division of labor between agencies was clearly defined according to their respective functions and authorities, preventing overlapping tasks. Discipline was reinforced through internal supervision and leadership role models. The coordination pattern formed is categorized as a functional coordination pattern and is considered effective in addressing street children issues. It is recommended that the local government establish a formal joint SOP and strengthen cross-sectoral coordination to ensure sustainable and rehabilitation-oriented handling of street children.

Abstract

This research seeks to examine the implementation of Ogan Komering Ulu Regency Regional Regulation Number 15 of 2013 regarding the guidance and supervision of public order control. A qualitative research design was applied, utilizing in-depth interviews with key informants comprising members of the Civil Service Police Unit, officials from the Licensing Office, and managers of night entertainment establishments. The data obtained were analyzed descriptively to explore the implementation mechanisms, existing constraints, and the overall effectiveness of the regulation. The findings reveal that the enforcement of Regional Regulation Number 15 of 2013 has been conducted through regular monitoring activities, field inspections, and coordination among relevant government agencies. Nevertheless, the implementation process encounters several obstacles, including inadequate human resources and supporting facilities, as well as opposition from certain segments of the community and business actors. Despite these challenges, supervisory personnel exhibited a high level of professionalism and dedication in maintaining public order. However, further enhancement of coordination and monitoring systems is required to improve regulatory effectiveness. Based on these findings, the study suggests strengthening personnel capacity, improving inter-agency collaboration, and intensifying public outreach and awareness programs targeting both the community and business operators. Through these measures, the regulation can be implemented more effectively, thereby contributing to improved public order conditions in Ogan Komering Ulu Regency.
