Abstract

Indonesia termasuk salah satu negara yang mempunyai jumlah penduduk yang banyak dan sangat beragam. Karena keberagaman tersebut, permasalahan yang muncul di masyarakat semakin  beragam juga. Maka dari itu Pemkot Surabaya membentuk suatu program yang bergerak dalam bidang penanganan permasalahan keluarga, perempuan, dan anak yang dinamakan Pusat Pembelajaran Keluarga (PUSPAGA) di bawah naungan Dinas Pemberdayaan Perempuan dan Perlindungan Anak serta Pengendalian Penduduk dan Keluarga Berencana (DP3APPKB) Surabaya. Penulis memilih lokus penelitian adalah di RW 08 Kelurahan Keputih Kecamatan Sukolilo karena selain penempatan magang penulis di Kelurahan Keputih Kecamatan Sukolilo, terdapat juga beberapa kader yang belum memahami tugas sebagai kader PUSPAGA. Tujuan penulisan  penelitian ini adalah untuk mengetahui bagaimana peran  kader  dalam  pelaksanaan  PUSPAGA Balai RW 08 Kelurahan Keputih Kecamatan Sukolilo. Dalam penelitian ini, teknik pengumpulan data yang digunakan adalah yaitu observasi dan dokumentasi dengan pendekatan deskriptif kualitatif. Pembahasan menggunakan teori peran menurut Bruce J. Biddle yang mendefinisikan peran dapat dianggap sebagai karakteristik perilaku, identitas seseorang, serta harapan yang ingin dicapai. Temuan penelitian adalah kader sudah melakukan peran yang baik dalam pelaksanaan   kelas parenting dan juga sosialisasi. Namun untuk penanganan klien dan kelas calon pengantin (Catin), kader kurang berperan karena tidak terlalu diperlukan. Indonesia is a country that has a large and very diverse population. Because of this diversity, the problems that arise in society are increasingly diverse as well. Therefore, the Surabaya City Government formed a program that operates in the field of handling family, women's and  children's problems called PUSPAGA (Family Learning Center) under the auspices of DInas for Women's Empowerment and Child Protection as well as Population Control and Family Planning (DP3APPKB) Surabaya. The author chose the research locus in RW 08, Keputih Village, Sukolilo District because Apart from the writer's internship placement in Keputih Village, Sukolilo District, there are also several cadres who do not understand their duties as PUSPAGA cadres.TThe aim of writing this research is to find out the role of cadres in the implementation of PUSPAGA Balai RW 08, Keputih Village, Sukolilo District. In this research, the data collection techniques used are observation and documentation with a qualitative descriptive approach. The discussion uses role theory according to Bruce J. Biddle, which defines roles as behavioral characteristics, a person's identity, and the expectations to be achieved. The research findings are that cadres have played a good role in implementing the classparenting and also socialization. However, for handling clients and the Catin class (bride and groom), cadres play less of a role because they are not really needed.

Abstract

The Surabaya City Manpower Department (Disnaker) is collaborating with the private sector in implementing the Arek Suroboyo Ready to Work (ASSiK) program with the Collaborative Governance scheme. This collaboration aims to help increase opportunities for workers who have Surabaya ID cards, as well as making it easier for the private sector to recruit workers who match the company's criteria. This research aims to determine the process of Collaborative Governance in implementing the ASSiK program using Ansell & Gash's Collaborative Governance theory. The research method used in this research is qualitative with a descriptive approach. The results of this research show that five important indicators in the Collaborative Governance process between stakeholders, namely, face-to-face dialogue, building trust, commitment to the process, shared understanding, and intermediate outcome in implementing the ASSiK program have gone well and are in accordance with the initial objectives of the the existence of the ASSiK program.
