Abstract

The objective of this study is to analyze the implementation of electronic goods and services procurement policies in the Procurement Division of the Regional Secretariat of Parigi Moutong Regency. This research is a qualitative study with a descriptive method. Data collection techniques were conducted through observation, interviews, and triangulation. The data were analyzed using the Miles and Huberman method, which involves data reduction, data presentation, and conclusion drawing and verification. The model used in this research is the one developed by Edward III, known as A Model of the Policy Implementation Process. This model identifies four variables that influence the relationship between policy and performance: communication, resources, disposition, and bureaucratic structure. The results of the study indicate that the implementation of electronic goods and services procurement in Parigi Moutong Regency has not been optimal. The communication aspect has been functioning well with coordination and socialization in place, but the aspects of resources, disposition, and bureaucratic structure are still suboptimal. The main obstacles are the limited number of human resources with IT expertise and inadequate infrastructure. Disposition is not yet optimal as many OPDs (Regional Government Organizations) still use manual methods, and the bureaucratic structure is not fully supportive due to the lack of clear technical guidelines or SOPs. Based on the research findings, it can be concluded that the implementation of electronic goods and services procurement in Parigi Moutong Regency has not been optimal. While the communication aspect is functioning well, the aspects of resources, disposition, and bureaucratic structure need improvement to achieve better performance.

Abstract

The research aims to understand and analyze the family planning (FP) service policy at the Population and Family Planning Agency of Donggala District; the research uses a Qualitative Descriptive approach; Determination of Informants through purposive sampling; Data collection includes observation, interviews, documentation; Data analysis is an interactive model, namely data condensation and presentation, and drawing conclusions. The research findings are as follows: (1) Effectiveness, the time taken for FP service procedures is not conducted promptly; (2) Efficiency, the use of contraceptives by Family Planning Service users is dominated by short-acting contraceptives such as injections and pills; (3) Sufficiency, the delivery of information by FP service policy implementers regarding contraceptives to users is still very inadequate; (4) Equity, FP service policy has not been implemented evenly; (5) Responsiveness, the Population and Family Planning Agency of Donggala District as the implementer of FP service policy has a good response; (6) Appropriateness, the FP service policy implemented by the Population and Family Planning Agency of Donggala District for users is appropriate. It is hoped that the Population and Family Planning Agency of Donggala District will develop standard FP service time; and be able to minimize the side effects of contraceptive use; Policy implementers provide clear and complete information about follow-up times, benefits, advantages, disadvantages, and side effects of contraceptive use; and provide procedural justice, namely follow-up examinations post-procedure to identify complaints or side effects caused by contraceptive use.

Abstract

This research aims examine the application of collaborative governance in improving the quality of digital identity services in Central Mamuju Regency. This research focuses on collaboration which is designed using a qualitative approach. The informants of this research consisted of internal and external parties of the Population and Civil Registration Office of Mamuju Tengah Regency which were determined purposively. External parties are partners of the agency in implementing digital identity in Central Mamuju Regency. Data collection techniques include observation, in-depth interviews, and documentation, while the data analysis of this research uses an interactive approach which includes data collection, data condensation, data presentation, and conclusion drawing. The results showed that inter-stakeholder collaboration is still at a very early stage and has not been effective in driving significant implementation achievements. The realization of the Digital Population Identity program, which only reached 2% of the target, indicates a weak integration between unsupportive initial conditions, poorly structured institutional design, un-transformative leadership, and the lack of participatory and inclusive collaborative processes. This finding reinforces the assumption in collaborative governance theory that the success of a public program, especially one that is cross-sectoral and based on digital technology, is largely determined by structural readiness, clarity of institutional roles, and the presence of leadership that is able to mobilize synergies and create a shared deliberative space
