Abstract

Penanggalan sistem dua puluh hari dalam satu pekan pada penentuan hari baik dan buruk merupakan penanggalan Bugis atau kalender Bugis yang digunakan di masyarakat Bugis pra-Islam Kab. Pinrang pada masa lampau. Keunikan penanggalan ini adalah selain mengenal adanya tujuh hari dalam satu pekan, juga mengenal adanya dua puluh hari dalam satu pekan. Penelitian ini bertujuan untuk mengetahui: 1) sistem penanggalan dalam dua puluh hari dalam satu pekan di Kab. Pinrang. 2) metode penentuan hari baik dan buruk di Kab. Pinrang. 3) kajian Ilmu Falak terkait penanggalan sistem duapuluh hari dalam satu pekan untuk menentukan hari baik dan buruk di Kab. Pinrang.. Penelitian ini tergolong dalam penelitian lapangan (Kualitatif Research) dengan metode pengumpulan data, observasi, dokumentasi serta wawancara bebeerapa pihak yang bersamgkutan yang bersumber dari tokoh adat di Kab. Pinrang serta tokoh Ilmu Falak UIN Alauddin Makassar dengan pendekatan syar’i berdasarkan al-Qur’an dan hadis, pendekatan filologi, pendekatan sosiologi dan pendekatan astronomis.Kata kunci: Penanggalan sistem dua puluh hari dalam sepekan, hari baik dan buruk, Ilmu Falak

Abstract

Blended learning model is one creative effort that can be done. In the Islamic Education Study Program, the use blended learning models has been carried out in several courses. Blended learning can be done with various online learning media, one of which is Edmodo. The Purpose of this research was aimed at finding out the students' responses of Media learning based on blended learning through edmodo at Nurul Jadid University. This was a quantitative descriptive study. The sample of the study was taken through total sampling method with a total of 50 students from the Islamic Education in academic year 2021/2022. A questionnaire was used to collect the data and it was analyzed using descriptive analysis techniques. The results of this study indicated that 83,21% of the students agreed with the application of Media learning based on blended learning through edmodo, and the remaining 16,79% did not agree with Media learning based on blended learning through edmodo.

Abstract

Nurindayani (B 102 22 048 ), Thesis Title : Work Effectiveness of Structural Positions Transition to Functional Positions at the Regional Civil Service Agency of Central Sulawesi Province. Under the Supervisions of Mustainah (Head of the Advisory Team) and Nuraisyah, (Supevisor Team).Work Effectiveness of Structural Positions Transition to Functional Positions at the Regional Civil Service Agency of Central Sulawesi Province. This research was conducted in Palu through purposive informant selection techniques. The research method used was descriptive qualitative with data collection techniques in the form of observation, interviews and documentation. Meanwhile, data analysis included data condensation, data display and drawing conclusions and verification. Five aspects of the seven indicators in this research have not worked effectively, namely Quality, Growth, Work Spirit, Motivation and Adaptation Flexibility and two aspects that have been effective are Productivity and Stability.The research results reveals by researchers regarding the work effectiveness of transitioning from structural positions to functional positions at the Central Sulawesi Province Regional Civil Service Agency, researchers concluded by linking Richard M. Steers' theory with indicators as a reference for researchers with five aspects that were not yet effective, namely: Quality, Growth, Work Spirit , Motivation, and Adaptation Flexibility where there are still many employees who have not been able to adapt to the new work system in functional positions due to the lack of employee desire to learn the new work system and lack of coordination and socialization from leadership regarding the work system in functional positions to employees who experience the transition of position. Indicators that have been effective are productivity and stability. This is due to the transition of position employees are placed and given tasks based on their position level.

Abstract

The objective of this study is to analyze the implementation of electronic goods and services procurement policies in the Procurement Division of the Regional Secretariat of Parigi Moutong Regency. This research is a qualitative study with a descriptive method. Data collection techniques were conducted through observation, interviews, and triangulation. The data were analyzed using the Miles and Huberman method, which involves data reduction, data presentation, and conclusion drawing and verification. The model used in this research is the one developed by Edward III, known as A Model of the Policy Implementation Process. This model identifies four variables that influence the relationship between policy and performance: communication, resources, disposition, and bureaucratic structure. The results of the study indicate that the implementation of electronic goods and services procurement in Parigi Moutong Regency has not been optimal. The communication aspect has been functioning well with coordination and socialization in place, but the aspects of resources, disposition, and bureaucratic structure are still suboptimal. The main obstacles are the limited number of human resources with IT expertise and inadequate infrastructure. Disposition is not yet optimal as many OPDs (Regional Government Organizations) still use manual methods, and the bureaucratic structure is not fully supportive due to the lack of clear technical guidelines or SOPs. Based on the research findings, it can be concluded that the implementation of electronic goods and services procurement in Parigi Moutong Regency has not been optimal. While the communication aspect is functioning well, the aspects of resources, disposition, and bureaucratic structure need improvement to achieve better performance.

Abstract

This research discusses the role of social media lifestyle and peers in consumer behavior when shopping for online fashion products on the TikTok platform. With the aim of knowing the impact of lifestyle on consumptive behavior, the impact of social media on consumptive behavior, the impact of peers on consumptive behavior. The variables used are Lifestyle (X1), social media (X2) and peers (X3) as independent variables and Consumptive Behavior (Y) as the dependent variable. The assessment method applied is quantitative methodology. The information gathering strategy implemented was by providing questionnaires. This research consisted of Makassar State University (UNM) students with a sample of 80 respondents. These data were tested using structural equation modeling (SEM) techniques and using the SmartPLS (Partial Least Squares) software analysis tool. Lifestyle (X1) The results of this study state ththere is a significant influence on Consumptive Behavior (Y). Social media (X2) has a significant effect on consumer behavior (Y) and peers (X3) have no effect on consumer behavior (Y).

Abstract

Abstract Problems related to the availability of clean water for natural disaster survivors living in Permanent Housing (Huntap) in Palu City are still a serious problem that needs to be addressed by the government, especially since this problem has existed since Huntap was occupied by survivors in 2019. The process of resolving public problems related to water Cleaning is no longer the domain of the government, but must be resolved by involving other stakeholders such as the Community, Academics, the Private Sector and the Media. Therefore, this research uses a collaboration modelPenta Helix as a solution to solving clean water problems in Huntap, Palu City. This research uses a descriptive method with a qualitative approach. The informants in this research came from aspectsPenta Helix. The research results confirm that the role of the media and community is significant in monitoring and offering solutions related to clean water management. In this process the involvement of academics is still relatively lacking. In fact, the academic studies carried out can be a reference for the government in overcoming clean water problems in Huntap, Palu City. Abstract

The research investigates the quality of apparatus resources at the Secretariat of the Palu City Regional People's Representative Council, focusing on both theoretical and practical implications. The study employs a qualitative descriptive method, with data collected through interviews with four informants, field observations, and document analysis. The analysis used is Sedarmayanti's Human Resources theory which includes six aspects: planning and analysis, opportunity, appointment, resource development, allowances, and inter-official relations. Findings indicate that planning and analysis, as well as resource development, are relatively low, while opportunity and appointment are considered good but require careful consideration. Allowances and inter-official relations are found to be adequate, with good communication among officials. Recommendations include enhancing training, education, and compensation systems to improve apparatus resource quality

Abstract

Asrianti, Stambuk Number B102 22 075, with the title of research Performance of the State Civil Apparatus at the South Dampal District Office of Toli-toli Regency, was guided by Mrs. Nuraisyah Ambo as the main supervisor and Mrs. Rahmawati Halim as the member supervisor. The purpose of this study was to find out how the performance of the State Civil Apparatus in the South Dampal District Office of Toli-toli Regency. This research was conducted using qualitative research methods with descriptive research type. The informants in this study were determined purposively with the number of informants as many as 10 (ten) people. Data collection techniques through informants accompanied by observation, interviews and documentation. This research uses Suyadi Prawirosentono's theory consisting of 4 aspects to measure the performance of officers which include Effectiveness, Responsibility. Discipline and Initiative. Based on the results of this study, it shows that the performance of the State Civil Apparatus at the South Dampal District Office of Toli-toli Regency, seen from the aspect of Effectiveness, is quite good because it is in accordance with the vision and mission to be achieved, but still needs to be improved again by implementing training on the Apparatus so that the service process runs better and instills a high sense of awareness so that the resulting performance can be maximized in accordance with the predefined goals. In the aspect of Responsibility is quite good, this can be seen from the apparatus that has carried out the duties and functions carried out in the office. Then in the aspect of Initiative, it is good to see that the apparatus has provided suggestions for the progress of the office and the ability of the apparatus to solve problems that occur both in the office environment and in the community. But in the aspect of discipline, the results are still not good and need to be addressed, because judging from some apparatuses who do not obey the rules that should have been understood, such as being late to come to the office, when the break is over, not returning to the office or slowly re-entering and there are also those who leave early. Then in terms of dressing there are some apparatuses that are less uniform.

Fahry Aprial Mahmud, STAMBUK : B 101 22 008, This thesis describes the results of research on the Implementation of the Policy of the Minister of Apparatus Empowerment and Bureaucratic Reform concerning Guidelines for Position Analysis and Workload Analysis at the Cultural Office of Central Sulawesi Province. guided by Nuraisyah and Suasa This study aims to determine how the Implementation of the Policy of the Minister of Apparatus Empowerment and Bureaucratic Reform concerning Guidelines for Position Analysis and Workload Analysis at the Cultural Office of Central Sulawesi Province. In this study researchers used the theory of Edward III (2005: 126) which consists of criteria for Communication, Resources, Disposition, and Bureaucratic Structure. The research method used is a qualitative descriptive research type. Data collection was carried out using observation, documentation, and interview methods. The determination and number of informants in this study used purposive sampling techniques, namely the parties who Considered to know in depth various things regarding research problems totaling 5 (five) people. While data analysis techniques include data collection, data reduction, data presentation, and conclusion drawing / verification. Based on the results of this study, it can be concluded that there are several problems that need special attention, namely there are still discrepancies in the placement of civil servants based on the results of position analysis and workload analysis that have been prepared by regional officials, besides that the number of civil servants in the Cultural Office is very small so that the arrangement and planning carried out are not effective and efficient.

Abstract

Generally, the research purpose is to know how the effectiveness of giving additional employe income for increase the employee performance working at Regional Secretary, Tojo Una-Una Regency and also to find out some elements which influenced it. This research uses descriptive research method that the research is done by the real living rule which describe and explain it as accurately and systematically of the effectiveness of giving additional employe income for increase the employee performance working at Regional Secretary, Tojo Una-Una Regency. The research also use qualitative research refers to effectivity theory by Richards M. Steers (1980:193) consist of three indicators: purpose optimalization, System Perspective, and Behaviour Emphasizing. Furthermore, to know about the element that influence the efectivity, use theory of Richard M.Steers (1999: 159), which has four indicators that Organization Characteristic, Environment Characteristic, Working Charcteristic and Policy Characteristic, and Mangement Pactice. The result of research show that there are some effectiveness elements have less achiement that’s on behavior emphazing and also there are some elements has less influenced that policy characteristic and management practice.
