Abstract

Grounded Theory is an inductive research method that generates theories systematically by using qualitative and/or quantitative data generated from observations, interviews, or written sources such as documents, or some combination obtained through rigorous methods. Currently, the grounded theory method has been applied in various research fields, including policy research. Although grounded theory has been used for more than 50 years in publications, papers and textbooks on research methodology, many researchers still find it difficult to apply the grounded theory approach in their research. The purpose of this short paper is to explain an overview of the historical origins of grounded theory, the development of grounded theory, when is the right time to use grounded theory, and how the steps of data analysis techniques using grounded theory methods in policy research where hypotheses are built from data and from data grounded theory is generated.

Abstract

This study examines the implementation of civil registration services for people with disabilities in Solok District, Indonesia, highlighting the government's role in addressing barriers. Using a descriptive qualitative approach and Grindle's framework, it identified challenges like the lack of local regulations, stigma, low awareness, and inaccessible services. Despite these issues, positive outcomes were observed, with improved data collection and benefits for people with disabilities. A key finding is the importance of adequate budget allocation for successful implementation. The study's limitations include a short research period and limited budget, with future research recommending longer studies and broader comparisons.

Abstract

In 1967, Glaser and Strauss created a book entitled "The Discovery of Grounded Theory; Strategies for Qualitative Research'', which was published and became a breakthrough in qualitative research. The work offers systematic consensus methodologies and strategies for a wide range of qualitative research practices. When talking about public administration, grounded theory is rarely used in literature studies, especially in Indonesia. In public administration, grounded theory methodology can be directed toward understanding how the government develops strategic processes for policy, both at the organizational and individual levels. This article discusses the grounded theory research method approach, which is aimed at understanding how the Jombang Regency Regional Government develops strategic processes in facing the era of digitalization. In-depth interviews were conducted with 10 high-ranking regional government officials. This is intended to understand in depth their understanding and experience in managing changing situations. The research results show that there are five core categories: (1) human resource development; (2) technological innovation; (3) improving the management system; (4) security; and (5) mindset. By using selective and axial coding, it was found that there were two main functions of strategy that emerged, namely (1) system maintenance; and (2) adaptation to global change. Abstract

This study aims to examine the implementation of Indonesian Government's policy in digitizing public services for the placement of manpower abroad. The scope of this research is focused on SIAPkerja Karirhub as a form of national digital placement service, while the research subject is limited to the performance of Ministry of Manpower which has responsibilities of manpower placement abroad and its digital services. In order to depict and explore the implementation of such digital public service, this research used a descriptive qualitative method. The results show that the regulatory framework shall be strongly considered by the government as it has a significant impact on three out of four aspects of policy implementation: communication, resources, and bureaucratic structure. While the analysis on the disposition aspect reflects a common commitment between the regulator and implementer, as well as shows the absence of friction and distortion within the Ministry of Manpower in developing and implementing the SIAPkerja-Karirhub digital service.
