Abstract

Land is a two-dimensional part of the earth in the form of land, which in essence has a dual function for human life. Given the importance of land, the government needs to regulate it in the hope of providing welfare, happiness and certainty for the rights owners. With regard to rights, there needs to be evidence, namely a certificate issued by the Land Office. The mechanism for issuing certificates by referring to the negative land registration system has a tendency, but this system still causes conflict in the land sector. Starting from this conflict, the government carried out a complete systematic land registration program (PTSL), hoping to be able to provide certainty to the landowner community. The purpose of this study was to determine the complete systematic land registration (PTSL) at the Medan City Land Office as a form of change in the land registration publication system. This research method is a normative legal research with a conceptual approach, and regulations. The results of the study The negative land registration system with a positive tendency has not provided perfect legal certainty for land rights owners. Because land registration is not always certain to use the deed registration system (Registration of deeds) but also the registration of rights, uncertainty when there is a legal relationship between legal subjects in the land sector triggers disputes, conflicts and land problems even after following the procedures normalized in laws and regulations.

Abstract

Penelitian ini bertujuan untuk mengetahui bagaimana perkembangan BUMDes dalam meningkatkan kesejahteraan masyarakat menurut perspektif Ekonomi Islam di desa Percut. Penelitian ini menggunakan metode kualitatif deskriptif, dan data yang digunakan adalah data primer dan data sekunder, dengan analisis data deskriptif. Data diperoleh dengan cara observasi, wawancara dan dokumentasi. Dengan populasi masyarakat desa Percut berdasarkan sid.kemendesa.go.id yang berjumlah 4.195 KK di tahun 2022. Hasil penelitian mengungkapkan bahwa BUMDes Sejahtera Berjaya desa Percut berdiri sejak tahun 2022 belum berkembang dengan cukup baik, dan pengelolaan belum dilakukan secara optimal, yang dilihat dari perkembangan usaha BUMDes yang masih lambat. Hal ini disebabkan Sumber Daya Manusia (SDM) yang kurang mumpuni, keterbatasan modal dan lemahnya sosialisasi program. Dengan penerapan solusi yakni melakukan pendampingan dan pelatihan, akses permodalan, serta digitalisasi dan sosialisasi program. Selain itu, adapun strategi yang dilakukan bagi BUMDes dalam meningkatkan kesejahteraan masyarakat desa Percut yakni kualitas dan kuantitas SDM, Dukungan Pemerintah dan meningkatkan ekosistem. Walaupun demikian, dari pandangan perspektif Ekonomi Islam, kesejahteraan bukan hanya diukur dari sisi materi akan tetapi juga non materi. Masyarakat desa Percut dapat dikatakan telah sejahtera dalam perspektif Ekonomi Islam, karena usaha yang dikelola telah memenuhi prinsip-prinsip Ekonomi islam

Abstract

The purpose of this study is to ascertain how sustainable tourist development affects the regional economy. case study: Deli Serdang Regency's Pantai Labu District's Kampoeng Lama Tourism Village. This research employs a descriptive approach and a qualitative methodology. Interviews and observations are the sources of primary data. On the other hand, secondary data draws information from a variety of sources, including books, journals, and articles about the subject of the study. The study's findings suggest that the growth of tourism in Kampoeng Lama Tourism Village benefits the local economy. The creation of new jobs, higher community income, and more investment that supports the improvement of local services and infrastructure are some of the primary effects. This development is driven by local community participation and government support, as well as strategies that focus on local potential, including traditional culinary, crafts, and agricultural-based educational activities. As a result, Kampoeng Lama Tourism Village has been nationally recognized as one of the 75 best tourist villages in Indonesia in 2023.
