Abstract

This research aims to find out how forest and land fire disaster management is managed at the North Hulu Sungai Regency regional disaster management agency (BPBD). This research uses a descriptive qualitative research method with a data collection technique approach used namely interviews, observation and documentation with data sources taken by purposive sampling. The results of this research conclude that the management of forest and land fire disaster management at the North Hulu Sungai Regency regional disaster management agency (BPBD) is still not running well, it can be seen from the indicators: Disaster warnings that are still not optimal, Disaster risk reduction, Preparedness, Disaster relief budget, damage evaluation, recovery and reconstruction. Meanwhile, the obstacles faced are: Insufficient equipment, lack of personnel, forest and land fires that occurred at several points, socialization that has not been maximized and the budget for recovery and reconstruction. Keywords: Management; Regional Disaster Management ABSTRAK Penelitian ini bertujuan untuk mengetahui bagaimana manajemen penanganan bencana kebakaran hutan dan lahan pada badan penanggulangan bencana daerah (BPBD) Kabupaten Hulu Sungai Utara. Penelitian ini menggunakan metode penelitian bersifat deskriptif kualitatif dengan pendekatan teknik pengumpulan data yang digunakan adalah wawancara, observasi dan dokumentasi dengan sumber data yang diambil secara purposive sampling. Hasil penelitian ini menyimpulkan bahwa manajemen penanggulangan bencana kebakaran hutan dan lahan pada badan penanggulangan bencana daerah (BPBD) Kabupaten Hulu Sungai Utara masih belum berjalan dengan baik, dapat dilihat dari indikator-indikator : Peringatan bencana yang masih belum optimal, Pengurangan resiko bencana, Kesiapsiagaan, Anggaran bantuan bencana, Evaluasi kerusakan, Pemulihan (recovery) dan Rekontroksi. Sedangkan kendala yang dihadapi yaitu : Peralatan yang masih kurang, Kurangnya personil, Kebakaran hutan dan lahan yang terjadi di beberapa titik, Sosialisasi yang belum maksimal serta Anggaran pemulihan dan rekontroksi.

Abstract

Implementasi kebijakan secara sederhana dapat dimaknai sebagai proses mengubah peraturan menjadi tindakan nyata. Dalam pelaksanaan Peraturan Bupati Nomor 24 Tahun 2021 mengenai pengendalian dan pengawasan distribusi tertutup LPG 3 Kg bersubsidi di Kabupaten Hulu Sungai Utara, ditemukan sejumlah permasalahan. Di antaranya adalah distribusi LPG bersubsidi yang tidak tepat sasaran, keberadaan pengecer tidak resmi di Desa Teluk Daun, harga jual LPG 3 Kg di tingkat eceran yang tidak sesuai dengan ketentuan pemerintah, minimnya edukasi kepada masyarakat maupun agen terkait regulasi LPG bersubsidi, serta lemahnya pemahaman tentang isi peraturan. Tujuan dari penelitian ini adalah untuk menganalisis pelaksanaan kebijakan tersebut berjalan serta faktor-faktor yang memengaruhinya. Penelitian menggunakan pendekatan kualitatif deskriptif, dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Informan ditentukan menggunakan metode snowball sampling, dengan total 12 orang narasumber. Analisis data dilakukan melalui tahapan reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa implementasi distribusi LPG 3 Kg bersubsidi di Desa Teluk Daun, Kecamatan Amuntai Utara masih belum optimal. Hal ini terlihat dari sejumlah indikator seperti ukuran kebijakan, kejelasan tujuan, struktur birokrasi, pemahaman pelaksana, dan dukungan dari organisasi terkait yang belum terpenuhi secara menyeluruh. Beberapa aspek yang menjadi kendala antara lain sumber daya manusia dan finansial yang terbatas, peran organisasi informal yang kurang aktif, lemahnya respon dari pelaksana, kurangnya kerja sama antar lembaga, serta kondisi sosial dan ekonomi masyarakat yang turut memengaruhi efektivitas pelaksanaan. Faktor-faktor penghambat lainnya mencakup kurangnya proses verifikasi dan validasi penerima LPG 3 Kg, kecenderungan masyarakat memilih harga murah tanpa memahami hak dan regulasi (literasi subsidi yang rendah), serta lemahnya pengawasan di lapangan. Di sisi lain, faktor pendukung implementasi adalah keberadaan peraturan tertulis dari pemerintah, seperti Peraturan Bupati No. 24 Tahun 2021, yang menjadi acuan penting bagi pihak-pihak yang terlibat dalam proses distribusi LPG subsidi tersebut

Abstract

The problems that occur in relation to the Effect of Service Quality and Employee Competence on Community Satisfaction at the Tebing Tinggi District Office, Balangan Regency are the skills and knowledge of service officers who are still uneven, theĀ  turnaround time is not on time, the response of officers is still low and service information is lacking. complete. The purpose of this study was to determine the effect of service quality and employee competence on community satisfaction at the Tebing Tinggi District Office, Balangan Regency partially and simultaneously and the magnitude of the effect. The type of research used is quantitative research methods with data collection techniques of questionnaires, observations and documentation, and using incidental sampling techniques for determining samples, data analysis methods include Editing, Codeting, and Tabulation activities which are then assisted by statistical data processing applications namely IBM SPSS 26.0 Statistics For Windows. The results of the study indicate that there is a positive and significant influence between Service Quality, Competence on Community Satisfaction at the Tebing Tinggi District Office, Balangan Regency. This is evidenced by the results of Fcount = 24.140, the value of Fcount will be compared with Ftable. The value of Ftable with dfreg = 1 and dfres = 53 is 4.00 at the 5% level, then the regression coefficient value for the variable Quality of Service is 0.429, and is significant 0.000 <0.05, Competence is 0.152 and is significant 0.001 <0.05, this means that the variables of Service Quality and Competence have a positive and significant influence on Community Satisfaction. The great influence of service quality and competency on community satisfaction at the Tebing Tinggi District Office, Balangan Regency, namely partially, service quality, based on the R Square value of service quality is 0.459 or 45.9%, so it can be said that the Service Quality Variable has an effect of 45.9% on Community Satisfaction, Competence, based on the Competency R Square value of 0.169 or 16.9%, it can be said that the Competency Variable has an effect of 16.9% on Community Satisfaction. Simultaneously Based on the value of R2 (R Square) or a coefficient of determination of 0.486 or 48.6%. This shows that the percentage of contributions to the influence of the Quality of Service variable on the Community Satisfaction variable at the Tebing Tinggi District Office, Balangan Regency is 48.6%, while the remaining 31.4% is influenced and explained by other variables not included in this research model. Based on the results of research and discussion, suggestions that can be explored is that the Head of Tebing Tinggi Subdistrict, Balangan Regency should be more active in providing work supervision, Employees should improve work discipline and Further Researchers add variables other than Service Quality which are thought to affect Community Satisfaction.
