Abstract

Over the past decade, Australia and China have had tensions in their relationship, and added to this, China's closeness to Timor-Leste in the security sector, especially maritime security in the Timor Sea. This raises concerns for Australia that China will become a threat to both countries and has the potential to become a Sea Power in the future that can disrupt security and stability both in the region and globally. Furthermore, this problem is the subject of this research to see how the DCP cooperation between the two countries has on the intensity of China's power in the Timor Sea. This study aims to determine the Defense Cooperation Program (DCP) that was carried out between Australia and Timor-Leste regarding the intensity of China's power in the Timor Sea for the 2013-2022 period. The research conducted is explanatory research, which wants to explain the DCP that has been developed in the last decade and the method that used in analyzing data is a qualitative method. In this letter, the author uses the concept of Military Security (Galbreath and Deni) and Maritime Security (Lutz Feldt) as a basis for conducting an analysis of existing problems. The results of this research show that through DCP Australia supports Timor-Leste significantly to ensure security and stability in the Timor Sea.AbstrakSelama satu dekade terakhir antara Australia dan China memiliki ketegangan dalam hubungan, serta ditambahkan lagi dengan kedekatan China di Timor-Leste dalam bidang keamanan, khususnya keamanan laut di Laut Timor. Hal tersebut memunculkan kekhawatiran bagi Australia bahwa China akan menjadi ancaman bagi kedua negara serta berpotensi menjadi Sea Power di masa depan yang dapat mengganggu keamanan dan stabilitas baik dalam kawasan maupun secara global. Selanjutnya masalah tersebutlah yang menjadi bahasan dari penelitian ini untuk melihat bagaimana kerjasama DCP antara kedua negara terhadap intensitas kekuatan China di Laut Timor. Penelitian ini bertujuan untuk mengetahui Defence Cooperation Program (DCP) yang dilakukan antara Australia dan Timor-Leste terkait intensitas kekuatan China di Laut Timor periode 2013-2022. Penelitian yang dilakukan menggunakan pendekatan kualitatif dengan metode eksplanatif, di mana ingin menjelaskan DCP yang telah dikembangkan dalam satu dekade terakhir serta metode yang digunakan dalam menganalisis data adalah metode kualitatif. Konsep yang digunakan dalam penelitian ini adalah konsep keamanan militer (Galbreath dan Deni) dan keamanan maritim (Lutz Feldt) sebagai landasan untuk melakukan analisis terhadap permasalahan yang ada. Hasil dari penelitian ini menunjukkan bahwa melalui DCP Australia mendukung Timor-Leste secara signifikan untuk menjamin keamanan dan stabilitas di Laut Timor.

Abstract

As Indonesia intensifies its commitment to evidence-based governance and performance accountability through frameworks like SAKIP, there is growing urgency to evaluate the effectiveness of key institutions such as BP Batam. Positioned as the governing body for a strategic Free Trade Zone, BP Batam is tasked with managing licensing, investment, and asset optimization amidst complex regulatory and environmental challenges. This study investigates BP Batam’s governance performance in 2024, which, despite notable successes in investment realization and public satisfaction, calls for a deeper strategic analysis to assess the sustainability and inclusivity of these outcomes. The purpose of this research is to assess institutional strengths, weaknesses, opportunities, and threats using a SWOT framework in order to provide actionable recommendations for policy refinement and governance enhancement. Employing a qualitative descriptive design, the study analyzes secondary data, including the 2024 LAKIP report and related policy documents, selected through purposive sampling. Data were interpreted using thematic content analysis and SWOT matrix coding. The findings indicate that while BP Batam has surpassed its economic targets, it faces internal challenges such as uneven service quality, limited digital integration, and low stakeholder participation. Externally, overlapping jurisdiction and ecological vulnerabilities pose strategic risks. The conclusion emphasizes the need for digital governance acceleration, stakeholder-centered engagement, and regulatory synchronization to transform BP Batam into a model of inclusive and resilient governance.
