Abstract

Everyone has the right to a remission or reduction in the term of sentence. However, in practice, a prisoner sentenced to less than one year of imprisonment will not receive a reduction during his term. With a criminal fall under one year, prisoners can return to their families and surrounding communities as well as participate in the development. This research uses empirical law research methods. Juridic analysis of the granting of remission to children sentenced to imprisonment under one year in a child special training institution according to the Law of the Republic of Indonesia No. 12 of 1995: Implementation of the remission must take into account the effectiveness of criminal prison in the Lapas Rutan in Indonesia, which can be reviewed from the fundamental aspects of the purpose of the funding, namely the protection of the public and the aspects the perpetrator. Abstract

North Sumatra has excellent tourism potential, one of which is Lake Toba, which is included in the 10 National Priority Tourism Destinations. To support tourism development, quality accommodation is an important factor, including resorts that offer exclusive experiences for tourists. Two well-known resorts in the Lake Toba area are Marianna Resort and Simalem Resort. This study aims to compare the two as a reference for property developers in developing new resorts. This study uses a qualitative description method with 3A analysis (Attractions, Amenities, and Accessibility). Data were obtained through observation of the official websites of the two resorts and a literature review from the book "Tourism Planning: An Integrated Sustainable Development Approach" by Edward Inskeep. The results of the study show that both resorts have zone classifications based on the Tripartite Concept method, namely core zones, buffer zones, and service zones, with different characteristics in supporting the tourism experience. The conclusion of this study reveals that design strategies greatly influence the attractions and amenities offered. Resorts that have been operating for a long time need to update their facilities to stay competitive. Providing diverse attractions and complete amenities is key to creating an exclusive experience for visitors. This study is expected to be a reference for developers in designing innovative and sustainable resorts on Lake Toba.

Abstract

This research aims to examine the perspective of tourism development in Huta Sialagan Village, Samosir Regency, in supporting the existence of the Toba Caldera as part of the UNESCO Global Geopark. Using a descriptive qualitative approach through the library research method, this research explores the concepts, principles, and application of geotourism based on four main aspects: tourism, accommodation, interpretation, and planning management. The results of the study show that the geotourism potential in this village is very large, especially from the cultural and historical aspects, but has not been fully integrated with the geological narrative of the Toba Caldera. The lack of interpretive media, limited eco-friendly accommodation, and the absence of geotourism-based zoning are the main challenges. The research also found that community participation, business involvement, and support from related agencies still need to be strengthened through training, digital promotion strategies, and integrated planning based on geopark principles. Therefore, the development of geotourism in Huta Sialagan Village requires cross-sector collaboration and a sustainable approach to support the preservation of the Toba Caldera while improving the welfare of local communities.
