Evaluating Samarinda City's Sub-district Digitalization Policy for Enhanced Public Services Hidayatullah, Aji Syarif

Abstract

General Background: The rapid advancement of digital technology has significantly impacted public service delivery, with governments worldwide exploring digital transformation to enhance administrative efficiency and public engagement. Specific Background: In Samarinda City, the implementation of a digitalization trial program in sub-districts has been undertaken to address the existing dissatisfaction among the public with conventional public services. Knowledge Gap: While digitalization is presumed to improve service efficiency and accessibility, empirical evidence on its effectiveness, particularly at the sub-district level, remains sparse. Aims: This study aims to evaluate the policy of the digitalization trial program in Samarinda City's sub-districts, focusing on its capacity to improve service quality and its broader impacts on public administration. Results: The findings reveal significant enhancements in service efficiency and user satisfaction, marked by a decrease in physical visits to sub-district offices as residents increasingly access services online. Novelty: This research contributes to the understanding of digital transformation at a micro-administrative level, a less explored area in digital governance studies. Implications: The successful implementation of the digitalization program in Samarinda City suggests potential scalability to other regions, highlighting the importance of strategic planning and continuous training to realize the benefits of digital governance fully. Highlights: Efficiency Gains: Reduced physical visits signify increased service efficiency. User Satisfaction: Digital services improved accessibility and speed, enhancing satisfaction. Abstract

Data mining is the process of extracting useful information and patterns from very large amounts of data. Based on the task or work performed, data mining is divided into cluster analysis, association analysis, anomaly detection, and predictive modeling. Predictive modeling consists of two types, namely regression and classification. Classification is a method for determining the membership of an object in a class based on available data. There are several methods for classification, one of which is naïve Bayes with the advantages of being easy to build and having good performance. This research aims to determine the results of the accuracy of the naïve Bayes classification on data on the welfare status of beneficiary households in Samarinda Ilir District in 2023. Based on the research results, it can be seen that the accuracy level of the naïve Bayes classification on this data is 0.8316 or 83.16%. The results of accuracy measurements show that the naïve Bayes classification of this data has a fairly high level of accuracy.

Abstract

This study aims to analyze the role of the Department of Communication and Informatics (DISKOMINFO) in accelerating the development of the smart city initiative in Samarinda, and to provide recommendations for further improvement. As the capital of East Kalimantan Province and a key economic hub, Samarinda recognizes the importance of adopting technology to enhance public services and create a sustainable environment. A qualitative approach was employed to understand DISKOMINFO's role in the smart city initiatives. Primary data sources included DISKOMINFO employees, relevant stakeholders, and the community involved in the smart city projects. Informants were selected purposively. Data collection involved in-depth interviews with DISKOMINFO staff, stakeholders, and selected community members, along with the analysis of official documents and reports related to the smart city initiatives. The data was analyzed using content analysis to identify patterns, themes, and relationships between concepts. The findings indicate that DISKOMINFO plays a crucial role in coordinating, implementing, and overseeing smart city initiatives in Samarinda. The study also reveals that while significant progress has been made in certain areas, further efforts are needed to improve inter-agency collaboration, enhance technological capacity, and increase active community participation. The results of this research are expected to serve as a reference for policymakers in strengthening sustainable smart city initiatives in Samarinda.        Penelitian ini bertujuan untuk menganalisis peran Diskominfo Kota Samarinda dalam akselerasi pembangunan smart city dan memberikan rekomendasi untuk perbaikan lebih lanjut. Hasil penelitian diharapkan memberikan wawasan berharga bagi pengambil kebijakan, akademisi, dan masyarakat dalam mendukung visi smart city yang berkelanjutan di Kota Samarinda.             Penelitian ini menggunakan pendekatan kualitatif untuk memahami peran Dinas Komunikasi dan Informatika (Diskominfo) dalam akselerasi pembangunan smart city di Kota Samarinda. Sumber data primer mencakup seluruh pegawai Diskominfo, pemangku kepentingan terkait, dan masyarakat yang terlibat dalam inisiatif smart city. Pemilihan informan dilakukan secara purposive. Teknik pengumpulan data melibatkan wawancara mendalam dengan pegawai Diskominfo, pemangku kepentingan, dan masyarakat terpilih, serta analisis dokumen resmi dan laporan terkait smart city. Analisis data menggunakan pendekatan analisis isi untuk mengidentifikasi pola, tema, dan hubungan antar konsep. Hasilnya diharapkan memberikan pemahaman mendalam tentang peran Diskominfo dan dampaknya dalam pembangunan smart city di Kota Samarinda
