Abstract

Artikel ini mengkaji peran Badan Permusyawaratan Desa (BPD) di Desa Ranoketang Tua, Kecamatan Amurang, Kabupaten Minahasa Selatan, terkait dengan pelaksanaan fungsi pengawasan yang dilakukan. Dengan menggunakan metode kualitatif kajian ini akan mengidentifikasi penyebab mengapa fungsi pengawasan Badan Permusyaratan Desa (BPD) terhadap pengelolaan Anggaran Pendapatan dan Belanja Desa (APBDes) tahun 2021 di Desa Rnanoketang Tua, Kecamatan Amurang, Kabupaten Minahasa Selatan tidak berjalan baik. Temuan penelitian menggambarkan penyebab utama tidak jalannya fungsi pengawasan BPD terhadap pengelolaan APBDes di Desa Ranoketang Tua Kecamatan Amurang adalah terkait dengan pedoman teknis, fasilitas dan sosialisasi tentang fungsi pengawasan sebagai tugas BPD yang kurang diberikan oleh Pemerintah Kabupaten Minahasa Selatan. Selain itu adanya permasalahan tunjangan bagi anggota BPD yang dianggap minim, serta Sumber Daya Manusia (SDM) anggota BPD yang kurang memiliki kapabilitas. Hal ini di perparah dengan adanya sikap pemerintah desa yang jarang melibatkan masyarakat dalam kegiatan Musyawarah Perencanaan Pengembangan Desa (Musrembangdes).   Kata Kunci: Fungsi Pengawasan; Badan Permusyawaratan Desa; APBDes     ABSTRACT This article examines the role of the Village Consultative Body (BPD) in Ranoketang Tua Village, Amurang District, South Minahasa Regency, related to the implementation of the supervisory function carried out. Using qualitative methods, this study will identify the reasons why the supervisory function of the Village Consultative Body (BPD) on the management of the 2021 Village Revenue and Expenditure Budget (APBDes) in Rnanoketang Tua Village, Amurang District, South Minahasa Regency is not working well. The research findings describe the main cause of the failure of the BPD's supervisory function on the management of the APBDes in Ranoketang Tua Village, Amurang District, which is related to technical guidelines, facilities and socialization of the supervisory function as a BPD task that is not given by the South Minahasa Regency Government. In addition, there are problems with allowances for BPD members who are considered minimal, as well as Human Resources (HR) for BPD members who lack the capability. This is exacerbated by the attitude of the village government that rarely involves the community in Village Development Planning Deliberations (Musrembangdes).   Keywords: Supervision Function; Village Consultative Body; APBDes

Abstract

This study aims to identify and explore how female voters in Tomohon City interpret women's political representation in the Mayoral and Vice-Mayoral elections. Women's representation in politics has become a crucial issue as it relates to the fulfillment of political rights and the quality of local democracy. This research employs a qualitative approach with a phenomenological research type to delve into the deep experiences and perspectives of informants, with data collection techniques conducted through in-depth interviews. The results of the study indicate that the presence of women in the political contestation of Tomohon City is interpreted by female voters as a symbol of courage, authority, and moral quality. However, there is a shift in the expectations of female voters, where they desire female leaders who are stronger, more vocal, and substantive in the future. These findings emphasize that gender is no longer the sole determinant or guarantee of victory in politics; rather, evidence of real performance has become the primary consideration for female voters.
